경찰예산 편성제도 비교 = A Comparative Study on the Police Budget Systems in South Korea, the United Kingdom and United States -Focusing on Performance -Based Budgeting-

국문 초록 (Abstract)

한국 경찰은 2007년부터 프로그램 중심의 예산제도를 도입하였다. 프로그램예산제도의 도입은 경찰활동의 효율성과 생산성을 측정하고 개선하고자 하는 정부의 노력이라 할 수 있다. 비록 프로그램 중심의 예산제도가 도입되었지만, 아직 성과중심적 예산 편성 제도가 정착되었다고는 보기 어렵다. 이에 본고에서는 이미 성과중심적 예산 편성 제도를 운영하고 있는 영국과 미국의 경찰예산 편성제도를 살펴봄으로서 현재 한국 경찰의 예산 편성 구조에 대한 시사점을 살펴보고자 하였다.
먼저 영국 경찰 예산제도의 시사점을 살펴보면 다음과 같다. 한국 경찰예산제도와 영국 경찰예산제도의 가장 큰 차이점은 영국의 경찰예산은 해당 목적에 따라 지출되는 예산을 파악할 수 있는데 반해 한국의 경우는 그렇지 못하다는 것이다. 또한 영국 제도의 경우, 인건비, 시설비 등 품목을 기준으로 하여 예산 실태를 파악할 수 있고, 지역순찰과 같은 경찰 서비스 단위로도 예산 실태를 파악할 수 있다. 더욱이, 영국 경찰예산은 공급자 위주의 예산, 고객 위주의 예산 등 하나의 예산이 다양한 매트릭스를 바탕으로 구성될 수 있기 때문에, 해당 예산이 누구를 위해서, 누구에 의해서, 어떤 목적으로 사용되는가를 쉽게 파악할 수 있다. 그리고 향후 5개년 정도의 예측치를 함께 제시함고 있기 때문에 장기적인 관점에서 미래 사업에 대한 비전, 미래에 대한 계획과 예측이 미리 예산에 반영되어 향후 사업에 대한 대비와 준비를 용이하게 하는 장점이 있다.
미국 경찰 예산제도의 시사점은 다음과 같이 정리할 수 있다. 미국 경찰의 예산은 크게 기존 업무 수행에 필요한 예산과 새로운 사업 수행에 필요한 예산으로 구분되는데, 미국 경찰예산제도는 주로 후자를 중요하게 다룬다. 미국 경찰예산이 가지고 있는 또 하나의 특징은 사업 폐지와 축소로 인한 예산 절감액을 각각 표시하도록 되어 있다는 것이다. 이와 같은 특징은 프로그램 축소를 바탕으로 예산 감소를 꾀하려는 목적 때문이다. 이러한 특징은 각 프로그램에 대한 성과 평가를 지속적으로 수행하고 보다 효율적으로 수행할 수 있는 방법을 강구하게 하는 강력한 제도적 인센티브로 작용하고 있다.
이러한 영국, 미국의 성과중심 예산편성 제도는 현재 한국 성과중심 예산제도의 한계와 나아갈 방향을 제시하는데 시사점을 줄 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

South Korean Police introduced program budgeting in 2007. Although the goal of this is to measure and improve the efficiency of police activities, it seems that performance-based budgeting has not yet operated well in Korea. Thus, the study intends to learn the lessons from the police budget systems in the Britain and United States, which are based on it.
The first strength of the police budget system in the United Kingdom is that it is easy to grasp the corresponding budget for each policy or project; yet this is very hard in the South Korean system. The British system also makes it possible to understand police budget in terms of a single item as well as activity, and also offers the relevant information such as the organizations in charge of individual police programs and the target for each police service. As the budgeting, furthermore, includes budget forecasting over the next five years, it helps policy makers to plan out the future strategy of police.
The American police budget system mainly focuses on the budgeting for new programs rather than for the existing ones. At the same time, it indicates the budgets which are cut down or terminated as programs are reduced or abolished, with the intention of encouraging police organizations to reduce their budget. Such a feature of the police budgeting in United States has offered the incentives for police officers to improve their programs and to seek the efficient methods for them continuously.
The cases of the British and American police budget system could provide significant implications for the South Korean police, which has strived to settle performance-based budgeting.
