도구적 행정학, 전문직업주의 및 행정윤리: Adams와 Balfour의 행정적 악을 중심으로 = Instrumental Public Administration, Professionalism, and Administrative Ethics: Focused on Adams and Balfour`s Administrative Evil

국문 초록 (Abstract)

본 논문은 행정의 정당성의 근거로서 행정행위에 대한 윤리적 측면에서의 탐색을 통하여 행정 책임의 문제에 관한 Adams와 Balfour가 주장하는 행정적 악이라는 개념을 중심으로 논의해보고자 하였다. 이를 위하여 본 논문은 우선 행정적 악의 근원으로서의 주류의 도구적 행정학을 고찰하였으며, Friedrich와 Finer 간의 논쟁에서 행정책임의 문제를 전문직업주의를 중심으로 살펴보았다. 이어서 전문직업주의에 내재되어 있는 행정윤리에 대한 기술적-합리적 접근이 윤리적 이슈들 또는 문제들에 관한 인식을 약화시키고 있다는 점을 지적하였다. 특히, 기술적 합리성이 지배하는 현대 행정에서 Adams와 Balfour가 주장하는 행정적 악이 도덕적 전도를 야기하며, 그에 대항하는 개인의 힘은 상당히 미약하다는 점을 논의하였다. 본 논문은 이러한 행정적 악을 해결할 수 있는 방안으로 숙의민주주의를 제안하였다.

다국어 초록 (Multilingual Abstract)

This paper aims at rethinking ethical issues and aspects of administrative activities, as a basis of administrative legitimacy, focused on Adams and Balfour`s administrative evil. The paper reviews the mainstream`s instrumental public administration as a key source of administrative evil, and analyzes how the debate between Friedrich and Finer dealt with the issues of administrative responsibility. And then it indicates that the technical-rational approach inherent in professionalism to administrative ethics has undermined the notion of ethical issues in public administration. In particular, it points out that administrative evil has caused moral inversion issues and the power of individuals against the administrative evil has not been strong in the modern public administration that the culture of technical rationality has dominated. Finally, it suggests deliberate democracy as a device to solve administrative evil.
