범죄예방에 있어 경찰과 보호관찰의 공조에 관한 연구 - 범죄피해자 보호 첨단시스템을 중심으로 - = A Study on Cooperation of Police and Probation in Crime Prevention - Focused on Advanced System for the Protection of Crime Victims -

This study deals with the prevention of crime from the viewpoint of ‘victim protection’. In order to prevent the crime from being actualized, the existing crime prevention researches are not the 'prevention of crime to be executed, And the focus is on the “proactive blocking of crimes being undertaken at a more advanced stage in time”.
In addition, the violent crime refers to the fact that the prevention of crime can be more effective when the information is based on both the perpetrator and the victim because the perpetrator-victim exists. Especially, if the information about the victim and the information about the perpetrator held by the police, which are two crime prevention agencies in the local community, are gathered, it can be said that there is a revolutionary result in crime prevention. In the sense that it can be The core of this study is the ‘two-way smart watch’ for protecting victims currently under development at the Ministry of Justice’s Crime Prevention Policy Bureau. However, it is difficult to confirm the location of criminals and prevent crime if the victim is moved to a place other than the place where the victim is registered with information of the perpetrator information or pre-registered victim information at the Ministry of Justice without providing police information.
Therefore, in order for ‘interactive smart watch’ to be effective as an effective way to protect the victim from the pre-execution stage of crime, it is necessary to construct a unified platform for crime prevention by integrating the victim information of the police and the perpetrator information possessed by the probation & It is a task.

국문 초록 (Abstract)

이 연구는 범죄예방을 ‘피해자 보호’의 관점에서 다루었으며, 범죄 피해를 실질적으로 예방하기 위해서는 기존의 범죄예방 연구들이 주로 다루었던 ‘현재의 위험에 대한 방지인 실행되려는 범죄의 저지’가 아닌, ‘시간적으로 더 앞쪽의 단계에서 착수되고 있는 범죄의 사전 차단’에 초점을 둔 것이 특징이다.
또한 강력범죄라고 하는 것은 가해자-피해자가 존재하므로 범죄의 예방은 가해자와 피해자 모두의 정보를 기반으로 할 때 보다 효과적으로 이루어질 수 있다는 점을 착안점으로 하였다. 특히 지역사회의 2대 범죄예방기관이라고 할 수 있는 경찰이 보유한 ‘피해자에 대한 정보’와 보호관찰기관이 보유한 ‘가해자에 대한 정보’가 결집될 경우 범죄예방에 있어 가히 혁명적이라 할 수 있는 결과를 가져올 수 있다는 점에서 양 기관의 공조를 대안으로 제시하였다.
이 연구의 핵심은 현재 법무부 범죄예방정책국에서 개발 중인 피해자 보호를 위한 가칭 ‘양방향 스마트워치’라고 할 수 있다. 하지만 경찰에서 보유한 피해자 정보의 제공 없이 법무부 차원의 가해자 정보 또는 기 등록된 피해자 정보만 갖고는 피해자가 사전에 등록된 장소 이외의 장소로 이동할 경우 범죄자의 위치 파악 자체가 어렵게 된다는 것이 한계이다.
따라서 범죄의 실행 준비 단계에서부터 피해자를 보호하기 위한 효과적인 방안으로서 ‘양방향 스마트워치’가 성공하기 위해서는 경찰이 보유한 피해자정보와 보호관찰기관이 보유한 가해자정보를 중심으로 범죄예방을 위한 통합플랫폼을 구축하여 통합 운용하는 것이 과제이다.
