국문 초록 (Abstract)

2010년 12월부터 시작된 아랍국가들의 반정부 시위는 지금까지 계속되고 있다. 소위 아랍의 봄이라고 불리어지는 이러한 현상들은 급박한 세계의 정세를 대변해주고 있다. 이러한 급박한 세계정세는 중동국가를 넘어서 북아프리카까지 번졌고 아시아 지역까지도 그 흐름이 지속될 것이라는 의견이 많이 제시되고 있다. 이러한 환경속에서 2011년 12월 17일 김정일의 죽음으로 인하여 북한의 반정부 시위 혹은 정치세력간의 갈등으로 인한 혁명이 일어날 가능성이 커지고있는 상황이 전개되고 있다. 따라서 이 연구는 북한의 붕괴가 아랍의 봄과 같이 걷잡을 수 없이 일어날 현상이라고 가정하에 우리나라의 경찰이 어떻게 기능적인 역할을 해야 할것인가를 모색하였다. 특히. 통일경찰의 명목하에 통합적 모색이 아닌, 과도기적 측면에서 접근하여 북한과 우리나라의 경찰의 기능이 상이한 부분을 어떻게 조율할 것인지에 관하여 자세히 살펴보았다. 우리나라 경찰조직이 그 역할을 잘수행하기 위하여 첫째, 경찰은 북한의 갑작스러운 붕괴나 혁명이 먼 훗날의 일이 아님을 인식하고 있어야 한다. 둘째, 북한의 붕괴될 경우 예측되는 치안수요 정확하게 파악하고 있어야 한다. 셋째, 북한의 사태를 대비한 경찰의 치안범위 및 대상을 결정하는 경찰활동 역할모델을 정립하고 대응전략을 마련해 놓고 있어야 한다. 넷째, 경찰활동의 모델은 독자적 모델과 협동 모델로 구별될 수 있고 각 모델별 대응전략은 경찰청 산하「비상대책위원회」의 설립과 함께 계속 연구되어야 할 것이다.

Arab countries began in December 2010 anti-government protests have continued until now. So-called Arab spring of these phenomena and the world has come to represent the situation. The urgent world situation beyond the Middle East to North Africa, Asia, its flow has been suggested a lot of comments. In this environment 17 December 2011 North Korea`s Kim Jong-il`s death, due to the conflict between the forces of anti-government protests and political revolution is likely to occur due to the growing list of conditions that are being deployed. Therefore, this study is the collapse of North Korea as an Arab spring rise out of control phenomenon, assuming a functional role in Korea and how the police should be. In particular, integrated in the name of the police unification, rather than the transition in terms of access and North Korea and the different parts of the police`s ability to tune. Police organizations in Korea in order to perform its role well first, the police recognize that sudden revolution in North Korea is not the distant future. Second, if the anticipated collapse of North Korea`s demand for peace is exactly what you need. Third, the situation in North Korea in case the police policing the police to determine the scope and target activities to establish a role model. Fourth, the model of police activities in cooperation with the independent model can be identified as a model and the police response strategies under each model, police should be continue the research about "Emergency Committee"
