시군통합의 추진동력과 정책대안 = Explaining City-County Consolidation Initiatives in Korea and Proposing a Policy Alternative

국문 초록 (Abstract)

국내외를 막론하고 시군통합의 효과가 명확하지 않는 데에도 불구하고 한국사회에서는 마치 통합을 지방정부의 효율성을 높여주는 명약으로 간주하는 경향이 강하다. 이 연구는 이러한 현상이 나타나는 이유가 무엇이며 통합 이외의 지방정부의 효율성을 높여줄 다른 정책대안이 있는지를 모색하려는 시도에서 비롯되었다. 이 연구가 전달하려는 메시지는 두 갈래이다. 첫째, 시군통합은 정치적, 문화적, 제도적인 현상으로 이해되어야 한다는 것이다. 의심스러운 통합효과에도 불구하고 우리의 경우 시군통합을 통해 지방정부의 규모를 더욱 늘리려고 시도하여 왔는데, 그 이유는 1) 정치인들의 자기 확장적인 욕구가 강하게 작용하고 있고 2) ‘Large is better’에 대한 맹목적 믿음이 사회전반에 광범위하게 확산되어 있다는 사실과 3) 통합 이외에는 지방정부의 효율성을 높일 수 있는 다른 대안(특별구, 계층신설, 자치단체연합, 민간위탁 등)이 실질적으로 부재하다는 데에서 찾을 수 있다. 이러한 결과 현재의 인구기준으로도 세계에 유래가 없을 정도로 큰 규모의 지방정부를 통합을 통해 더욱 크게 만들려는 시도가 진행되고 수용되고 있다. 둘째, 지방정부의 효율성과 경쟁력을 강화시키기 위해 그 해법을 시군통합에서 찾을 것이 아니라 지방정부가 기능하는 구조와 맥락을 변화시킬 필요가 있음을 주장하였다. 지방자치의 구조적 변화를 통해 지방정부의 정책기조를 분배-소비-형평성 지향적인 시스템에서 성장-생산-효율성 지향적인 시스템으로 변모시키지 않고는 시군통합을 비롯한 여하한 개혁도 자치단체를 효율적이고 경쟁적으로 변모시키는 데에는 한계가 많을 것이다. 이 연구는 성장-생산-효율성을 중시하는 체제로 지방정부를 변화시키기 위해서는 지방교부세에 의존하는 지방재정 시스템을 소득세와 법인세의 공유세화를 통해 독립채산제의 형태로 변화시키는 노력이 무엇보다 중요하다는 것을 지적하였다.

Despite the dubious contributory effects of city-county consolidation upon local government efficiency, Korean society tends to regard consolidation as an effective formula for improving administrative efficiency at the local level. This paper explores why and how such a misperception develops, and attempts to propose a policy alternative to consolidation that could fundamentally improve local government's efficiency in service provision.
