Recently, the rise of eco-friendly means of transportation with increasing interest in the environment and the diversity of users' desires for transportation are increasing interest in new means of transportation. Among them, the demand for personal mobility, represented by electric kickboards, is increasing year by year. However, rather than a rapid change in the personal transportation means market, users' safety measures or changes in the existing vehicle-centered transportation system are relatively cautious.
The demand for personal mobility is increasing not only domestically but also globally, and accordingly, institutional changes are taking place in transportation-related institutions and government departments in each country. In the contents of the change, there is a tendency to solve the problem with strict countermeasures such as securing the safety of users or limiting dangerous usage behavior in public places.
As Korea promulgated the revised ``Road Traffic Act'' and ``Bicycle Activation Act'' in June 2020 under the circumstances where there were no separate means of restriction, personal mobiblity powered by electricity from December 2020 It will pass bicycle way. Accordingly, institutional reviews such as reinforcing product safety standards are continuously being conducted. These conditions are expected to contribute to securing safety for use, establishing a proper transportation culture, and spreading the usage culture from an institutional perspective.
Now is the time to look at the perspective after the institutional foundation-building stage. After the institutional basis has been established, stakeholders in the traffic environment, such as personal mobility users, pedestrians, and vehicle drivers, correctly recognize personal mobility means, and personal mobility users can also use them safely and comfortably within the given conditions of use. In order to be able to do so, it is necessary to establish an infrastructure in terms of the usage environment.
This study aims to understand the understanding and characteristics of personal mobility that have emerged in accordance with these changes, and to suggest improvement directions for physical elements from the viewpoint of user environment design for safer and more comfortable use on bicycle roads. Therefore, the process of this study proceeded as follows.
First, through a review of the concept and status of personal mobility, the basic concept of personal mobility is understood, and the current status of the types and demands of new personal mobility, and trends in use such as safety accidents, etc. The necessity for use environment design was confirmed through a review of previous studies.
Second, in terms of the use conditions of personal mobility, understanding the characteristics of the use environment through the type and construction status of bicycle roads, and related guidelines, and conceptual consideration of spatial environment design and public design to understand the use environment design. As a result, the concept of the use environment design of personal mobility means was established.
Third, based on the characteristics of personal mobility and the conceptual consideration of the usage environment design, and the guidelines related to bicycle roads, three design perspectives for the usage environment design of personal transportation means are set, and the purpose of improvement and the elements to be improved are identified.
Fourth, according to the set design point and the elements to be improved, overseas countries or cities that allow personal mobility to run on bicycle roads are selected, and the current status of the use environment is reviewed and synthesized through guidelines related to bicycle road design in the region. The combined results were used as the basis for deriving improvement targets and suggesting improvement directions by comparing them with the actual situation of bicycle roads in Korea.
Finally, based on the results derived through case analysis, an improvement direction for the use of bicycle roads for personal mobility is proposed. In the contents of the proposal, the range was divided according to the design point of view, and the direction of improvement of the user environment design was proposed in terms of driving convenience, road information recognition, and pedestrian and user safety.
The research results derived through this research process can be summarized as follows.
It was suggested to increase the width of the existing bicycle path within the possible range, install parking and charging facilities, improve road surface markings and safety signs reflecting the form of new personal mobility, and new speeding prevention facilities capable of recognizing the current speed.
Since the increase of new personal mobility is a social phenomenon according to the changes of the times, it is necessary to continuously improve the physical conditions along with the establishment of an institutional foundation. This can soon contribute to establishing the right transportation environment and safe use environment for personal mobility.
The purpose of this study was to understand the characteristics of the new personal mobility and to propose a physical improvement direction through a comparative analysis of domestic and foreign conditions from the viewpoint of the usage environment design of bicycle roads. In addition, it aims to promote the safe use of personal mobility for a large number of users as the use of new personal mobility increases, and to have a positive effect on cognitive improvement through improvement of the usage environment.
The results of this study can be used when new road guideline related to personal mobility or revision of existing bicycle road design guideline, and it is expected that more practical perspective guideline will be possible in this process.
In order to prepare more specific design guidelines based on this study in the future, road environment and pedestrian conditions including personal means of transportation, along with an analysis of the actual construction status and conditions by region and type of bicycle roads, which are the use environments of personal transportation means. Through the follow-up research process, such as the relationship between the relationship and the degree of perception according to the driving speed, it is expected that a study to prepare guidelines accompanying quantitative matters from a design point of view will proceed.
