In Korea, government has been steadily accelerating and forming emigration project as a national policy motivated by the promulgation and enforcement of the Overseas Emigration Act since 1962. However, after its execution of positive development of emigration project, family emigration(invited by personal connection residing in foreign country) constituted mainstream. Consequently, there has been no other way than expecting the effectiveness of the policy in a quantitative limited scope.
In this study, an attempt is made to develop a positive inquiry and analysis to grasp tasks and problems confronted by the emigration policy of Korea to enhance the usefulness of emigration and relative policy with the purpose of helping not only the quantitative enlargement of emigrants to emigrate hereafter, but also the improvement of the living condition of emigrants residing in foreign countires.
In regarding this study, major specific points of the attempt are summarized as follows :
First of all, the main problems of the Korean emigration policy come from the lack of uniformity and rationality in the formulation of emigration policies and the absence of a comprehensive organ in abreast with the diversification of the executive organizations of emigration policy.
Secondly, it is the ideology of the emigration policy of Korea that self-actualization should be based on the equal opportunity for the living of the people and the improvement of the quality of life. The basic direction of emigration policy should be the appropriateness of such policy for international cooperation and adjustment of internal population and utilization of natural resources.
Thirdly, as measures for the improvement of overseas emigration policy, centralization of administrative office for emigrants, development of regions to emigrate, regulation and improvement of systems supporting emigration and systematic long-term and short-term pretraining programs for emigration is cited.
Fourthly, as urgent tasks imposed upon policy for Korean residents in foreign countries, efficient integration of administrative systems for them, settlement of their living and promotion of exchange programs with mother country is cited.
Finally, for the enlargement and reforms of emigration policy, it is desirable to establish Overseas Manpower Office(provisional name) by which all existing administrative organizations for applicants and korean residents in foreign countries will be merged. Also, in the formulation of emigration policy, the characteristics of the types of emigration and objective regions of emigration should be reflected. Further, policy formualtion, execution and evaluation of emigration policy should be made linkage so that the cycle of policy can be circulate together.
