Appraisal is a basic archival function that determines record value and decides the eventual disposal of records based upon their archival values. In broad sense, however, it is related in every process of records management. In otherwise, it is a process deciding which records are created and captured. In addition to this, records value is reflected in every process of maintenance, use and disposition of records.
Each process in records management is operated not independently but organically. Creation, maintenance, use and disposition of records are connected each other. As long as an organisation exists, it creates records to support its functions repeatedly. When another records are created again after the previous process, they are started to manage through the same process.
In Korea, appraisal for public records carries out under Public Records and Archives Act(PRA Act) with which records and archives management systems settle inflexibly. In PRA Act appraisal is founded on the Tables of Transaction for Records Scheduling that disposal activities of all records are defined in a concrete form. In addition to this, appraisal elements should be supplemented to every record process to improve record value. When it is reflected in creation of records, a circle system appears in records management. Furthermore, when the records are created in the circle system in order to make have high quality of records and meet requirement from use, records management changes the circle system to the positive circle system.
A solution for the positive circle system can be found in use of records. The one of reason why people try to manage and preserve records is to make use records and satisfy users. Record value can improved when records are really created and managed, meeting requirements from users. Before the creation we should consider efficient records management and creation of the records with usable value as well as records already created. Use requirements and problems from managing records should be recognised and things to improve apply to records which will be created, then the records management can become the Positive circle system.
