국민국가의 카오스 : 한국전쟁 참전국 '에티오피아'의 형성과 균열하는 상상의 지리
본 연구는 에티오피아 한국전쟁 참전용사 담론의 지형을 분석하고, 담론의 질서 안에서 나타나는 ‘냉전’과 ‘국민국가’의 (재)구성 과정을 살핀다. 에티오피아의 참전과 관련된 다양한 언표들은 독특한 구조와 규칙을 가진 하나의 담론으로 자리 잡는다. 참전용사 담론은 상상의 지리 “에티오피아”를 생산하고, 이는 냉전 기억과 두 나라의 관계가 구성되는 데 영향력을 발휘한다. 따라서 본 연구는 참전용사 담론과 냉전 지형의 관계를 규명하여, 참전의 맥락에서 특정한 방식으로 상상되는 냉전의 역사를 재구성한다. 또한, ‘국민국가’를 동질적이고 통합적인 공동체로 상상하는 강고한 믿음을 논파하려 한다. 이에 따라 연구자는 다음의 세 가지 질문을 던진다. 첫째, 에티오피아 참전용사 담론이 참전의 역사에 관하여 말하는 대상과 방식은 무엇인가? 그리고 그 가운데 어떤 역사가 밀려나는가? 둘째, 참전용사 담론이 생산하는 상상의 지리 “에티오피아”는 냉전을 기억하는 방식에 어떤 영향과 효과를 발휘하는가? 셋째, 참전용사 담론이 전제하는 “에티오피아”라는 국민국가 단위는 어떤 방식으로 성립되고 구체화하는가? 연구의 주요 현장은 춘천과 서울이다. 춘천은 에티오피아 참전용사의 주요 전투지역으로, 현재 에티오피아의 참전에 관한 기념관과 관련 단체가 소재한 곳이다. 연구자는 춘천을 방문하여 인터뷰와 자료조사를 진행했다. 그리고 서울 노량진에 위치한 에티오피아 식당에서 일하며 약 10개월간 현장연구를 수행했다. 본문의 내용은 다음과 같다. 2장은 참전용사 담론의 구체적인 특징을 파악하여 담론의 지형도를 그려낸다. 한국 사회가 에티오피아의 참전을 기억하는 방식은 두 나라 현대사의 변곡점들과 맞물리며 구성되어왔다. 1990년대부터 형성된 참전용사 담론은 신화, 상상, 발전이라는 세 가지 요소로 구성된다. 공산 진영에 맞서 한국을 지켜줬지만 결국 악에게 패배해버린 “자유의 수호자” 에티오피아의 이야기는 비극적인 영웅 신화의 형태로 기억되고 있다. 신화 속 영웅들의 땅“에티오피아”는 연속적인 하나의 역사를 토대로 형성된 국민국가라는 상상의 지리로 재현된다. 그리고 “에티오피아”의 도움에 보답하려면 한국이 나서서 그들의 개발을 도와야 한다는 ‘보은과 발전’의 서사가 자리 잡는다. 3장은 한국과 에티오피아가 제3세계 비동맹주의와 관계하는 양상에 주목한다. 한국전쟁과 참전의 역사를 기억하는 방식은 전쟁과 냉전에 대한 두 나라의 인식과 태도를 보여준다. 그러나 냉전을 자유/공산의 이분법적 대결로만 이해하는 기존의 관점은 제3세계 비동맹주의를 경유한 복잡다단한 역사를 충분히 설명하지 못한다. 특히, 에티오피아는 적극적으로 비동맹의 조류에 동참했다. 그중에서도 에티오피아와 쿠바가 보여준 제3세계 사회주의 연대의 역사는 한국의 참전용사 담론이 상상하는 “에티오피아”의 형상과 사뭇 다른 결을 드러낸다. 이처럼 냉전은 글로벌한 차원에서 펼쳐진 ‘지구사’였고, 기존의 인식론은 한국전쟁과 냉전의 중층적인 맥락을 충분히 다루지 못한다. 4장은 노량진의 에티오피아 식당 ‘셀람’에서 진행한 현장연구 자료를 바탕으로 참전용사 담론이 상상하는 국민국가 “에티오피아”를 재검토한다. ‘셀람’은 한국에 거주하는 에티오피아 이주민들에게 자국어를 사용하면서 익숙한 음식을 먹고 에티오피아 음악을 들을 수 있는 ‘집과 같은’ 장소다. 하지만 이곳은 국민국가 에티오피아가 처한 곤경, 즉 역사적으로 복잡하게 뒤얽힌 종족 갈등의 단층선이 드러나는 곳이기도 하다. 에티오피아 이주민들이 경험하는 균열은 ‘셀람’의 사운드스케이프를 통해 순간적으로 나타난다. 음악은 정치적 이슈와 맞물리며 미묘한 긴장을 조성하고, 이 과정에서 담론이 재현하는 동질적인 “에티오피아”라는 범주가 해체된다. 한편, 에티오피아라는 통일적인 단위는 거대한 인프라스트럭처, 그리고 여기에 관계된 이집트 같은 외부의 ‘적’이 있을 때 일시적으로 성립되곤 한다. 하지만 이러한 장면은 오히려 ‘국민국가’라는 범주가 매우 유동적이고 불안하다는 사실을 확인시켜줄 뿐이다. 5장은 국민국가 범주 바깥에 위치한 에티오피아 출신 난민의 활동 과정에서 참전의 의미가 전유되는 장면을 발견한다. 난민은 국민국가의 테두리 바깥에 위치한 ‘적’이자 ‘다른 인간형’으로 간주되지만, 한국의 에티오피아 난민은 참전의 역사를 통해 ‘고마우면서 불편한 존재’라는 독특한 위치를 점한다. 참전용사 담론은 에티오피아의 참전을 되갚아야하는 ‘선물’로 구성하고, 포괄적인 국제개발의 형태로 이를 되돌려준다. 하지만 국내에 거주하는 에티오피아 난민은 한국의 ‘환대’를 다시 상환하여 양측의 관계를 연장한다. 또한, 그들은 한국 정부의 난민 심사제도를 비판하며 “참전을 기억하라”고 요구한다. 이처럼 에티오피아 난민이 발휘하는 정치적인 행위자성은 참전용사 담론이 상상하는 “에티오피아”의 허구성을 증명한다. 결론적으로, 한국과 에티오피아를 연결하는 참전용사 담론은 하나의 서사로 모든 이야기를 환원한다. 담론은 한국 사회가 받아들이는 상상된 “냉전”의 세계사를 구성하는 데 요긴한 역사와 기억을 끌어당기고, 그렇지 못한 서사를 말소시킨다. 그러나 완벽한 질서를 구축한 것처럼 보이는 담론은 늘 예상하지 못한 곳에서 어긋나버린다. 본 연구는 단일한 거대서사로 상상되어 온 20세기 냉전사를 복수의 서사들이 중층적인 맥락에서 상호작용하는 역사들로 재구성하는 작업의 결과물이다. 이는 결국 ‘국민국가’라는 범주의 예측 불가능성을 증명하는 것으로 귀결된다. 연구자는 본 연구에서 제시한 내용을 근거로, ‘국민국가’라는 일반 범주를 질서 있게 배치된 코스모스가 아닌, 예측 불가능하게 충돌하고 결합하며 새롭게 생성되는 카오스적인 것으로 이해해야 할 필요성을 주장한다. 그리고 에티오피아의 참전이라는 특수한 맥락에서 국민국가가 상상되고 구성되는 카오스적인 방식들을 따라갔던 이러한 시도가 인류학적 현장을 물리적 실체로 환원하지 않는 연구의 한 사례로 읽히길 기대한다. This thesis analyzes (re)structuring courses of the ‘Cold War’ and ‘nation-state’, with examining the topography of discourse about Ethiopia’s war veterans in the Korean War. Various statements relating to Ethiopia’s participation in the Korean War become a discourse that has a unique structure and rule. The discourse of war veterans produces imagined geography as “Ethiopia” that could influence on constructing the memory of the Cold War and the relationship between Korea and Ethiopia. Thus, this thesis investigates relations between the discourse and Cold War terrain and tries to restructure a history of the Cold War that is imagined in a specific way in the context of war participation. Also, It confutes a strong belief which considers a ‘nation-state’ as an identical and unitive community. Following these objects, I make three questions. First, What is the subject and method in which the discourse talks about the history of the war? And what kind of history is being pushed aside? Second, How does the imagined geography as “Ethiopia” produced by the discourse affect the way of memorizing the Cold War? Third, How is the unit of nation-state “Ethiopia” assumed by the discourse established and embodied. The Fields of this thesis are Chuncheon and Seoul. Chuncheon, the main battlefield of the Ethiopian army in the Korean War, is now the place where the memorial of Ethiopia’s war participation and relating organization locates. I visited several places there and conducted interviews and researches. Furthermore, I did fieldwork for 10 months in an Ethiopian restaurant which is placed in Noryangjin, Seoul. In Chapter 2, I figure out specific characteristics of the discourse and describe its topography. The way which Korean society memorizes Ethiopia’s participation in the Korean War has been