시민참여정책평가의 개념적 특성과 실행조건 = Citizen-Participatory Policy Evaluation: the characteristics and the prerequisites for its implementation

The research questions of this study are: why is participation usually restricted to experts in the policy evaluation process? What are the rationales of participation in the policy evaluation? and what are the characteristics of Citizen-Participatory Policy Evaluation(C-PPE) and the prerequisites for its implementation?
The major characteristics of C-PPE include: citizen-initiated policy evaluation with the participation of stakeholders and the support of experts, with dialogue as the key evaluation method. To implement C-PPE successfully, it is necessary to consider: selecting the participants, supporting them with qualified experts in C-PPE, and organizing and effectuating a dialogue.

국문 초록 (Abstract)

이 연구는 정책평가과정을 시민이 주도하는 시민참여정책평가가 개념적으로 어떤 특성을 갖고 있는지, 실행을 위한 고려 조건은 무엇인지를 다루었다. 정책평가에서 전문가를 제외한 다른 사람이나 잡단의 참여가 배제되어 온 배경을 살펴보고, 다른 정책과정과 마찬가지로 정책평가과정에서도 일반시민이나 이해관계자의 참여가 필요한 이유에 대해 논의하였다. 정책평가과정에서 참여의 문제를 어떻게 바라보느냐에 따라 학자들 마다 참여정책평가의 개념과 본질에 대한 이해가 달라지고, 참여평가의 목적, 참여자, 참여 단계와 수준 등에 따라 참여정책평가의 유형을 나눌 수 있음도 논의하였다. 이러한 논의를 토대로 시민참여정책평가의 개념을 정의하고 그 특성을 논의한 후, 시민참여정책평가가 시민의 주도적 평가과정 지배, 평가의 대화와 토론 의존성 등의 특징을 갖고 있음을 밝혔다. 마지막으로 시민참여정책평가의 실행에 앞서 고려해야 할 요인들에 대해 논의하였다.
