국문 초록 (Abstract)

본 연구는 국민기초생활보장법과 의약분업에 대한 사례분석을 통하여 정책 평가에 있어서 시민단체들이 적극적인 역할을 수행할 수 있는지, 시민단체들의 역할이 제한적이라면 그 이유가 무엇인지에 관하여 살펴보았다. 그 결과 주목할만한 발견은 다음과 같다.
첫째, 정책 평가 단계에 있어서도 시민단체의 활동이 활발하게 이루어질 수 있다. 시민단체의 활동이 정책 의제 설정단계에 집중되는 경향이 있는 것은 사실이지만, 그렇다고 해서 정책 평가 단계에 있어서 모든 시민단체의 활동이 위축되는 것은 아니다. 둘째, 정책 평가 단계에 있어서 시민단체의 활동은 이익단체들의 활동에 의해 제약된다. 정책 집행 단계에 있어서는 명분보다는 구체적인 손해와 이익이 주요한 쟁점을 부각되면서, 시민단체의 활동이 위축된다.
또한 본 연구를 통하여 시민단체의 활동이 어떠한 상황에서 제약되는지를 살펴보면 정책 부서나 정치 집단의 반대와 비협조는 시민단체의 활동을 억제하지 못하였으나 이해당사자들의 갈등이 가장 중요한 요인인 것으로 분석되었다.

With the case study of 'Basic Livelihood Guarantee Law' and 'Separation of Dispensary from Medical Practice', this paper investigated when and why NGOs play an active role in policy evaluation stages. Although NGOs focus their attentions on agenda-setting stages, usually their activities are restricted in the stage of policy implementation and evaluation. We found that the voice of NGOs based on the ideal cause become weak as profits and losses of interest groups become hot issues in the policy implementation stage. We compared two cases of NGO activities and suggests important factors restricting the activity level of NGO in the policy implementation and evaluation stage.