interlocked with turning points of modern histories. The discourse, being built from the 1990s, consists of myth, imagination, and development. The story about Ethiopia as “Guardians of Freedom” which protected South Korea against the communist camp but had been defeated by ‘evil’ is now memorized as a kind of tragic hero myth. “Ethiopia” which is the land of a hero is represented as imagined geography which means a nation-state based on a unilinear history. Then, the narrative of ‘Repaying and Development’ establish, calling for Korea to help Ethiopia’s development to appreciate their sacrifice. In Chapter 3, I focus on the aspect that Korea and Ethiopia connected with the Non-alignment movement of the Third World. The way of memorizing the Korean War history could show how do both two countries cognize and have attitudes about the Korean War and Cold War. But, the existing viewpoint, which understands the Cold War only as a dichotomy of liberalism/communism, fails to explain complicated histories related to the Non-alignment movement. In particular, Ethiopia joined the current of Non-alignment actively. Above all, the history of the third world socialism solidarity between Ethiopia and Cuba reveals a quite different side with a shape of imagined “Ethiopia”. In this way, the Cold War has been a ‘global history’ that spread worldwide, and the conventional epistemology cannot handle the multi-layered context of the Korean War and Cold War enough. In Chapter 4, I reexamine the nation-state “Ethiopia” which is imagined by the discourse based on fieldwork data about the Ethiopian restaurant ‘Selam’ in Noryangjin. This restaurant is a place like ‘home’ for Ethiopian migrants living in Korea. Because they could use their language, enjoy familiar food, and listen to Ethiopian music there. However, this is the place where the predicament of nation-state Ethiopia comes out. In other words, a fault line of ethnic conflict, which is historically intertwined with each other, shows its existence. Ruptures experienced by Ethiopian migrants appear through the ‘soundscapes’ of ‘Selam’ in a moment. Music interlinked with political issues fosters subtle tensions. In the meantime, the category which is represented by the discourse as identical “Ethiopia” is deconstructed. Withal, this unitary unit temporarily constructs when the mega infrastructure project regarding with ‘enemy’ of the nation-state, such as Egypt, exist. This phenomenon, though, only confirms the fact that the category of ‘nation-state’ is very fluid and precarious. In Chapter 5, I capture scenes that refugees from Ethiopia, who stand outside of the nation-state, appropriate the meaning of war participation during their activity in Korea. Refugees are usually considered ‘enemy’ who locates outside of the nation-state’s boundary, or ‘a type of person’. But Ethiopian refugees in Korea occupy the distinctive position that is ‘thankful but uncomfortable being’ on account of war participation history. The discourse transforms the devotion of Ethiopia into a ‘gift’ that should be repaid, then gives it back with a form of comprehensive international development. Nevertheless, Ethiopian refugees extend the relationship between the two countries by repayment for Korea's ‘hospitality’. They, also, request to “Remember war participation”, criticizing the refugee screening system of Korean governments. On this account, their political activity proves the fabrication of imagined “Ethiopia”. In conclusion, the discourse about war participation, which connects Ethiopia and Korea, reduces every kind of story to one single narrative. It pulls some history and memory which are useful for constructing the world history of imagined “Cold War”, acceptable for Korean society. It, on the other hand, erases unuseful narratives. But the discourse, seeming like forge the perfect order, is always disjunctured in unexpected places. This thesis is an outcome of reconstruction that tries to rewrite the Cold War history imagined as a single ‘Master Narrative’ to ‘histories’ which consist of multiple narratives in multi-layered contexts. As well, the thesis ends up describing the unpredictability of the ‘nation-state’ category. On the basis of this thesis, I argue that we need to understand the fact that a general category ‘nation-state’ is not the cosmos which is arrayed in orderly, but the things of chaotic which collide, combine, and create with each other unpredictably. I, finally, hope that this thesis, which follows the chaotic way in which the nation-state is imagined and constructed in the specific context of Ethiopia’s war participation, will be read as an example of research that does not reduce anthropological fields to a physical entity.
