미국 스마트성장 평가지표의 국내 적용에 관한 연구 : 도시기본계획과 지구단위계획을 중심으로 = Analysis of Smart Growth Audit in the United States and Its Application in Korea : Focused on Comprehensive Plan and District Unit Plan

국문 초록 (Abstract)

우리나라는 과거 급속한 도시성장 과정에서 발생한 여러 문제점들과 인구 저성장 시대에 접어들면서 일어나는 다양한 변화에 직면해 있다. 이에 따라, 도시정책도 효율성과 생산성 위주의 개발정책에서 사회적 형평성과 지속가능성, 삶의 질 향상을 도시정책의 목표로 삼하야 하는 시기에 이르렀다.
1990년대 미국에서도 무분별한 도시확산현상(Urban Sprawl) 방지와 쇠퇴하는 도심활성화를 유도하고, 도시개발이 환경적으로 건전하고 지속가능한 발전을 가져올 수 있도록 스마트성장 정책이 시작되었다. 그리고 우리나라에도 1990년대 중반부터 스마트성장 정책 도입의 필요성과 도입현황에 대한 연구가 진행되었다.
본 연구의 목적은 스마트성장 원칙이 국내 우리나라 도시정책에 얼마나 적용되고 있는지를 평가하기 위해 미국의 스마트성장 평가를 국내에 적용해보는 것이다. 이를 위하여 미국의 스마트성장 평가지표를 분석하였다. 미국 평가지표의 분석에는 Smart Growth America에서 미국 환경청(EPA)의 지원을 받아 표준으로 작성한 Smart Growth Policy Audit과 버몬트, 콜로라도, 매사추세츠의 smart growth scorecard를 활용하였다.
본 연구의 결과로 미국의 스마트성장 평가지표를 활용하여 국내 도시기본계획과 지구단위계획 평가에 적용할 수 있는 평가지표를 작성하였다. 그리고 작성된 평가지표를 활용하여 서울시와 광명시 도시기본계획과 지구단위계획 사례로 선정하고 평가하였다. 평가 결과, 서울시의 2030 도시기본계획은 스마트성장의 요소가 핵심이슈 실행전략의 한 부분으로 다양하게 반영이 되어 있었다. 그러나 정책계획의 성격상 구체적인 실행계획이 미흡하였다. 광명시 2020 도시기본계획은 스마트성장 개념을 직접 언급하고 있으나 정책목표나 실행전략과 연계되지 않고 단순 개념의 나열에 그치고 있었다.
본 연구의 목적은 국내 도시정책의 평가를 위한 스마트성장 평가지표를 개발하는 것이다. 본 연구의 결과는 지자체가 그들의 도시정책을 스마트성장 관점에서 평가하는데 도움을 줄 것이다.

다국어 초록 (Multilingual Abstract)

Korea faced with many urban problems occurred in the process of rapid urban growth in the past, and the low-growth of population has been a trend, generating a variety of changes in socio-economic and physical environment. As a result, it is time for a change to improve the quality of life through sustainable urban policies.
In the 1990s, the United States introduced smart growth policies to combat urban sprawl and make urban development environmentally sound and sustainable.
The purposes of this study are to analyze the smart growth audit system of the United States and develop the smart growth indictors and scoring system applicable for evaluating urban policies in Korea.
Smart Growth America’s Leadership Institute developed the Policy Audit as a part of a four-year technical assistance program funded by the U.S. Environmental Protection Agency.
Smart Growth America’s Policy Audit was compared with smart growth scorecards of Vermont, Colorado and Massachusetts to identify regional variations in the indicators. And then, Koreas smart growth indicators are developed to evaluate city comprehensive plans and district plans. In particular, 2030 Seoul Plan, Gwangmyeong 2020 city master plan, and two district plans in Seoul and Gwangmyeong were chosen for case studies.
2030 Seoul Plan includes smart growth principles in various partsof the implementation strategies of the key issues, while there is lack of a concrete action plan. The smart growth concept appears directly within the Gwangmyeong 2020 City Plan. However, its simple concept is just mentioned without any connections to policy goals and implementation strategies.
This study aimed at developing smart growth evaluation indicators for assessing urban policies in Korea. The results may help local governments evaluate their urban policies from the perspective of smart growth.
