        Information Privacy Concern in Context-Aware Personalized Services: Results of a Delphi Study

        Personalized services directly and indirectly acquire personal data, in part, to provide customers with higher-value services that are specifically context-relevant (such as place and time). Information technologies continue to mature and develop, providing greatly improved performance. Sensory networks and intelligent software can now obtain context data, and that is the cornerstone for providing personalized, context-specific services. Yet, the danger of overflowing personal information is increasing because the data retrieved by the sensors usually contains privacy information. Various technical characteristics of context-aware applications have more troubling implications for information privacy. In parallel with increasing use of context for service personalization, information privacy concerns have also increased such as an unrestricted availability of context information. Those privacy concerns are consistently regarded as a critical issue facing context-aware personalized service success. The entire field of information privacy is growing as an important area of research, with many new definitions and terminologies, because of a need for a better understanding of information privacy concepts. Especially, it requires that the factors of information privacy should be revised according to the characteristics of new technologies. However, previous information privacy factors of context-aware applications have at least two shortcomings. First, there has been little overview of the technology characteristics of context-aware computing. Existing studies have only focused on a small subset of the technical characteristics of context-aware computing. Therefore, there has not been a mutually exclusive set of factors that uniquely and completely describe information privacy on context-aware applications. Second, user survey has been widely used to identify factors of information privacy in most studies despite the limitation of users' knowledge and experiences about context-aware computing technology. To date, since context-aware services have not been widely deployed on a commercial scale yet, only very few people have prior experiences with context-aware personalized services. It is difficult to build users' knowledge about context-aware technology even by increasing their understanding in various ways: scenarios, pictures, flash animation, etc. Nevertheless, conducting a survey, assuming that the participants have sufficient experience or understanding about the technologies shown in the survey, may not be absolutely valid. Moreover, some surveys are based solely on simplifying and hence unrealistic assumptions (e.g., they only consider location information as a context data). A better understanding of information privacy concern in context-aware personalized services is highly needed. Hence, the purpose of this paper is to identify a generic set of factors for elemental information privacy concern in context-aware personalized services and to develop a rank-order list of information privacy concern factors. We consider overall technology characteristics to establish a mutually exclusive set of factors. A Delphi survey, a rigorous data collection method, was deployed to obtain a reliable opinion from the experts and to produce a rank-order list. It, therefore, lends itself well to obtaining a set of universal factors of information privacy concern and its priority. An international panel of researchers and practitioners who have the expertise in privacy and context-aware system fields were involved in our research. Delphi rounds formatting will faithfully follow the procedure for the Delphi study proposed by Okoli and Pawlowski. This will involve three general rounds: (1) brainstorming for important factors; (2) narrowing down the original list to the most important ones; and (3) ranking the list of important factors.         Effects of System Quality and Information Quality on the Use and Job Performance of an Enterprise Mobility Solution for a Mobile Office with a Consideration of Task Mobility and Task Interdependence as Control Variables

        In a dynamic business environment, the enterprise mobility solution for a mobile office (EMS) has been adopted to increase the competitive edge of organizations. By using an EMS, performance is expected to be enhanced. However, the related literature has paid little interest to the impact of system quality in an EMS on the information quality produced by the system. On the basis of socio-technical theory, we posited that the system quality in an EMS influences information quality. In addition, we investigated the relationships between the above two qualities, use and job performance by considering task mobility and task inter-dependence as control variables. Survey respondents were from many industries using EMSs. The result of structural equation modeling shows that system quality positively affects information quality, and other relationships in the model are proven statistically significant. We also found that system quality has stronger impacts on use and job performance than information quality does in EMS. However, system quality does not affect use in case both task mobility and task inter-dependence exist. The theoretical and practical implications of the result are discussed in the paper.

Information technology (IT) managers play a very important role in implementing information systems as well as in organizing IT resources. In order to adequately prepare candidates for such positions, it is important that one determine exactly what skills are required for success in this position. This study is intended to reveal the most up-to-date skill requirements for IT managers through analyzing job ads posted on online job boards in South Korea.

        Information Systems for Organizational Agility: Action Research on Resource Scheduling at the Universidad de Chile

        Organizations need to exhibit characteristics of agility to stay ahead of their competitors and to survive in dynamic environments. One major concern for organizations is how to implement Information Systems (ISs) to enhance their agility. Organizations tend to spend too many resources to change their entire IS instead of only the components that cause problems without exactly knowing whether it enables or suppress organizational agility. To address these shortcomings and practical issues, we provide a framework to assess organizational agility and to diagnose a problem related to IS. By applying this prototype of the Agility Framework, we were able to diagnose a problem that the department of Management Control and Information Systems at the Universidad de Chile had and planned actions for them to improve its organizational agility with a course scheduling system, eClasSkeduler. This action research, which took more than 25-month for the first cycle, further develops the Agility Framework, which not only provides a way to link IS with organizational functions but also illustrates how to use it to diagnose a situation and plan actions for improving organizational agility through an information system.

        The Role of Message Content and Source User Identity in Information Diffusion on Online Social Networks

        This study aims to investigate the effect of message content and source user identity on information diffusion in Twitter networks. For the empirical study, we collected 11,346 tweets pertaining to the three major mobile telecom carriers in Korea for three months, from September to December 2011. These tweets generated 59,111 retweets (RTs) and were retweeted at least once. Our analysis indicates that information diffusion in Twitter in terms of RT volume is affected primarily by the type of message content, such as the inclusion of corporate social responsibility activities. However, the effect of message content on information diffusion is heterogeneous to the identity of the information source. We argue that user identity affects recipients' perception of the credibility of focal information. Our study offers insights into the information diffusion mechanism in online social networks and provides managerial implications on the strategic utilization of online social networks for marketing communications with customers.