협업하는 개인들의 기본소득 운동 : BIYN(기본소득청‘소’년네트워크)을 중심으로

본 연구는 기본소득청‘소’년네트워크(Basic Income Youth Network, 이하 BIYN) 약 10년의 역사와 기록, 부침을 연구 자료로 삼아, 청년을 호명하면서도 세대론에 갇히지 않는 운동적 지향을 가진 개인들의 느슨한 연대를 해석한다. 이 조직의 진화과정에서 기본소득은 참여자들을 결속시키고, 일을 도모하며, 위계를 거부하도록 하는 높은 층위의 가치로서, 특히 '개인'들의 운동을 촉진하고 정당성을 부여하는 역할을 한다. 본 연구는 신자유주의 시대의 개별화된 소비 주체로 '개인'을 바라보는 부정적 인식과 다르게, 운동의 의제가 '기본소득'을 의제로 하는 운동에서 '개인성'이 다르게 이해되며 나아가 개인을 새로운 운동적 주체로 호명할 수 있음을 주장한다. 기본소득은 대부분의 소득 보전 정책과 달리 가구가 아닌 개인을 기준으로 주어지므로 '개별성'은 기본소득의 개념을 구성할 때 중요한 요소로 여겨진다. 본 연구는 개인에 대한 다른 인식을 제공하는 기본소득을 매개로하여, 운동의 주체로서 개인을 전면화한 사례를 다룬다. 구체적으로는 개인과 운동의 공존 가능성을 탐구하며 '청년'들을 조직화해온 사례로 BIYN 구성원들의 경험에 주목한다. '나'는 BIYN이 만들어진 2012년 말 회원으로 가입한 후 약 8년 간 단체의 주요 멤버로 활동해왔다. 나는 본 연구의 현지(field)인 BIYN에서 활동 경험을 체화한 주체로서 '활동가-연구자(activist-researcher)'라는 위치성을 활용한 자문화기술지(autoethnography)를 작성했다. 동시에 공동의 지식생산을 가능케 할 방법으로서 연구참여자들과의 문화기술지적 세미나를 활용했다. 연구과정을 통해 본 연구가 협업하는 개인들의 기본소득 운동에 대해 밝힌 바는 아래와 같다. 첫째, BIYN의 기본소득 운동에 참여하는 개인들의 가치관과 생활세계를 분석함으로써 기본소득이라는 의제에 집중하는 청년들이 어떻게 등장하였는지 살펴보았다. BIYN 구성원들은 문화자본 및 교육자본을 바탕으로 개인의 취향과 신념을 중시하는 개인주의적 주체로 성장했다. 90년대 말 외환위기 이후에 십대의 성장기를 거치면서 신자유주의적 무한 경쟁을 체화하라는 압박으로부터 어긋남을 느꼈다. 이들은 사회에 기여하는 성찰적 개인이 되고자 했으나 일체감과 사명감, 집단주의적 정서가 지배적이던 기존 사회운동에 소속감을 느끼지 못했다. 그러던 중 '개인성'을 강조하는 BIYN의 기본소득 운동에 매력을 느끼고, 기본소득 개념을 통해 대안적 삶과 사회를 상상하는 활동에 합류하게 된다. 이들은 BIYN에서 활동과 학습을 함께할 동료 관계를 모색하며, 이질적인 활동 배경 및 참여 동기를 아울러 자율적이고 평등한 사회참여의 공간을 만들고자 했다. 둘째, 본 연구는 2010년대의 '청년당사자운동'이 청년을 '사회적 약자'로 재현해온 전략을 청년운동 장의 내부자 관점으로 돌아보았다. BIYN은 "88만원 세대" 담론의 등장 이후 정치적 범주로 호명된 "청년"이 특정한 문제만을 안고 있는 범주로 대상화되는 것에 대해 문제제기 해왔다. 이들은 청년세대만의 문제로 특수화되어버린 사회구조적 문제들을 해결하기 위해서는, "청년"을 개개인의 온전성이 소거된 단일한 세대적 표상으로서 바라보는 대신에 청년인 개인들이 '시민'으로서 공적인 장에 참여할 수 있어야 한다고 주장했다. 그 과정에서 BIYN은 섣불리 "청년"을 앞세운 정책화 전략에 의구심을 품으며, 기본소득 운동에서 또한 제도화를 넘어선 목표가 필요함을 깨닫게 되었다. 그 결과 "기본소득 말하기"라는 수행적 행위를 통해 개개인이 자기조직화하고 임파워 됨으로써 기본소득 운동의 주체로 거듭나는 전략을 추구하였다. 그러나 이는 개인의 욕망을 성찰 없이 강조함으로써 운동의 사회비판적 성격을 탈각시킬 위험을 내포했다. 셋째, BIYN이 개인들의 조직화와 단체의 지속가능성을 어떻게 탐색해왔는지 분석했다. 특히 사회적으로 기본소득 의제가 급부상하며 다양한 조직으로부터 협업을 제안 받고, "청년"으로서 기본소득에 대해 발화해달라는 요청들이 증가하던 가운데 주요 구성원들이 소진된 시기에 중점을 두었다. 이들은 개인적으로도 조직적으로 안정적인 경제자본이 부재한 상황에서 '겸업'의 방식으로 무리해서 활동을 지속하는 것에 반대했다. 그럼에도 이들은 소규모라도 '조직화된 운동'의 필요성에 공감하였기에, 다시금 자신 안에서 운동에의 참여 동기를 재발견하며 조직을 해산하기보다 개편하는 쪽을 택했다. 그 결과 2018년 초 BIYN은 "자유로운 개인들의 기본소득 운동"이라는 슬로건을 중심으로, 이전보다 참여자의 범위는 넓히되 그만큼 책임을 분산시키는 구조로 전환됐다. 조직개편 이후 더욱 느슨해진 연합체 안에서 '운동'에 대한 상이한 입장들을 토론할 수 있는 공간을 마련하고, 운동의 효과를 만들어내기 위한 목표 설정과 전략 수립이 이루어져야 한다는 과제가 남아 있다. 결론적으로 이 연구에서 발견한 '협업으로서의 활동'은 개인들의 자율적 조직화에 기반으로 한 자치공동체를 함께 구성하고, 공동 학습과 공동 작업 속에서 개인주의적 윤리에 기반을 두고 새로운 동료감각을 얻는 과정을 의미한다. 또한 개개인에게 지급하는 동시에 누구도 배제하지 않는 기본소득의 정치성을 함께 탐구하고 기록하고 발신하여, 기본소득이라는 아이디어에 담은 구성원들의 열망들을 살아있게 하는 실천이다. BIYN은 이러한 의미의 협업이 이루어질 수 있는 공적 공간으로 기능한다. 이 공간에서 기본소득은 개인들이 새로운 운동적 실천을 탐색하기 위한 사상적 자원으로서 협업을 위한 행위자성을 추동한다. 본 연구는 사회참여 욕구가 있는 유동하는 개인들이 중심이 된 느슨하고, 위계적이지 않은 조직화의 사례를 보여준다. 이를 통해 최근 증가하는 자기정의적이고 느슨한 소규모 사회운동 조직들을 이해하는 데 시사점을 준다. This thesis aims to study the loose network of young individuals involved in Basic Income Youth Network (BIYN) by looking into their history, records and vicissitudes of the past decade. The particularity of their characteristics is found in that they address themselves as youth but do not limit their activism in the issues of a specific generation. Basic income, as a paramount value of the organization, plays a role in justifying and promoting the movement at an individual level and another in uniting these individuals, bolstering their work, and rejecting hierarchal customs of Korean progressive movements. The research of this thesis finds that the concept of individuality, often viewed with disapproval due to the rise of individualized, consumptive subjectivity in the neo-liberal era, is understood differently in a movement whose primary agenda is focused on basic income, and further identifies individuals as the new subjects of activism. Individuality is one of the crucial structural principles of the very idea of basic income as the beneficiary of the payment is not a household, as is generally the case in many welfare attempts to preserve household income, but an individual. Basic income recognizes individuals as the key constituents of distributive politics, bearers of universal rights, and subjects who can potentially restructure the male-breadwinner family redistribution model the existing welfare state discourse was founded on. This thesis reveals cases of South Korean social movements which brought individuals to the forefront as the key actors by using the concept of basic income as a medium that offers a varying understanding of individuality. It, in particular, explores the possibility of coexistence between individuality and collective activism and investigates into the experiences of BIYN members who have organized young Korean activists for this movement. This thesis uses auto-ethnography as a methodology, and examines and includes my own experience of 8 years since the end of 2012, shortly after BIYN was established, as one of the key members of BIYN. The research for this thesis was conducted utilizing my position as an activist-researcher who has had the first-hand involvement in BIYN, the field of this research. The following is a summary of the findings of the research on collaborative activist-individuals in the South Korean basic income movement. An analysis into the perspectives and life-worlds of those involved in BIYN revealed how they emerge as activist-individuals focused on basic income agendas. Many of the BIYN members have reached adulthood as individualistic subjects whose cultural and educational capital led them to place high values on having a