King Chungsuk(忠肅) had difficulty in exercising his royal authority during his reign due to intervention of King Chungsun(忠宣), the ex-king, at the beginning; ibsungchaekdong(立省策動)-the schemes for establishing Jeongdonghangseong (an institution of Mongo for interfering in Goryeo affairs)-and the recollection of the king’s rights in the middle phase; and restriction in his power by abdication and re-accession to the throne in relation to King Chunghae in his late reign.
Under the reign of King Chungsuk, most of the Jeongdong-sungwkan officials who were Goryeo had not only some connection to the Yuan but also a strong personal relationship with the king, and the position of sungkwan was succeeded even in some families. The Goryeo sungkwan(省官) officials sought for keeping the king safe and secure, while their counterparts of the Yuan did not. The Yuan sungkwan officials tried to apply the Yuan legal system to Goryeo, an attempt that provoked a strong opposition; took the lead in ibsungchaekdong.
Above all things, the original roles of officials in Jeongdonghangseong were not clearly shown in activities of the Jeongdong-sungkwan during the reign of King Chungsuk; it is uncertain whether their political behaviors were performed under the position of Goryeo officials or as the stance of officials in Jeongdonghangseong. Moreover, it is doubtful whether Jeongdonghangseong was effective on controlling or subjugating Goryeo, for most the Goryeo sungkwan officials supported King Chungsuk. In this context, it is necessary to re-examine what were the ways of mediating between the two countries and controlling Goryeo in the period of establishing Mongol-Goryeo relationship.
