우리나라 청년정책의 정책수단 유형분석 연구 = A Typology Study of the Policy Tools : Examining Adolescent Policy Programs of Local Governments in South Korea

국문 초록 (Abstract)

이 연구는 우리나라 청년정책의 정책수단을 지방정부의 정책과제 단위사업을 중심으로 유형별 분류 및 분석을 하였다. 최근 문재인 정부는 청년 실업 문제의 어려움을 해결하기 위해 추가경정예산을 편성하는 등 청년정책에 대한 관심이 증가하고 있다. 우리나라 지방정부에서 시행하고 있는 청년정책의 정책과제를 Salamon의 정책수단 유형으로 분류하여 논의해 보았다. 각 지방정부가 시행하고 있는 청년정책 기본계획을 연구대상으로 하여 전국의 청년정책을 수단별로 한눈에 파악할 수 있어 청년정책 현황 파악뿐만 아니라 전반적으로 부족한 청년정책의 정책수단 연구에 기여를 하였다고 본다.
이 연구가 파악한 바는 우리나라 청년정책은 직접수단이 간접수단 보다 많이 활용되고 있다는 점이다. 이를 통해 우리나라 청년정책이 초기 정책임을 확인할 수 있었다. 대부분의 지방정부에서 직접수단인 ‘정부소비’를 통해 청년 포털 구축, 청년 창업 플랫폼 구축, 청년커리어센터 설립, 청년센터 설치, 청년 거점공간 마련 등 인프라 구축 사업을 청년기본계획에 반영하고 있었다. 또한, 유사한 정책과제 및 프로그램이지만 각 지방정부마다 상이한 정책수단을 활용하는 것을 확인할 수 있었다. 정책제언으로는 다양한 분야에서 산발적으로 진행되는 청년정책들을 종합적으로 조정하려는 노력이 필요하다.

다국어 초록 (Multilingual Abstract)

The goal of this study is to examine the youth policy programs in Korea, from the point of view of policy instrumentation. First, we analyzed the general and comprehensive youth policy of South Korea. Next, we tried to apply the standard of the policy tools type classification to the standard of the government policy program reports in accordance to policy tools type of Salamon. The subjects of the study were 440 policy programsof 9 local governments that established the Youth Basic Plan based on the 15 local governments that enacted the "Youth Basic Ordinance" in 17 metropolitan municipalities across the country. We identified five categories of basic policies such as welfare, employment, culture/arts, governance, and education by identifying the sectoral categories of the youth policy basic plan announced by local governments.
Results of this study displays that most of the local governments have a large number of policy programs in the welfare and employment fields. It was found that in South Korea, youth policy programs uses more direct tools than indirect tools. Among the direct tools, "government consumption" was the most common, Direct measures are used more than indirect measures in the policy program implementation. It also means youth policy was at the initial stage of policy program development. As a result, most local governments reflected the infrastructure construction projects such as building youth portals and youth startup platform.
The implication of this study is that local governments should work together well with all the agencies and nonprofit organizations in a policy network. Governments should also coordinate combination of individual policies across different departments and spectrums.
