지역사회 복지의제의 정치 담론화 과제에 관한 연구 = 경상북도를 중심으로

국문 초록 (Abstract)

본 연구는 지방자치단체 단위에서 제기된 복지의제와 이것이 정치 담론화되는 과정을 확인하고 이러한 내용과 과정에서 제기되는 문제와 해결과제는 무엇인지를 검토하기 위한 것이다. 이를 위해 경상북도의 민선 6기 도지사의 공약, 제3기 지역사회보장계획의 수립, 민선 6기(제10대 경상북도의회)의 사회보장 관련 조례의 제·개정 과정을 중심으로 복지의제의 내용과 정치 담론화 과정을 분석해 보았다.
분석 결과, 경상북도지사가 공약한 복지의제는 행정 지자체 내부에서 제안한 기존 사업을 확대하는 방향으로 기획되었고, 지자체, 지방의회, 사회복지현장관계자, 주역주민 간에 정치담론화가 매우 형식적이고 제한적으로 이루어진 특징을 확인할 수 있었다. 그리고 경상북도의 제3기 지역사회보장계획에서 제시된 복지의제로서 세부사업은 정부나 지자체의 기존 사업을 유지하거나 확대한 수준에 있으며, 지자체와 지역주민이 배제된 정치 담론화 과정이 이루어진 특징을 발견할 수 있었다. 또한 경상북도의회의 복지의제로서 사회보장관련 조례는 전통적인 사회복지영역인 돌봄 영역의 관심도가 상대적으로 낮고 조례가 제·개정되는 과정에서의 정치 담론화는 조례 발의자의 발의 원안이 조례화 되는 특징을 확인할 수 있었다.
이를 통해 제기된 문제를 해결하기 위해서 ①지역사회 정치 주체들의 복지의제에 대한 중요성 인식과 개발 역량 강화, ②지역사회 복지의제의 정치 담론화를 지원하는 행정시스템 마련, ③지역사회 복지의제의 정치 담론화 과정에서 주민참여의 활성화, ④지역사회 복지의제에 대한 입법지원 체계의 강화 등을 과제로 제안하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the welfare system proposed by the local government entity and the process of its discourse on politics, and to examine the problems and the problems posed by these contents and processes. For this purpose, the pledge of the 6th provincial governor to Gyeongsangbuk-do Province, establishment of the 3rd social security plan, the first and the revision process of the social security-related ordinance of the sixth term of the elected(the 10th Gyeongsangbuk-do Assembly), I analyzed the contents of welfare and political discourse process.
The results of the analysis are as follows.
The welfare system promised by the governor of Gyeongsangbuk-do Province was designed to expand the existing projects proposed within the administrative local government, and it was confirmed that the political discourse between the local government, a local assembly, social welfare workers, and local residents was very formal and limited.
And the welfare system proposed in the 3rd Social Security Plan in Gyeongsangbuk-do is the level of maintenance or enlargement of the existing projects of the government or local government, and that the process of political discourse was excluded from the local government and local residents.
In addition, the social security ordinance as the welfare system of the Gyeongsangbuk-do provincial council is relatively low in the care which is a traditional social welfare area. The political discourse in the course of the revision of the Ordinance was able to confirm the characteristics of the ordinance initiator"s initiative.
In order to solve the problem raised through this ①Recognizing the importance of community political entities" welfare system, empowerment development ②Providing administrative system to support the political discourse of proposal of community welfare ③Activation of residents" participation in the process of political discourse on the proposal of community welfare ④Strengthening the legislative support system for the community welfare proposal, I can suggest them as an assignment.
