COVID-19 팬데믹에서의 미국 내 범죄 동향과 한국의 범죄 정책제언 = Crime Patterns in the COVID-19 Pandemic in the U.S. and Criminal Justice Implication for South Korea

국문 초록 (Abstract)

2020년부터 전 세계적으로 유행한 코비드-19 바이러스로 인해 많은 사망자가 발생하였고, 이에 대응하기 위한 정부의 적극적인 대처의 결과 시민들의 삶의 많은 부분에서 큰 변화를 있어왔다. 범죄 측면에서 살펴보면, 코비드-19 이후 보편적으로 범죄가 감소하고 있다는 연구 결과들이 보고되었다. 하지만 소수의 연구들이 코비드-19의 범죄에 대한 영향력을 경험적으로 검증하였으며, 한국적 맥락에서의 형사 정책적 논의는 제한적이라 하겠다. 따라서 본 연구는 뉴욕의 범죄 자료를 분석하여 한국의 형사 정책적 논의를 제공하는 것을 목표로 하였다. 구체적으로 시계열 분석을 통하여 코비드-19 이전과 이후의 범죄율의 양상이 통계적으로 유의미하게 변화하였는지를 검증하였다. 분석 결과, 코비드-19 이후 모든 범죄가 유의미하게 감소하였지만, 시간의 흐름에 따라 이전의 수준으로 회귀하는 현상을 보였다. 이러한 결과들을 바탕으로 한국의 형사정책에 도움이 될 수 있는 이론적 정책적 시사점과 한계점을 논하였다.

다국어 초록 (Multilingual Abstract)

The widespread of COVID-19 virus became a national disaster across the world in 2020 and resulted in tremendous loss of lives. In response to the pandemic, governments have taken all the actions to reduce conviction cases and curb the spread. Many parts of the everyday life of citizens also have been influenced by the pandemic and massive government policies designed to combat COVID-19. Crime is not an exception. Sizable studies have reported that crime has decreased since COVID-19. The current study aims to examine the change in crime patterns since the COVID-19 pandemic in order to suggest criminal policies based on study findings. We analyzed publicly available arrest data from the New York Police Department between January 1st, 2019, and March 31st, 2021, using mean comparison and interrupted times series analysis. We divided each year into 52 weeks for the times series analysis and categorized crime as property crime, violent crime, and crime in total. The results indicated that all categories of crimes decreased by 20 percent on average since March 2020, when stay-at-home restrictions were issued. However, they started to rise again up to March 2021, as the restrictions were eased. Theoretical and policy implications were discussed based on the findings.