unique preference and belief as an individual. They reached their adolescence in the post-1997 financial crisis Korean society which compelled them to embody the spirit of free-for-all competition, which in turn led to their estrangement to the existing structure. Their attempts to become a self-reflective person who contributes to one s society, however, were frustrated by the all-uniting ethos of the existing social movement that demanded conforming to a sense of duty and collectivity. BIYNs activism, on the contrary, appreciated individuality and its actions focused on envisioning an alternative lifestyle and society via basic income appealed to them. Soon after, they joined BIYN, searched for like-minded others to study and act with, and created a space for a spontaneous, egalitarian, social participation that embraces various movements, backgrounds, and motivations. This thesis also finds a different interpretation these young activist-individuals have on strategic representation of social minority used by many youth-led social movements in the 2010s. BIYN has continuously addressed the fallacy of identifying youth as a population that is objectified as holding a problem particular to the generation - a political categorization that emerged after the 880,000 won generation (a discourse created by a widely read publication). Its members advocate that, to provide measures for the structural issues specified as being those of the young generation, individual originality should not be erased from this generation and they should be recognized as the rightful citizens of the public realm. BIYN challenges this form of youth-specified policy strategies and has identified the need for a goal that transcends the mere institutionalization of basic income policies. As a result, individual BIYN members have performed talking about basic income to self-organize and be empowered, becoming a subject of activism; but, this, nonetheless, could remove the element of social criticism from the movement by rashly accentuating its work on individual desires. Lastly, this thesis analyzes BIYN‘s attempt to explore its sustainability and organize its movement with individualistic actors. This endeavor has been well demonstrated during a period when basic income has emerged as an important social and public agenda, inviting varying ranges of organizations to call on BIYN for collaboration and demand it to speak up for “youth basic income”. Many of its key actors, in lack of both personal and organizational economic capacity, exhibited signs of exhaustion. They later opposed furthering their movement in such a structure. Yet they still acknowledged the need to maintain an organized movement, let it be of a smaller scale, and hence agreed to reform, rather than to dissolve, BIYN and rediscover individual self-motivation to carry on. The efforts transformed the structure in 2018, with a new slogan Basic Income Movement for All Free Individuals. The issues of how to build a space for differing voices in a loose network and how to establish goals and strategies for make an effective voice remain a challenge. The collaborative activism introduced in this thesis demonstrates a process a group of individuals encounter in organizing a spontaneous self-determining movement, and in building a new form of comradery based on individualistic ethics amidst collective learning and collaborative work. It is also a practice that realized the desires its members have incorporated into the idea of basic income by collectively exploring, archiving and transmitting its politics of provision to all individuals without discrimination. BIYN functions as a public space for such collaboration while basic income is an idealistic resource that helps envision a new form of social movement that drives the agency for cooperation. This thesis examines a loose, non-hierarchic organization whose key actors are fluid and are inclined to engage in social agendas to demonstrate a unique characteristic in the growing number of self-identifying and individually organized social movements emerging in this era.

국문초록 <주요 용어> 사회적기업, 청년, 증여, 유럽 시민 노동, 장인 본 연구는 사회적기업 종사자들이 ‘시민 커리어’라고 할 수 있는 기술을 통해 정부, 시장, 공동체를 타고 넘는 과정을 드러낸다. 시민 커리어란 사회적기업 종사자들이 개인적으로, 또는 집단적으로 수행하는 일 경험임과 동시에, 사회와 자신이 속한 공동체를 위해 활동하는 시민으로서의 경험과 자질이기도 하다. 그리고 ‘타고 넘음’이란 사회적기업 종사자들이 단순히 정부, 시장, 그리고 자신들 인근의 공동체의 힘으로부터 일방적으로 영향을 받는 것이 아니라 오히려 이 외부 요인들을 자신들의 상황에 맞게 적절히 활용하는 모습을 묘사하기 위해서 선정한 단어이다. 또한 본 연구는 한국의 청년 사회적기업 종사자로서 연구자가 직접 겪은 여러 사건들을 자문화기술지의 형식으로 기록하여 연구자와 연구자의 동료들의 생생한 일 경험을 제시한다. 이를 통해 실제 시민 커리어와 그것을 활용한 사회적기업가들의 ‘타고 넘음’을 사실적으로 드러낸다. 연구자는 사회적기업의 종사자들이 ‘증여’라는 기술을 통해 사회적기업 창업에 필요한 자원들을 서로 공유하고, 일과 삶의 구획을 새롭게 정하려고 하는 모습을 보여준다. 이러한 시도는 일견 효과적이지만 늘 성공적이지는 않다. 사회적기업 종사자들은 증여가 수반하는 긴장감과 계산에 지쳐 증여 대신 시장의 원리를 더욱 선호하게 되기도 하고, 일과 삶을 적절히 나누지 못해 일을 지속하기 힘든 조건에 놓일 수도 있다. 특히 연구자인 ‘나’는 바로 이와 같은 증여의 작용을 몸소 겪은 대상이다. ‘나’는 다른 연구 참여자 S와 K가 행한 증여의 혜택으로 사회적기업 창업을 위한 최소한의 자원들을 성공적으로 확보한다. 그리고 증여로 인해 형성한 S와 K 사이의 인간 관계는 일에 대한 성찰과 생활의 질을 높였다. 그러나 그럼에도 불구하고 업무에 따라서 증여 관계를 회피하고 시장적 교환을 더욱 선호하게 된다. 한 편 사회적 기업 종사자들은 정부가 제시하는 사회프로젝트, 공공사업을 확보하는 과정에서 이들을 자의적으로 해석해 전유한다. 원래 프로젝트를 출발시킨 정부의 의도와는 다르게 해당 사업을 맡은 사회적기업이 나름의 방식으로 사회문제를 재정의하고 그에 맞추어서 해결하려고 한다. 그 결과가 좋을 경우 해당 경력을 가지고 더 큰 사회프로젝트, 공공사업을 확보하거나 운영한다. 이는 또한 너무나도 많고, 복잡해진 사회프로젝트, 공공사업에 일관성을 부여해 혜택을 보는 당사자들의 혼란을 막는 역할도 하지만. 이른바 ‘꾼’이라는, 사회 프로젝트에 대한 ‘진정성’ 없이 다양한 사업들을 확보하는 이들로서 비춰지기도 한다. 그리고 사회적기업 종사자들은 정부의 여러 지원사업, 및 지원 정책을 적절하게 가려내거나 정부가 생각하지 못했던 사회문제를 발굴해서 정부와 함께 추진할 사업으로 제시하기도 한다. 이를 통해 사회적기업은 그들의 사업을 효율적으로 운영하고, 보다 주체적으로 사회문제를 해결해 나간다. 하지만 정부로부터 지속가능한 물질적 기반을 지원받지 못한다는 한계도 있다. 