중소기업 경쟁력지수에 대한 정책적 연구 = The SMEs Policy Index on the 6 Issues of Korean SMEs

다국어 초록 (Multilingual Abstract)

This research is to suggest SMEs Policy Index on the Korean SMEs and find which topic is strong or weak by comparing a benchmark over the global situation. To assess policies targeting SMEs development in Korea. the index can show strength and weaknesses in policy implementation, We selected and considered the 6 issues come from the management aspects of SMEs: funding, technical skill, globalization, digital development, start-ups, Entrepreneurship. As a result we found that the policy index is 69 grading on 100 basis by detailed elements of 6 issues. The grade indicate some concrete indications of effective policy implementation of the law, institutions, or tool and the medium level. This is to monitor and evaluate progress in SMEs policy. The tool is structured around the six principles of Korea.
In conclusion, the strongest one is digital environment and support to the SMEs and weaker parts are the progress to finance, start-ups. The government should focus and support the some weak fields.

국문 초록 (Abstract)

본 연구는 정책적인 측면에서 전체적인(Holistic) 접근을 통하여 중소기업의 전반적인 문제를 정책적으로 파악하는 것이다. 지금까지 중소기업에 대한 연구는 개별적인 분야별로 문제에 접근하여왔으나, 본 연구는 중소기업 정책을 중요한 차원에서 평가하여 해당 분야가 국내적 혹은 국제적으로 인정되는 위치를 산출하여 종합적인 측정치를 만들었다. 6개의 차원은 자금, 기술력, 글로벌화, 창업, 디지털 활용, 기업가정신 등이다. 이러한 차원들을 OECD의 중소기업 정책 산출과 국제적인인덱스, Benchmark와의 비교를 통하여 100점 단계의 측정치로 산출하였다. 분석 결과, 한국의 경우 중소기업 지원정책 중 가장 지원이 잘되고 있는 분야는 디지털 활용이고 미흡한 분야는 자금, 창업 활동 등이다. 본 연구의 정책적 시사점은 우리나라 중소기업 지원정책에서 잘된 분야와 미흡한 분야에 대한 국제적인 관점에서 구분과 그러한 분야에 대한 정책적 검토와 지원강화를 위한 이론적 근거를 제시하였다는 점이다.
