전략적 사고에 기초한 평생교육 정책 분석과 시사점 = Strategic Thinking Model based Analysis of National Lifelong Learning Policies and Implications -Mainly with After Amendment of Lifelong Education Act-

국문 초록 (Abstract)

이 연구는 2000년 3월 평생교육법이 시행된 지 10년을 맞이하여 전략적 사고에 기초한 국가 수준 평생교육 정책 현황을 분석하고 그 시사점을 논의하고자 착수되었다. 이를 위해 Mintzberg, Ahlstrand, & Lampel(1998)의 전략적 사고(strategic thinking) 모형을 토대로 평생교육 정책 분석 틀을 개발하였다. 즉, ① 정책 이념-목표, ② 정책 과정-영역 ③ 정책 주체-대상이라는 세 가지 분석 차원을 적용하여 범 부처 차원의 평생교육 정책을 분석하였다. 그 결과, 첫째, 정책 이념과 정책 목표와 관련해서는 교과부 평생교육의 주요 정책이 고용가능성과 자아실현 및 사회통합 등 평생교육 정책 3대 이념에 균형을 유지하고 있는 것으로 나타났다. 둘째, 정책 과정과 영역에서는 학습자인 국민과 접점을 형성하는 프로그램의 범위 면에서 다양성을 갖추고 있었다. 다만 인문교양, 문화예술, 시민참여 교육 부문에 대한 교육 프로그램이 중앙 차원에서 지원되거나 활성화되기 위한 정책적 노력이 다소 부족한 것으로 평가되었다. 셋째, 정책 주체와 대상에서는 교육과학기술부 외 다양한 부처의 평생교육 차원 정책사업 실시가 활성화되어 있으며, 향후 일자리 창출과 연계된 고용가능성 지향의 평생직업능력개발에 대한 중요성이 증대할 것으로 예상되었다.

다국어 초록 (Multilingual Abstract)

This study is an attempt to analyze lifelong learning policies of twentieth century in Korean government. The analysis is based on strategic thinking model by Mintzberg, Ahlstrand, & Lampel(1998). According to strategic thinking model, the framework of analysis were consisted of three dimensions. They are 1) lifelong learning policy ideal-goals, 2) lifelong learning process-areas of programs, and 3) lifelong learning policy subjects-objects. The study reveals the following findings. First, the main lifelong learning policies were generally balanced with three ideals of lifelong learning -self actualization, employability, and social inclusion- with analyzing Annual Lifelong Education White Papers, policy assessment report of MEST(Ministry of Education, Science and Technology). Second, most of the lifelong learning policies cover all areas of lifelong education program based on Lifelong Education Act(Act No. 9641, May, 8, 2009). But it is partly revealed the necessity of additional policy interventions for program areas such as Humanities and General Education, Art and Culture Program, and Citizen Participatory Program. Third, it is implied that lifelong learning policies are proliferated by most of governmental agencies including MEST. The focus of lifelong learning policy in the near future will turn towards lifelong employability.