특히 ‘나’는 스스로를 ‘꾼’으로 의심하거나 법인화를 진행하는 것을 두고 노련한 동료와 의견충돌을 빚기도 한다. 그리고 동료들이 사회문제를 완전히 새롭게 재정의하는 모습을 관찰하고, 나와 그 동료들이 사업을 잘 확보하면서도 당장 앞으로의 경제적 삶에 대해서 걱정한다. 마지막으로 사회적기업 종사자들은 개인사업자들끼리의 자연스러운 연대를 추구한다.이를 통해 각자가 잘 하는 분야, 각자가 투신하는 분야의 작업을 반복하며 그 역량을 키울 뿐 만 아니라, 개인 사업자로서 긴밀하게 협업하는 여러 기술들을 배우고 익혀나가기도 한다. 한 편 이들 사회적기업 종사자들의 일은 자기 스스로를 설명하는 수단이기도 하고, 자아를 실현하는 수단이기도 하다. 또한 이처럼 높은 역량과 성과를 쌓은 사회적기업 종사자 개인이나 집단은 ‘사회적 인정’을 획득한다. 이는 해당 사회적 기업 종사자의 일을 각종 정부부처와 공공기관의 감시로부터 한 결 자유롭게 만들어주고, 그들을 경제적 성공에 한 층 더 가깝게 만들어 준다. 그리고 본 연구에서 ‘사회적 인정’을 획득한 사회적기업 종사자들은 정치활동의 필요성을 느끼고 정치인들과 직접적인 만남을 가지거나 정치적 활동을 하는 모습을 보여주기도 한다. 하지만 그에 대한 성과는 본 연구에서 포착하지 못하였다. 결론적으로 사회적기업의 종사자들은 이 시민 커리어라는 역량을 통해 자신들의 일의 자발성과 주체성을 상대적으로 잘 지켜내는 편이라고 할 수 있지만, 일의 불안정성을 극복해 내는데 난항을 겪고 있다. rkets, and communities through technology referrable 'citizen career'. In addition, this study presents the vivid work experiences of researchers and their colleagues through the vehicle of recording various events that they have experienced as a young Korean social enterprise workers . Through this, the actual citizen career and social entrepreneurs who utilized the method in question are realistically revealed. In this study, social enterprise workers share the resources needed to start a social enterprise through 'gift'. Additiinally, they wish to redefine the division of work and life. Their attempt is somewhat effective. However, it is not at all times successful. In some instances , social enterprise workers are tired of the tensions and calculations associated with gifting, and may prefer market principles rather than such. Meanwhile, social enterprise workers voluntarily interpret and approve social projects and public projects proposed by the government. If the result is good, the social enterpr ise secures or operates a larger social or public project. This is a role that provides consistency to numerous, complex social projects and public works. However he so-called “KKUN” is often viewed as a person who secures a variety of projects without “dedication” to social projects. In addition, these social enterprise workers find social problems that the government did not think of, which are then. suggested as a project to be promoted with the government. Through this, social enterprises solve their social problems more independently. However, there is a limitation that it is impossible to receive a sustainable supply of material from the government. Particularly, 'I' suspect myself as a 'KKUN', or in conflict with an experienced colleague during incorporation. In addition, while observing peers completely redefining social problems, at the same time, one can witness that they worry about economic life. Social enterprise workers seek natural solidarity among individual businesses. Through this, we develop our competencies by repeating the same tasks in areas that each person has done well and in areas where each person devotes time to specialization . On the one hand, as a private entrepreneur, you can learn various tips for working closely with others. On the other hand, the work of these social enterprise workers is also a means to explain themselves and a means of realizing the self. In addition, individuals or groups of social enterprise workers who have achieved high competencies and achievements earn "'social recognition'." This frees social enterprise workers from various government departments and public institutions monitoring their work . In addition, in this study, social enterprise workers who had obtained “social recognition” demonstrate t he need for political activity and often have direct encounters with politicians or perform political activities. However, the results have not been captured in this study. In conclusion, it can be said that the workers of social enterprises tend to relatively well protect their willingness and subjectivity through their capabilities as a so-called citizen career, but they are experiencing difficulties in overcoming instability in their work.
보호대상과 통일역군 사이, '탈북민-창업가'의 비/형성 : 탈북민 창업지원 사례에서 발현하는 '신자유주의'에 관한 문화기술지
본 논문은 한국의 역사성과 지역성을 바탕으로 등장한 탈북민 창업지원 장에서 ‘신자유주의’라는 현상이 어떻게 발현하는지 탐구하는 문화기술지이다. ‘신자유주의’에 관한 많은 논의는 그것의 실재하는 면모를 포착하지 못한 채 ‘신자유주의’를 하나의 고정된 실체로 규정해왔다. 본 논문에서는 현장의 정치경제적 지형 변화와 조응하면서 개인의 사고와 실천 및 사회제도를 시장지향적으로 재편하는 양상으로 ‘신자유주의’를 이해한다. 현장의 긴장과 갈등을 살피는 것에 역점을 두어, 행위자들이 선택한 실천의 연속이 결과적으로 어떻게 그리고 어떠한 ‘신자유주의’를 만들어내는지 해석하는 것이 본 연구의 목적이다. 2010년 전후로 두드러진 사회 현상 중 하나는 창업지원사업의 활발한 등장이다. IMF 이후 실업을 해결하는 대안적 선택이었던 창업이 최근 사회문제를 해결하는 효과적 수단으로 의미화되고 있다. ‘싱글맘’, ‘장애인’, ‘결혼이주여성’ 같이 특정 집단을 대상으로 사업이 기획되면서, 탈북민도 대상집단의 하나로 창업을 지원받게 되었다. 창업지원사업의 등장은 사회 취약집단에 공공부조 대신 자활사업을 제공하고, 사회서비스를 민간에 위탁하는 복지 신자유주의화 과정과 관련한다. 탈북민 창업지원사업은 ‘적’과 ‘동포’를 넘나드는 탈북민의 다중성 및 ‘분단’이라는 특수한 현실과 얽혀 창업지원 장의 동학을 보다 극적으로 보여준다. 본 논문은 지난 2018년 9월부터 2019년 4월까지 한 사회단체가 진행한 탈북민 창업지원사업 ‘유니쿡’을 현장으로 한다. 주된 연구방법은 참여관찰과 인터뷰이며, 탈북민 교육생과 탈북민 점장, 사업운영단체 직원 등 총 34명이 인터뷰에 참여하였다. 유니쿡은 기업, 정부 공공기관, 민간재단, NGO, 사회적기업까지 매우 다른 성격의 주체들이 거대한 협업 조직을 만들어 운영한다. 그중 사업운영에 주된 역할을 하는 NGO는 단순한 탈북민지원단체가 아니며, 국내외 개발협력과 사회적경제 관련 사업 비중이 큰 단체이다. 탈북민 창업지원 장에서는 협업단체의 다양성, 사업운영단체의 복합성, 탈북민의 다중적 정체성 등 참여자들이 가진 복잡한 특성으로 인하여 긴장과 갈등이 나타났다. 본 연구에서 분석한 사실은 세 가지이다. 첫째, 탈북민 창업지원 장은 ‘복지’ 및 ‘투자’의 속성을 모두 가진 ‘창업지원사업’의 이중성과 남북분단상황에서 만들어진 특수한 사회적 ‘보호대상’이자 평화통일을 매개할 ‘통일역군’이라는 ‘탈북민’의 이중성이 교차한다. 둘째, 창업기회를 두고 ‘경쟁’하는 과정에서 탈북민들 간에 형성한 ‘협력’적 관계는 그들 간의 감정적 연대에서 비롯되었을 뿐 아니라, 경쟁/협력, 가족/개인 등의 이질적 개념이 자유시장경쟁체제 안에서 창업에 성공하기 위한 효과적인 전략 안으로 수렴되었기 때문이다. 셋째, 창업지원이 탈북민을 위한 ‘복지/투자’인 이중적 상황은 ‘교육장/사업장’인 창업지원사업 공간의 이중성과 맞물려 행위자들 간 갈등을 극대화하였다. 교육자는 고용주로, 교육생은 알바생으로, 창업가는 근로자로 전유되며 역할은 모호해졌다. 창업을 목적으로 사업에 참여한 탈북민들은 창업을 지원받지 못하면서, ‘보호대상’으로서 주어졌던 ‘복지’도, ‘통일역군’이 되기 위해 기대하였던 ‘투자’도 받지 못하는 상황에 직면하였다. 