국가경찰의 맞춤형복지제도 실태 및 개선방안 - 2016년 국가경찰 복지제도를 중심으로-

국문 초록 (Abstract)

공무원 조직에서 시행하고 있는 맞춤형 복지제도는 일반기업체의 후생복지제도 인 카페테리아 플랜(Cafeteria Plan)을 복제한 프로그램으로 1974년 미국에서 시 작되어 독일, 일본 등에서 일반기업체의 근로자들의 후생복지 제도로 도입ㆍ시행되 고 있다. 카페테리아식 복리후생제도를 2003년부터 경찰청, 기획예산처, 중앙인사위원회등이 시범실시 되면서 접목되었다. 이 제도는 과거 국가재정의 한계로 생계 지원 형과 시혜성 후생복지를 벗어나 복지항목에 대한 선택권을 공무원에게 주어 복지 를 증진시키기 위한 제도로 설계되어 2005.5.26. 제정된「공무원 후생복지에 관 한 규정」을 근거로 전공무원을 대상으로 하여 시행하게 되었다. 시행목적은 경찰 공무원이 국민의 생명과 재산을 지키고 공공질서를 유지함을 기본 임무로 하고 있 음에 따라 그들의 임무가 잘 유지되어 본래의 정체성을 유지해 나가기 위해서는 경찰공무원들이 항상 건강하고 평안하며 가정적·정서적으로 안정되어야만 한다. 이러한 문제가 해결되어야만 국민들이 평안해 질 수 있다는 것은 재언을 요하지 않는다.

다국어 초록 (Multilingual Abstract)

The customized welfare system that the public officials‘ organization is adopting, reproduced the corporate's social welfare system which is a cafeteria plan that started in US in the year 1974. It is also adopted as a social welfare system for German and Japan companies. The customized welfare system was adopted in national police, ministry of planning and budget, and the central personnel committee in the year 2003. This welfare system was planned to increase the welfare of the public officials by giving the freedom of choice on the welfare criteria. The limit of the government budget lead to the reduction of the support of living given to the public and dispensation of the welfare benefit. Based on the law of the social welfare system for public officials that was enacted in 2005. 5.26 , it was applied to all public officials. The purpose of the law is to maintain the public order of the citizen and the citizen's life and wealth as a basic duty of the police officials. In order to maintain their identity, the police officials should be healthy, peaceful, domestic and emotionally stable. Only when this problem is fixed, will the citizen be stabilized.
