This article is a study on the pattern of the political participation of non-committed people that is a barometer of party politics and parliamentary politics in Korea. The new outlook about the existence, diffusion, and political role of non-committed people results from democratization and concern with the party politics and the process of election. Therefore, the study on the non-committed people should be closely in conjunction with parties and elections, political culture, and, further, the whole of the political system. It is necessary to contemplate the overall study now that microanalysis has hit its stride in application by Western studies of the non-committed people. It is crucial to know in what sort of historical context the non-committed people were created and grew and how the non-committed people will change in terms of importance in the near future. It is significant to analyze the patterns of the political participation of non-committed people in terms of authoritarianism and regionalism, which are important distinctions in Korean political culture. Keeping an eye on the rapidly changing political situation as well as on the characteristics of the party and election systems is required.