결과적으로 현장의 신자유주의화 과정은 이질적 개념의 경계를 허물고 상황을 모호하게 만들어 결과의 책임을 행위자 스스로 지고 상황을 자기주도적으로 헤쳐나가게 만들었다. 본 논문은 함의는 다음과 같다. 첫째, ‘신자유주의’를 단일한 총체로 보는 관점을 넘어 실재하는 ‘신자유주의’의 양상을 발견하기 위해서는 현장 기반의 미시적·실증적 연구가 필요하다는 사실을 드러내었다. 둘째, 행위자들 간의 긴장과 갈등을 분석하여, 한국의 복지 제도적 특수성, 분단정치, 탈북민에 관한 다중적 인식 등 복합 요인들이 결합되면서 창업지원 장을 시장지향적으로 재구성하는 신자유주의화 과정을 세밀히 살피고자 노력하였다. 결국, 탈북민, 창업, 복지, 분단 등 각각 독립된 연구영역은 학문적 경계를 넘어 서로 영향을 주고받으면서 사회 안에서 끊임없이 재구성되는 시공간적 배치의 산물이다. This paper is an ethnography that empirically analyzes neoliberal phenomena in an entrepreneurship program supporting North Korean defectors(NKDs) in South Korea. I argue that neoliberalism is a process interplaying individual and social components reorganized in a market-oriented manner. In other words, divergent practices conducted by individuals with different positionality and interests head unintentionally but ultimately forward the liberal market economy. Previous discussions on neoliberalism defined it as capitalized Neoliberalism, a single theoretical entity. In this view, it is not likely to give attention to various neoliberal aspects depending on historical and regional specificity. Thus, this study traces a process of neoliberalization by illustrating a series of tensions between the participants in the field of the NKD entrepreneurship support program. In South Korea, it is notable that a lot of entrepreneurship support programs for disadvantaged people have appeared since the 2000s. Entrepreneurship, which was an inevitable option to solve high unemployment problems in the wake of the economic crisis in the late 1990s, has recently become more meaningful as an effective means of solving social problems. I believe that the tendency to support entrepreneurship is related to welfare neoliberalization. The South Korean government has helped socially vulnerable groups to improve their self-sufficiency and entrusted social services to the private sector. To be socially and economically self-reliant, NKDs have been encouraged to become entrepreneurs as other underprivileged groups such as single moms, disabled people, and marriage immigrant women have. Supporting NKDs’ entrepreneurship would be problematic in terms of NKD’s dual images, an enemy or a compatriot, resulting from the division of Korea. This paper is based on field research in an NKD entrepreneurship support program from September 2018 to April 2019. As the primary research methods, I adopted participant observation and in-depth interviews. I conducted interviews with 34 research participants, including NKD trainees in the program, NKD entrepreneurs, and program organizers. The program was a collaborative project of a corporation, a government agency, a private foundation, a non-governmental organization(NGO), and a social enterprise. The NGO, which mainly operated the program, worked on various projects related to international development cooperation and social economy. Due to the participants' complex characteristics, including the diversity of collaborative groups, the complexity of the program operating organizations, and the multiple identities of NKDs, each participant understood the same circumstances of the field with different perspectives. The complexity caused tensions among them. There are three findings in this study. First, the NKD entrepreneurship support project is located at the intersection of South Korea's welfare neoliberalization process and the unstable situation of the inter-Korean division. The intersectionality makes different understandings about the program's characteristics, social welfare service and human capital investment, and its perspective on NKDs, social welfare beneficiaries and potential unification mediators. Second, even in the competition to achieve the opportunity to start business, NKDs showed a cooperative and family-like relationship among themselves. This contradiction suggests that even values such as family, community, and cooperation, distant from the liberal market economy, would be more and more involved into the market as a competitive strategy. In the process of neoliberalization, these heterogeneous concepts, such as competition and cooperation, and individual and community, became intertwined and reconstructed to fit a market principle. Third, because of the restaurant's dual purpose for training and business, all participants' roles were equivocal such as trainers and employers, trainees and part-timers, and entrepreneurs and workers. In the field filled with incompatible but coexisting concepts, people had different views on the program and took suitable actions according to their own positionalities and interests, thereby making the ideas more entangled. As a result, when NKD trainees did not know when and how the NGO would resume supporting NKDs to start business again, they were disoriented, getting neither the public assistance given as a welfare beneficiary nor the investment expected to become a unification mediator. This result crystallizes the unintended effect of neoliberalization breaking the boundaries of the divergent concepts, while making the participants take the responsibility and handle the situation on their own. The implications of this paper are as follows. First, the field-based microscopic and empirical research is necessary to discover the real aspects of neoliberalism. Second, this research shows how complex factors such as South Korean welfare institutions, division politics, and NKDs' multiple identities are combined and intertwined, hence reorganizing the field in a market-based manner.

