The economic efficiency of tourism development policy has focused only on the economic benefit because the environmental effect of tourism development is hard to be measured by monetary value.
However, social cost, as well as the economic benefit, obviously arises from the tourism development policy, like the environmental damage.
Therefore, the value of natural resources which are damaged by the tourism development policy needs to be measured monetarily to ensure a reasonable evaluation of tourism development policy from the perspective of economic efficiency.
In this context, this study proposes the methodology to derive the value of natural resources on the basis of monetary value, and applied it to the real cases for the analysis.
This study measured the economic value of the currently controversial Gotjawalwhich is to be developed under the A development project, using Contingent Valuation Method(CVM).
The findings of the analysis indicates that the residents of Jeju-do are willing to pay 4,646.89~5,250.43 Won every month on the average to conserve Gotjawal.
And this result indicates that the annual total economic value of Gotjawal falls somewhere between 10.866 million Won at thc minimum and 12.277 million Won at the maximum.
