한국의 과학기술인력정책 비교와 평가 = An Improvement Study of Human Resource Policy for Science and Technology

국문 초록 (Abstract)

본 연구에서는 과학기술인력정책에 관련된 이론과 제도를 검토하고 문헌조사와 사례연구 및 설문조사를 실시하였으며， 선진국의 과학기술인력 활용사례와 비교하여 우리나라의 문제점들을 도출한 후 고급과학기술 인력을 효율적으로 활용할 수 있는 재도개선방안을 제시하였다. 21세기 지식기반사회를 맞이하여 전 세계적으로 경쟁우위 확보를 위한 과학기술발전을 위하여 우수한 과학기술인력 활용과 양성이 더욱 중요시 되고 있다.

This study attempts to review the theories and systems related to the policy for scientific and engineering human resources, to delve into the relevant documents and case studies, to carry out a survey, and to compare the Korean situation with those of advanced countries. This will verify the problems in current policies and help draw up the plans for future policies. With the advent of the knowledge-based society in the 21st century, it is considered to be all the more important to utilize and develop the scientific and technical quality human resources for securing the globally competitive advantage.