본 연구는 서울시 동자동 쪽방촌 주민들의 사회적 삶에 관한 에스노그라피로, ‘동자동 쪽방촌’이라는 환경(milieu) 속에서 주민들의 사회적 삶이 어떠한 형태로 나타나며 그 효과는 무엇인지 분석하는 것을 목적으로 한다. 여기에서 ‘사회적 삶’이란 개인과 개인 간의 관계(3장), 산 자와 죽은 자 간의 관계(4장), ‘사회’와 ‘우리’에 대한 표상(5장), 정치적 연대와 집합행동(6장)을 포괄적으로 의미하며, ‘환경’이란 국민기초생활보장제도(3장), 무연고 사망자 장례(4장), 각종 단체의 무료 물품 지원(5장), 쪽방촌의 노후한 건물과 저렴쪽방 사업(6장)과 같이 주민들의 삶에 가장 큰 영향을 미치는 공식적·비공식적 개입을 포괄적으로 의미한다. 연구현장은 서울시 용산구 동자동 일대에 위치한 일명 ‘동자동 쪽방촌’으로, 연구자는 동자동 내에 위치한 주민자조조직을 중심으로 2019년 5월부터 2020년 2월까지 총 9개월간의 현장연구를 진행했다. 본론의 주된 내용은 다음과 같다. 먼저, 2장에서는 동자동의 변화에 관해 고찰했다. 한국 전쟁 이후 피난민이 밀집하는 지역이었던 동자동은 1960년대 산업화 과정에서 등장한 도시 하층 노동 인구가 밀집하는 공간으로 변모했으며, 외환위기 이후 대규모의 불안정 노동 인구가 흡수되면서 그 규모는 더욱 확대되었다. 이후 약 20년의 세월 동안 쪽방촌 주민들은 노령과 건강문제로 인해 ‘노동할 수 없는 인구’가 되었고, 이와 함께 기초생활수급, 무연고 장례, 무료 물품 지원 등의 개입이 주민들의 생존을 위해 가장 필수적인 요소로 자리 잡았다. 3장에서는 주민 정영희의 이야기를 통해, 기초생활수급이라는 매개 속에서 개인과 개인의 관계가 개인 삶을 파괴하는 모습으로 나타난다는 점을 보여주었다. 정영희는 가족이나 시설에 대한 의존을 거부한 채 기초생활보장제도가 제공하지 못하는 돌봄의 공백을 남편 홍인택과의 관계를 통해 채우고자 했다. 이러한 욕구는 빈민, 정신지체 장애인, 여성으로서 정영희가 겪어온 상실과 폭력의 경험에서 비롯된 것이었다. 기초생활보장제도가 제공하는 경제적 자원은 정영희가 주체적인 삶을 살아갈 수 있는 수단이자 홍인택과의 관계를 지속하게 해주는 매개였지만, 이러한 경제적 매개는 매우 불안정해서 정영희는 두 사람 사이의 관계를 유지하기 위해 명의도용과 약물 거래 등 자신의 삶을 위협하는 행위에 손을 뻗칠 수밖에 없었다. 4장에서는 주민 강영섭과 故최경철의 이야기를 통해 무연고 사망자 장례가 산 자와 망자 사이의 연결을 허락하지 않는다는 점을 보여주고자 했다. 무연고 장례 속에서 망자의 물질화된 몸(유골)이 다루어지는 방식은, 망자에 대한 애도와 기억의 시간을 빼앗고 망자의 정체성을 희미하게 만들었으며 망자에게 ‘나쁜 죽음’이라는 낙인을 부여했다. 강영섭은 최경철의 장례를 무연고 장례가 아닌 일반 장례로 치르고 그의 유골을 한강이 내려다보이는 곳에 뿌림으로써 죽음 이후에도 그와의 연결을 이어가고자 했다. 그러나 ‘무연고자’라는 제도적 낙인을 회피하는 과정은 쉽지 않았다. 최경철에 대한 돌봄의 책임을 오롯이 감당하는 과정에서, 강영섭 자신의 건강과 경제적 상황은 서서히 파괴되었다. 5장에서는 동자동 쪽방촌에서 이루어지는 여러 단체의 무료 물품 지원이 어떠한 지점에서 대립하는지 살피고, 여기에서 형성되는 ‘사회’와 ‘인정’의 모습은 무엇인지 살피고자 했다. 무료 물품 지원이 내포하는 자활과 자립의 서사는 주민들의 ‘의존’을 낙인화함으로써 지원 물품에 의존할 수밖에 없는 주민들을 윤리적 ‘악’으로 격하했다. 또한, 물품 지원에 수반되는 줄서기는 주민들을 통제의 대상이자 순응적 주체로 만들어내는 정치적 효과를 내포했으며, 특정한 기준에 따라 지원 대상에서 배제되는 경험은 주민들로 하여금 박탈감을 느끼도록 만들었다. 때때로 주민들은 행정기관과 기업들의 실적을 증명하기 위한 ‘그림’과 ‘작품’이 되어야 하기도 했다. 마지막으로, 주민들은 돌려줌의 기회를 제공하지 않는 공짜식사에서 마치 ‘거지’가 된 것과 같은 인격과 자존감의 손상을 느꼈다. 주민들은 줄 세우기와 공짜 식사를 거부하고 노동과 호혜를 통해 상호인정의 관계를 형성함으로써 서로에게 인격과 체면을 부여하고자 했다. 6장에서는 동자동 9-20번지의 노후한 건물을 둘러싼 일련의 사건 속에서 삶의 공간에 대한 주민들의 몫이 부정당하는 모습을 보여주고자 했다. 개발국가 시기 동자동의 빈민 거주 지역은 도시 하층 노동력의 저장소로서 암묵적으로 용인되었으며, 1980년대 이후에도 이 지역은 재개발 이익과 비용을 저울질하는 시장 논리 속에서 아무런 개입이 이루어지지 않은 채 그대로 방치되었다. 그 결과, 60년의 세월 동안 서서히 낡고 마모된 동자동의 노후한 환경은 주민들의 일상적 삶이 되었다. 2019년, 쪽방촌의 노후함이 서울시 저렴쪽방 사업을 불가능하게 하는 주된 위협으로 등장하면서 주민들의 불만과 분노는 정치적 연대와 집합행동으로 나타나지 못했고, 주거권이라는 저항의 언어는 무력화되었다. 또한, 저렴쪽방을 둘러싼 서울시와 건물주의 설전 속에서 동자동 쪽방촌은 ‘삶의 공간’이 아닌 ‘노후한 건물’, 혹은 이익 창출을 위한 ‘부동산’으로 이야기되었고, 이 과정에서 노후함과 열악함을 견디며 쪽방촌을 삶의 공간으로 만들어 온 주민들의 역사는 고려되지 않았다. 연구의 결과는 다음과 같다. 첫째, 혈연가족, 자립과 자활, 의존의 낙인화 등 빈곤에 대한 개입이 전제하는 규범과 삶의 형식 속에서 주민들은 ‘버려짐(abandonment)’을 경험했다. 때때로 이들은 인격 손상과 박탈감을 피하고 인정과 돌봄의 부재를 메꾸기 위해 이러한 개입 자체를 거부하거나, 이를 받아들이면서도 또 다른 사회적 실천을 통해 삶의 온전함을 획득하고자 했다. 이는 빈곤의 문제가 물질적 측면을 넘어 빈곤에 대한 개입이 고려하지 못하는 사회적 삶의 측면, 즉 상호돌봄과 관계, 인정과 연대를 포함하는 포괄적 문제라는 점을 의미한다. 둘째, 본 논문이 기술하고자 한 주민들의 사회적 연결은 역설적으로 그 내부에 부분적인 자기파괴를 동반하는 ‘취약한’ 형태로 나타났다. 주민들이 보여주는 개인과 개인 사이의 사회성, 산자와 망자 사이의 사회성, ‘사회’ 만들기의 과정, 정치적 연대와 집합행동은, 돌봄과 파괴, 책임과 자기소모, 환대와 타자화, 투쟁과 무력함 사이에서 주민들의 경제적·육체적·정신적 삶을 갉아먹고 ‘우리’로서의 느낌과 실천이 온전한 모습으로 이루어지지 못하게 만들었다. 취약한 연결 속에서 주민들의 일상적 삶은 서서히 파괴되었으며, 주민들은 세계 안에서의 위치와 존재 방식, 인격과 자존감, 사회적 관계와 연결, 필요와 욕망이 총체적·부분적으로 부정당하는 경험을 하기도 했다. 셋째, 취약한 연결 속에서 주민들이 경험하는 ‘사람됨’의 부정, 상호돌봄과 사회적 관계의 박탈은 결코 온전한 형태의 ‘삶’으로 이어질 수 없었다. 버려짐의 공간으로서 ‘동자동 쪽방촌’에서 살아간다는 것은, 취약한 연결 속에서 만들어지는 파괴적 결과와 자기소모, 인격 손상과 무력함을 견뎌내는 일의 연속이자, 삶의 온전함을 획득하기 위한 시도와 실패가 끊임없이 반복되는 과정이었다. 주민들의 삶을 개선하려는 수많은 개입에도 불구하고, 결과적으로 쪽방촌 주민들이 경험하는 삶은 취약한 연결 속에 배태된 채 나타나는 ‘버려짐’과 다르지 않았다. 이러한 결론은, 제도화된 개입이 빈민의 사회적 삶 속에서 어떠한 효과를 만들어내며 빈민 당사자는 이를 어떠한 형태로 경험하는지에 대한 논의를 통해 빈민/주민운동의 영역이 더욱 포괄적인 차원으로 확장될 수 있음을 의미한다. 또한, 본 연구를 통해 생겨난 ‘사회적 버려짐의 공간(social zones of abandonment)’과 그 바깥 사이의 부분적인 연결은 타자와 사회적 버려짐에 대한 윤리적 응답의 가능성을 환기할 수 있을 것이다. This article is an ethnography on the social lives of the residents in Dongja-dong Jjokbang-Chon (dosshouse or flophouse village), the urban enclave of poverty in Seoul, South Korea. In this article, I analyze the forms of social lives of residents that are constituted in the milieu of 'Dongja-dong Jjokbang-Chon.' By referring to the 'social lives,' I imply a relation between individuals (chapter 3), relation between the living and the deceased (chapter 4), society as a representation (chapter 5), political solidarity and collective action (chapter 6). By referring to the 'milieu,' I imply the National Basic Livelihood Security Policy (chapter 3), public funeral for the unclaimed death (chapter 4), material support provided by various organizations (chapter 5), decrepit buildings of Jjokbang-Chon and Low-Cost Jjokbang Policy (chapter 6). The field of this research is so called 'Dongja-dong Jjokbang-Chon,' located near Dongja-dong, Yongsan-gu, Seoul. Related fieldwork had been conducted for 9 months from May 2019 to February 2020 in Dongja-dong Jjokbang-Chon. In Chapter 2, I focus on the historical change of Dongja-dong Jjokbang-Chon. The region, where it used to be a place for war refugees after the Korean War, had been transformed to a place that lower class workers converged for low cost accommodation. The size of the Jjokbang-Chon has been increased since the economic crisis in 1997, due to large precarious population created by neoliberal transformation of Korean society. For 20 years after the crisis, the residents became a population who can not work due to old age and bad health condition. During this period, both formal and informal interventions became a necessary means for the poor’s survival. In Chapter 3, I show that the relation between individuals is established in a destructive form, when the relation is mediated by National Basic Livelihood Security Policy. Jung Younghee refuses to rely on her family or welfare facilities, and instead attempts to fill in the vacuum of care resulted from the National Basic Livelihood Security Policy through the relation with