都農 複合地域 住民의 社會 福祉 意識 調査 : 용인시를 중심으로 = (A) Study of people's welfare consciousness in a mixed society of urban and rural community : centered on Yongin city

국문 초록 (Abstract)

본 연구는 최근 한국 사회의 사회문화적 변동사항을 대도시의 인근지역인 도농복합시의 사회복지 의식은 어떠한가를 조사 연구하기 위하여 설계된 논문이다. 그러므로 연구의 목적을 도농복합시의 사회문화적 특성을 고찰해 보고 도농복합시 농협이용 고객의 사회복지 의식 조사를 통하여 도농복합시의 지역 농업협동조합의 사회복지 서비스와 프로그램 그리고 사회복지 정책 수립에 기초적 자료를 제공하고자 한다.
본 연구에서 발견된 점은 도농복합시의 사회복지 욕구가 다양하나 그에 대한 사회복지 기관의 수가 적고 전문적인 사회복지 서비스나 활동이 부족하고 공적 사회복지 서비스 역시 기초적 수준에 머무르고 있다.
그리고 사회복지 의식 조사에서 나타난 점을 요약하면,
첫째, 사회복지 예산의 부족(68.5%)을 지적했고, 장애인 고용촉진법 및 퇴직제도의 모순(72.3%)을 지적했다.
둘째, 빈부의 격차가 심하다(60.7%)는 의견이 나왔으며, 실직자의 고용기회가 없음(57.3%)을 지적하고 있다.
셋째, 우리나라의 사회복지 제도에 관한 인지도의 질문내용에서는 의료보험 통합방향(60.7%)을 인지하고 있으며 산재보험, 국민기초생활보장제도, 장애인 고용정책, 영유아복지, 노인복지 서비스 등에는 인지도가 낮게 나타났다.
넷째, 지역 농협의 역할에 관한 조사에서는 예금·대출과 생필품 구입, 농민의 영농지원, 지역주민의 생활 및 문화교육장으로 인식하고 있어 대체적으로 농협에 대한 이미지가 좋게 나타났다.
다섯째, 개인적 변인에 따라 2 검정을 실시한 결과 사회복지관에 대한 인식, 자원봉사 경험, 사회복지 정책 인식, 국민 기초생활보장제도의 인식면에서 유의미하게 나타났다.
위와 같은 연구결과를 토대로 하여 도농복합시의 지역농협의 사회복지발전 방향을 모색하기 위한 제안점은 다음과 같다.
첫째, 도농복합시의 사회문제와 지역주민이 겪고 있는 사회복지 욕구를 객관적으로 측정하여 이에 기초한 지역복지 계획을 수립해야 될 것이다.
둘째, 도농복합시에 위치한 지역 농업협동조합에서 얻은 수익금은 지역에 환원해야 한다는 원칙 아래 농협과 지역 주민의 공동참여로 지역 사회복지 발전에 공헌해야 할 것이다.
셋째, 도농복합시의 사회복지 발전을 위해서는 지역에 있는 농협 상호간 유기적인 관계와 사회복지 프로그램의 교환, 사회복지 서비스의 공동관계망을 구축하여 공동으로 지역 복지 프로그램을 개발 운영해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study is to exam ine the social and cultural fluctuation items in recent Korean society and the welfare con sciousness of the urban-rural con solidated city which is nearby area of the metropolis. So, the purpose of this study is to investigate the social and cultural characteristics in the urban-rural con solidated city and to offer the basic data for the welfare service, program and establishment of welfare policy of the regional agricultural cooperative in the urban-rural consolidated city through investigation about welfare consciousness of customer using the agricultural cooperative in the urban-rural consolidated city.
As a result from this study, the desire for welfare in the urban-rural consolidated city is various, but the number of welfare in stitution about that is small. And special welfare service and activity isn't sufficient, and the public welfare service also stays the basic level.
And the summery from the investigation of welfare consciousness is as follows.
First, it pointed the shortage of welfare budget(68.5%) and the contradiction about the acceleration of employment law for the disabled and the retirement system (72.3%).
Second, the opinion that there was a trem endous gap between the rich and the poor(60.7%) was showed, and it pointed out that there was no chance of employ ment(57.3%).
Third, in the questionnaire of recognition about Korean welfare system, it recognized the direction for unification of medical insurance(60.7%), and it was showed that the degree of recognition was low in in dustrial disaster in surance, people's basic livelihood assurance system, employment policy for the handicapped, welfare for the infant, welfare service for the aged, etc.
Fourth, in the investig ation about the regional agricultural cooperative's role, it was showed as an image about the regional agricultural cooperative on the whole because they recognized it as a depositloan, purchasing the necessaries of life, a farmer's agriculture support, the inhabitant's education field for life and culture.
Fifth, as a result of executing χ^(2) verification according to personal variable, it was showed significantly in the aspect of recognition about welfare center, experience about voluntary support, recognition about welfare policy, recognition of people's basic livelihood assurance system.
As a result from the study above, the suggested point for groping the direction of dev elopm ent about the welfare at the regional agricultural cooperative in the urban-rural consolidated city are as follows.
First, we have to measure objectively the social problems of the urban-rural consolidated city and desire for welfare which the inhabitants suffer, and then regional welfare plan on the basis of it should be established.
Second, the agricultural cooperative and the inhabitants have to contribute to development of the regional welfare with their joint participation on a basis that they have to return earnings, which is made from the regional agricultural cooperative located in the urban-rural consolidated city, to the community.
Third, for developing the welfare in the urban-rural consolidated city, they have to develop and operate the regional welfare program together after constructing the organic relations between the agricultural cooperatives located in the community, changing welfare program and constructing joint relations network of the welfare service.
