도래하는 공동체의 이상형은 개체들이 획일성, 동일성, 전체성으로 환원되지 않으면서 공동성을 추구할 수 있는 가능태이다. 이 글은 대안적 공동체를 모색함에 있어서 국가의 틀 내에서 모색하는 것이 능사가 아니라는 인식에서 출발한다. 필자는 국가의 시각이 아닌 ‘국가 없음’ 혹은 ‘지배 없음’의 시각에서 바라봤을 때 어떠한 시사점을 얻을 수 있는지, 대륙 동남아시아의 산악지대 산악민들, 특히 카친족과 카렌족의 공동체를 중심으로 살펴본다. 더불어 근대 국민국가 형성 과정에서 카친족, 카렌족과 같은 산악민들이 어떻게 국가의 비식별역에 위치지어 지는지, 한편 그 안에서 유연성을 발휘해 전략적으로 자신들의 정체성을 구성하는지 살펴본다. 이 글의 주요 개념인 ‘부유하는 공동체’는 고전 시기 국가부터 근대 국민국가에 이르기까지 국가를 형성하지 못했거나 국가에 포섭되지 못한 사람들의 집단을 의미한다. 부유하는 공동체로서 산악민들이 권력과 주류 종족, 더 나아가 국가의 탄압과 핍박을 피해 어떤 생태 환경 속에서 어떤 특성을 발달시키며 현재에 이르렀는지 그 과정을 고찰한다. 이들은 좋든 싫든·자의든 타의든 옮겨 다니는 사람들, 이동하는 사람들, 유동적 존재, 떠다니는 사람들로서 이를 포괄하는 개념으로 ‘부유하는 사람들’로 규정할 수 있다. 그리고 부유하는 사람들의 집단을 규모의 크고 작음에 상관없이 일종의 공동체로 본다면 부유하는 공동체라 칭할 수 있을 것이다. 필자가 주장하는 부유하는 공동체의 특성은 다음과 같다. 첫째, 이동성과 유동성이다. 둘째, 평등주의에의 선호 및 위계에의 거부이다. 마지막으로 전략적 경계인 되기와 상호부조이다.

An ideal type of a future community is that individuals can pursue a collectivity without being to uniformity, identity, and totality. The paper originates from the thought that when we seek an alternative community, we should not be confined to the framework of a nation-state. The research examines what we possibly learn from the perspective of "statelessness" or "absence of control," not from the nation-state’s perspective, focusing on the highland hill people of Southeast Asia. In this regard, I draw the communities of the Kachin and Karen people as the case study. On the one hand, I examine how the hill people such as the Kachin and Karen are located in the de-identification area of the state in the process of forming a modern nation-state. On the other hand, I investigate how these people strategically construct their identity by using flexibility. The research proposes the concept of a "floating community" to understand these people. The term refers to people who have failed to form a state or have not been included in the state, from states during the ancient to modern era. As a floating community, the research explores the process of what hill people have developed their features in a specified ecological environment and how they have developed to avoid the oppression and persecution of power, main ethnic groups, and the state. I define them as the people who moved around whether they like them or not and arbitrarily or unintentionally. Moreover, I suggest that the term embraces people who are floating around. The term includes people who have been moving, migrating, and relocating voluntarily or by force. Furthermore, we can call it a floating community if you regard the group of floating people as a kind of community regardless of the size. The research claims the features of the floating community are as follows-first, mobility and flexibility. Second, preference for egalitarianism and a rejection of hierarchy. Finally, becoming a strategic boundary and reciprocal help.
