가두 방범 CCTV의 과학적 운영 방안 - 영국의 CCTV 영향평가 연구사례를 중심으로 -

국문 초록 (Abstract)

가두 CCTV의 범죄예방 측면에의 활용을 위한 그간의 연구와 논의들은 CCTV의 과학적이고 객관적인 방범효과성 분석보다는 방범용 CCTV가 가져올 사생활 침해와 소위 ‘빅 브라더’ 효과와 같은 극한의 감시사회에 대한 우려와 위협들에 지나치게 편중되어왔던 것이 사실이다. 이런 맥락에서 최근 Gill과 Spriggs에 의한 영국 내무성의 사상 최대 규모 CCTV 용역연구 결과에 대한 분석을 중심으로 우리나라에서 필요한 방범용 CCTV 관련 연구 방향과 효과적인 운영 방안에 대하여 논하고자 한다. 이는 논란에도 불구하고 급속도로 양적으로 확산되고 그리고 질적으로 발전하고 있는 방범용 CCTV 시스템들에 대한 선진국들의 성공과 실패의 경험에 대한 과학적 분석이 선행되어야 보다 타산지석과 비용효과적인 방범카메라의 활용이 가능하기 때문이다. 분석결과를 보면 방범카메라가 범죄감축 면에서 만능의 효력을 발휘하지는 못했는데 범죄 감축, 두려움 감소, 전이효과, 비용효과 등에서 성공적인 사례가 많지만 실패한 부분들도 적지 않게 나타났다. 다만, Gill과 Spriggs는 그 실패의 원인들에 대한 철저한 분석을 통해 성공적인 효과 발휘를 위한 조건과 환경들을 구체적으로 제시하고 있다.

다국어 초록 (Multilingual Abstract)

Much of the public interest has been on the threat that CCTV poses to civil liberties, and concerns about 'big brother', and on understanding the role of surveillance more broadly. The truth is that CCTV is a powerful tool that society is only just beginning to understand. It looks simple to use, but it is not. It has many components, and can impact in different ways. Too often CCTV has been judged on its ability to reduce crime rates, and often this will not be the best way of judging it. CCTV can, if properly designed and implemented, generate images, but unless the police and the criminal justice process make good use of them, then they will be of marginal value, and are certainly not likely to achieve major impacts.Too much must not be expected of CCTV. It is more than just a technical solution. It requires human intervention to work to maximum efficiency and the problems it helps deal with are complex. It has potential, if properly managed, often alongside other measures, and in response to specific problems, to help reduce crime and to boost the public's feeling of safety. It can also generate other benefits. For these to be achieved though, there needs to be greater recognition that reducing and preventing crime is not easy and that ill-conceived solutions are unlikely to work no matter what the investment.