her husband Hong Intaek. Her aspiration for care and relation has been emanated from her past experiences of loss and violence. Although National Basic Livelihood Security was a means that enabled her to live a autonomous life and to maintain the relation with Hong Intaek, this economic mediation is too unstable that she got herself involved in the illegal activities menacing her future life. In Chapter 4, I show that Public Funeral for the unclaimed death does not allow the connection between the living and the deceased. The way the materialized body of the unclaimed death is dealt with in the public funeral deprives of the time for mourning and remembrance, obscures the identity of the deceased, and stigmatizes the unclaimed death as abnormal. Kang Youngsub struggled to maintain his connection with the deceased by intentionally avoiding the public funeral and by scattering the ashes of his friend’s on his own. However, it was arduous to avert the stigma of 'the unclaimed death.' While he shoulders a responsibility for the care of his friend, his health and economic condition has been destructed little by little. In Chapter 5, I examine at what points free commodity supports activities from various organizations in Jjokbang-Chon are against each others, and focus on the forms of society and recognition that are established during these activities. The narrative of 'self-help' and 'self-reliance' postulated in free commodity support denounces the residents as ethical 'evil' by brandizing residents’ dependence. In addition, the line-up accompanied by support activities embodies the political effect of making the residents a pliable subject. In addition, the experience of being excluded from support under certain criteria made residents feel deprived. From time to time, residents have to be a "picture" to prove the performance of administrative agencies and businesses. Finally, in a free meal that does not offer the residents a chance to reciprocate, the residents feel that their personality and self-esteem are impaired. By refusing lining up and free meals, and by forming a relation of mutual recognition, they seek to give each other personality and face. In Chapter 6, I show that the residents' share for space of living is negated in a series of process surrounding the dilapidated building of 9-20 in Dongja-dong. During the period of the developmental regime, the Dongja-dong area had been connived as a repository of urban lower-class labor force. Even after the 1980s, the area was left untouched without any interventions with the market logic weighing profits and expenses. As a result, the decrepit environment of Dongja-dong, slowly worn out over 60 years, has become a part of daily life of the residents. In 2019, the residents' discontent and anger failed to emerge as a political solidarity and collective action, and residential rights as a language of resistance was incapacitated since the disrepair of Jjokbang-Chon emerged as a main threat to Cheap Jjockbang Policy. In addition, amid the altercation between the Seoul Metropolitan Government and the building owner over the policy, Dongja-dong Jjokbang-Chon was considered only as a decrepit and dilapidated building or as a real estate for profit-making, not as a space of living. Meanwhile, the history of the residents who have made Jjokbang-chon a space of living was disregarded. The conclusions of this study are as follows. First, the residents experience 'abandonment' amid the norms and forms of life presupposed by the interventions into poverty, such as families, self-reliance and self-support, and the brandizing dependence. The residents refuse the interventions to avoid an impairment of personality and to make up for the absence of recognition and care, or, while accepting them, they attempt to gain the integrity of life through other social practices. This means that poverty is a comprehensive problem that goes beyond material aspect, a problem that includes the aspects of social life, namely mutual care, relations, recognition and solidarity. Second, the social connections of the residents this article intends to describe appear in a 'vulnerable' form, which implies that they emerge with partial self-destruction within them. Between care and destruction, responsibility and self-undermining, hospitality and otherizing, struggle and incapacitation, the social lives of the residents have gnawed their economic, physical and mental lives, and preclude the feeling and practices as 'we.' In the midst of these vulnerable connections, the daily lives of the residents have been slowly destroyed and they experience a total or partial denial of their existence in the world, personality, self-esteem, social relations, needs and desire. Finally, the denial of personality, and deprivation of social relations and mutual care, experienced by residents in the vulnerable connections, never leads to an intact form of 'life'. Living in the 'Dong-dong Jjokbang-Chon' as a zone of social abandonment amounts to a prolonged endurance of destructive results, self-undermining, impairment of personality, and incapacitation, which are created within vulnerable connections. It is also the same as constant repetition of attempts and failures to acquire the integrity of life. Despite the numerous interventions to improve the lives of residents, the lives that residents experience in the vulnerable connections are no different from 'abandonment.' These conclusions show that anti-poverty movement and community organization can be extended to comprehensive dimension, by including the argument about the effect of institutionalized interventions on the social lives of the poor. The partial connections between the inside and outside of the zone of social abandonment, formed through this article, will evoke the possibility of ethical responses to the other and the social abandonment.
