저발전 사회주의 국가의 추격발전과 정치체제의 관계: 북한, 루마니아, 알바니아, 쿠바의 비교연구

국문 초록 (Abstract)

본 논문은 북한, 루마니아, 알바니아 등 저발전 사회주의 국가의 추격발전 전략과 전통적 정치체제와의 관계를 분석한 것이다. 분석 방법으로는 전통적 현상의 제도론적 맥락을 강조하는 신전통주의적 접근을 취하고 있다. 이들 국가에서의 추격발전은 자립적 발전 전략, 강행적 성장, 그리고 소비억제로 특징지울 수 있으며, 이러한 특징들은 각각 정치체제의 중앙 집중성과 수령제, 가부장적 이데올로기 및 사회체제를 형성한 것으로 볼 수 있다. 특히 이들 국가들은 다른 발전 사회주의 국가들의 발전 전략 전환에도 불구하고, 지속적으로 전통적 추격발전을 유지했다. 북한의 2000년대 들어 새로운 경제정책 변화는 ‘발칸의 ’왜곡된 체제전환‘경험을 피할 수 있는 기회라고 볼 수 있다.

This article aims at presenting the characters of relationship between catch-up development strategy and traditional political system in the underdeveloped socialist countries. Neo-traditionalism is helpful to analysis the specific institutional contexts of catch-up strategy. Especially, catch-up strategy, including self-reliance, forced investment, under-consumption and controlled labor policy are the important factors to make the centralistic leadership, paternalist ideology and traditional social system. North Korea's new economic policy's change in 2002 will be the chance to evade 'the deformed transition' of Albania and Romania.
