신임경찰관 입직동기와 공공봉사동기 사이에 대한 인과성 분석 = Analysis of the Causal Relationship between the Motivation for Entering a New Police Officer and the Motive of Public Service

국문 초록 (Abstract)

경찰이 치안서비스 개선을 위해 지속적인 제도적·행태적 노력과 실제 많은 개선이 있었음에도 불구하고, 시민이 인식하는 치안서비스의 양과 질은 여전히 부족하다는 여론이 존재한다. 경찰과 시민의 치안서비스에 대한 인식차이요인은 매우 다양하겠지만 이 연구에서는 공공봉사동기(Public Service Motivation, PSM)라는 경찰 개인인식으로 접근하고자 한다.
이 연구는 신임경찰관의 입직동기와 공공봉사동기와의 인과성을 분석하여 치안서비스라는 공공서비스에 미치는 영향여부를 확인하고 이에 대한 문제점을 파악하고자 하였다. 신임경찰관은 개인을 둘러싼 환경에 따라 다양한 동기를 가지고 경찰이 되고 중앙경찰학교에서 일정기간동안 교육훈련과 조직사회화 과정을 거치면서 경찰관이 된다. 그리고 교육훈련을 통해 공공조직에서 추구하는 공직가치관을 형성하게 되는데, 이를 뒷받침해주는 공공봉사동기의 세가지 차원 중 정서적 차원에서 협소하게 나타났다. 특히 신임경찰관은 입직동기에서 대시민 서비스가 정서적 차원에서 “희생”과 “동정”에서 긍정적인 영향을 주지만, 권력성은 “희생”에 부정적인 영향을 주는 것으로 나타났다.
이 연구에서는 신임경찰관이 조직사회화 과정 이전에 나타난 입직동기가 공공봉사동기에 영향을 미치는 것으로 나타났고, 중앙경찰학교 교육훈련과정에서 권력적 작용에 해당하는 교과목이 향후 공공봉사동기 발현에 부적인 영향을 미칠 가능성이 있다. 따라서 신임경찰관을 대상으로 한 교육훈련 교과목에 대하여 공공봉사동기에 기반이 되는 공공성을 형성할 수 있는 적절하고 합리적인 균형점을 제공할 수 있는 실질적인 교육프로그램을 개발할 필요가 있다.

다국어 초록 (Multilingual Abstract)

There is a consensus that the amount and quality of policing services that citizens perceive are still insufficient, despite the ongoing institutional and behavioral efforts to improve police services and many improvements. There are many differences in the perceptions of police and citizen policing services, but in this study, the police service approach is called Public Service Motivation (PSM).
The purpose of this study is to analyze the causal relationship between the motivation of the new police officer and the motivation of the public service motivation. A new police officer becomes a police officer with varying motivation depending on the circumstances surrounding the individual, and becomes a police officer while undergoing training and organizational socialization process in the central police school for a certain period of time. In addition, the public service values pursued through education and training are formed in the emotional dimension of three dimensions of public service motivation. In particular, new police officers showed positive impacts on "sacrifice" and "sympathy" in emotional dimensions of motivations for “recruitment”, while “power” has a negative effect on "sacrifice".
In this study, it was found that the motivation of the new police officer before the process of organizational socialization affected the motivation of the public service, and the subject of the power action in the central police school education and training course was negative. Therefore, it is necessary to develop a practical education program that can provide appropriate and reasonable equilibrium to form the publicity based on public service motive for the education and training subject for the new police officer.
