독일의 평생교육 정책 동향 분석 -체제 및 내용을 중심으로- = Policy Analysis on Lifelong Education Policy in Germany: Focusing on its System and Contents

국문 초록 (Abstract)

이 논문은 독일 평생교육의 특성과 주요 정책동향 분석을 통해 우리의 평생교육 정책 수립에서 참고할 수 있는 시사점을 도출하는데 목적이 있다. 독일에서 초⋅중등 및 고등교육체제와 함께 4번째 교육체제로 인식되고 있는 독일의 평생교육은 급변하는 사회적 상황에서 요구하는 다양한 역할을 수행함으로써 개인 및 사회가 변화된 상황에 적절히 적응할 수 있게 한다. 이 연구를 통해서 독일의 평생교육은 제도적 측면에서 질 제고를 위한 평가체제 강화, 참여 기반 확대를 위한 재정 지원 강화, 평생교육의 활성화를 위한 거버넌스 체제 구축, 평생교육 정보 제공 기능 강화 등을 위한 다양한 정책을 추진하고 있음을 파악할 수 있었다. 평생교육의 내용 측면에서는 성인의 기초역량 강화, 고령자 직업 역량 강화, 매체기반 평생교육 강화 등을 위한 정책을 추진하고 있다. 독일의 평생교육은 급변하는 사회체제에 대응하기 위한 다양한 정책으로 개인 및 사회가 빠르게 변화하는 체제에 원만히 적응함으로써 개인의 사회 통합에 적절히 기여하였다. 반면 다양한 정책적 노력에도 불구하고, 계층 간의 참여 수준 차이 발생 등의 한계를 나타냈다. 이제, 평생교육이 보다 현장의 필요에 부응하는 방식으로 수행되기 위해 거버넌스 체제의 구축, 상담체제의 강화, 다양한 계층의 참여 확대를 위한 정책적 방안 마련 도출 등이 요구된다.

다국어 초록 (Multilingual Abstract)

This study attempts to investigate the features and issues of lifelong education in Germany and distil implication on lifelong education policy in Korea. To respond with rapidly changing social needs, lifelong education in Germany is expected to be one of the significant forth pillars of education system, aligning with primary, secondary and higher education. Reflecting diverse data, in terms of system, major findings showed that different policy implementation is undergone to reinforce evaluation system, secured financing for widened participation for lifelong education programs, building up governance system, and finally inclusive information provision for lifelong learning for all citizens in Germany. In terms of contents embedded within lifelong education policy, it underlines to empower basic competency for adult learners, capacity building for the elderly’ employability, enhancing contents quality engaging with ICT and Media. Also, it has found that lifelong education policy in Germany contributes social integration and participation for citizens. On the other hands, it remains societal limitation in terms of social divide and gulf of participation with lifelong education programs. This study argues that effective governance systems, sophisticated consulting service and widened participation of lifelong education is crucial in order to improve outcome of lifelong education policy.
