교통에너지환경세와 유류가격 및 유류소비의 변동성 = Fuel Taxes, Fuel Prices, and the Volatility of Fuel Consumption

국문 초록 (Abstract)

본 연구에서는 교통에너지환경세가 유류가격 변이와 유류 소비의 변동성에 어떠한 영향을 미쳤는지를 분석하였다. 구체적으로 교통에너지환경세가 휘발유 가격의 변이에 어떠한 영향을 미치고 있는 지를 변이계수를 이용하여 분석하였으며 휘발유 소비의 변동성에 어떠한 영향을 미치고 있는 지를 GARCH 모형과 회귀분석 모형을 이용하여 분석하였다. 이를 위하여 1994년부터 2010년까지 월별 교통에너지환경세율, 휘발유 가격 및 소비량, 국내총생산 자료를 이용하였다. 분석결과에 따르면 교통에너지환경세는 휘발유 가격의 변이를 감소시키는 것으로 나타났다. 또한 종가세 기간 (1994년 1월-1995년 12월) 보다 종량세 기간 (1996년 12월-2010년 12월)에 그러한 효과가 강한 것으로 분석되었다. 그러나 교통에너지환경세 변화율은 휘발유 소비량 변화율의 변동성에 양(+)의 효과가 있는 것으로 판명되어 교통에너지환경세가 휘발유 소비량의 변동성을 증가시키는 것으로 나타났다. 결과적으로 교통에너지환경세는 휘발유 가격의 변이는 감소시키고 있었지만 휘발유 소비량의 변동성은 감소시키지 못하는 것으로 판명되었다.

다국어 초록 (Multilingual Abstract)

This study analyzes the effects of transport tax on the volatility of fuel prices and consumption. We investigate the relationship between the transport tax and gasoline prices using coefficients of variation and examine what kinds of effects the transport tax has on the volatility of gasoline consumption using GARCH(Generalized Autoregressive Conditional Heteroskedasticity) and some regression models. In order to do these analyses, we use the data of transport tax rates, gasoline prices, gasoline consumption amounts, and gross domestic products from January 1994 to December 2010. The introduction of the transport tax make the coefficients of variation of gasoline prices decrease. The transport tax as a form of specific tax from January 1996 decreases the coefficients of variations of gasoline prices much more than those as a form of ad valorem tax from January 1994 to December 1995. The changes of transport taxes have positive effects on the volatility of the changes of gasoline consumption amounts. It means that the transport tax increase the volatility of gasoline consumption amounts. Finally, we conclude that the transport tax decreases the coefficients of variations of gasoline prices but that it does not decrease the volatility of gasoline consumption amounts.
