정부3.0 원문공개시점에서 교육주체의 법적 정보마인드제고 = At the age of government 3.0 original release, legal information mind considering as a educational subject

국문 초록 (Abstract)

웹3.0의 발전과 더불어 정부3.0시대의 서막이 올랐다. 이와 함께 학교장의 결재서류가 2014년 12월부터 원문 공개가 되는 시점에서, 교육주체의 정보마인드는 교육정보공개 서비스 품질 및 정보시스템의 존폐와도 직결되는 사항이다. 학부모의 자녀교육에 대한 합리적 의사결정을 위해 교사는 신뢰성 있는 정보를 제공할 필요가 있다. 이를 위해 교사는 기록관리에 대한 전문성 및 정보공개 관련 고객 맞춤형 교육·훈련, 학부모는 공공 교육정보의 활용과 공유 관련으로 체계적이며 지속적인 교육·훈련의 필요성을 언급하였다. 이를 위해 [교육관련기관의 정보공개에 관한 특례법]에 구체적인 [공공기록물 관리에 관한 법률]과 연계 조항 추가와, 직접적인 교사와 교육행정 요원들 전체의 체계적인 교육·훈련관련 조항 신설을 제안하였다.

With the development of Web 3.0, the period of Government 3.0 prelude right away. Aa well as the principal`s approval originated documents in December 2014 disclosure around the corner and the information systems as educational leaders are directly linked to educational information quality and continue or stop of its system. For the parents` effective decision-making to their children, teachers should provide reliable sources to them. To cope with this purpose, the government utters that teachers have to get special skills and promote the customer-related education, drill about sharing documents usages systematically. To make it this one from the [Special Laws on concerning disclosure of education relevant organizations] the agency asks to concrete [The Rules of keeping the Public Records] add connection articles and propose new provisions about teaching and drill rules to the teachers and administration staffs directly.(effectively)