        An Empirical Investigation of Task-Technology Fit: Context of RFID in Disaster Management

        The notion of technological adoption such as Radio Frequency Identification (RFID) has been examined in various domains such as supply chain management, inventory management and health care. However, there are several unanswered questions surrounding how this technology is adopted in disaster management. This study attempts to explore the potential of RFID in disaster management. The notion of Task-Technology Fit (TTF) is deemed suitable for this purpose and thus used as the theoretical framework that is further validated by employing multiple case studies. The empirical findings indicate that there are six key factors influencing the decision to adopt RFID in disaster management. Some relate to aspects of RFID when it is put into practice, namely cost, compatibility, standardisation, implementation and locatability; while the other key factor relates to privacy and security aspect of information. It is hoped that the findings of this research will inform disaster management organizations to better plan the adoption of RFID for their operations.

        Knowledge-driven Dynamic Capability and Organizational Alignment: A Revelatory Historical Case

        The current business environment has been characterized as less munificent, highly uncertain and constantly evolving. In this environment, the company with dynamic capability is reported to be more successful than others in building competitive advantage. Dynamic capability focuses on the link between a dynamically changing environment, strategic agility, architectural reconfiguration, and value creation. Being characterized to be flexible and adaptive to market circumstance changes, an organization with dynamic capability is described to have high resource fluidity, which represents business process, resource allocation, human resource management and incentives that make business transformation faster and easier. Successful redeployment of the resources for dynamic adaptation requires organizational forms and reward systems to be well aligned with firm's technological infrastructures and business process. The alignment is considered to be an executive level commitment. Building dynamic capability is knowledge driven; relying on new knowledge to reconfigure firm's resources. Past studies established the link between the effective execution of a knowledge-focused strategy and relevant setting of architectural elements such as human resources, structure, process and information systems. They do not, however, describe in detail the underlying processes by which architectural elements are adjusted in coordinated manners to build knowledge-driven dynamic capability. In fact, understandings of these processes are one of the top issues in IT management. This study analyzed how a Korean corporation with a knowledge-focused strategy aligned its architectural elements to develop the dynamic capability and thus create value in the dynamically changing markets. When the Korean economy was in crisis, the company implemented a knowledge-focused strategy, restructured the organization's architecture by which human and knowledge resources are identified, structured, integrated and coordinated to identify and seize market opportunity. Specifically, the following architectural elements were reconfigured: human resource, decision rights, reward and evaluation systems, process, and IT infrastructure. As indicated by sales growth, the reconfiguration helped the company create value under an extremely turbulent environment. According to Ancona et al. (2001), depending on the types of lenses the organization uses, different types of architecture will emerge. For example, if an organization uses political lenses focusing on power, influence, and conflict. the architecture that leverage power and negotiate across multiple interest groups would emerge. Similarly, if an organization uses economic lenses focusing on the rational behavior of organizational actors making choices based on the costs and benefits of action, organizational architecture should be designed to motivate and provide incentives for the actors (Smith, 2001). Compared to this view, information processing perspectives consider architecture to be designed to maximize the capacity of information processing by the actors. Using knowledge lenses, the company studied in this research established architectural elements in a manner that allows the firm to effectively structure knowledge resources to form dynamic capability. This study is revelatory single case with a historic perspective. As a result of this study, a set of propositions and a framework are derived, which can be used for architectural alignment.

        Stochastic Traffic Congestion Evaluation of Korean Highway Traffic Information System with Structural Changes

        The stochastic phenomena of traffic network condition, such as traffic speed and density, are affected not only by exogenous traffic control but also by endogenous changes in service time during congestion. In this paper, we propose a mixed M/G/1 queuing model by introducing a condition-varying parameter of traffic congestion to reflect structural changes in the traffic network. We also develop congestion indices to evaluate network efficiency in terms of traffic flow and economic cost in traffic operating system using structure-changing queuing model, and perform scenario analysis according to various traffic network improvement policies. Empirical analysis using Korean highway traffic operating system shows that our suggested model better captures structural changes in the traffic queue. The scenario analysis also shows that occasional reversible lane operation during peak times can be more efficient and feasible than regular lane extension in Korea.

        Customer Satisfaction from Open Source Software Services in the Presence of Commercially Licensed Software

        The limited literature on Open Source Software (OSS) customers' adoption does not provide explanations on how OSS services are adopted by customers in the presence of functionally superior commercially licensed software (CLS). This paper aims to uncover the process that shapes customer satisfaction of OSS services in comparison to CLS. Expectation Disconfirmation Theory (EDT) is adapted and integrated with pre implementation factor model that influences software customers' expectations including cost, reputation, and experience. The constructed research model is empirically validated using a field survey of OSS and CLS database management system (DBMS) customers in Korea. The theoretical contribution of the paper lies on the application of EDT to explain the wide adoption of OSS DBMS services in the presence of functionally superior CLS DBMSs. Furthermore, this paper integrates EDT with pre-implementation factors for customers' expectations, which has been considered a limitation of the theory. Among the practical contributions, this study draws attention to the substantive differences between OSS and CLS customers' expectations. Additionally, it offers initial explanations for the differences in customer behavior for OSS and CLS and the way that customers' expectations and actual performance are mingled together to form customer satisfaction.

        Structuration of e-Government Systems Assimilation: A Comprehensive Framework Development and Case

        The multifarious array of benefits to the e-Government systems research, from evaluative frameworks and conceptual models to guidelines for initiatives, adoption, and assimilation, evidences the requirement, both from the researcher's and the practitioner's standpoint, of sound theoretical foundations that can be applied directly in practice. Grounded upon structuration theory, this paper proposes a framework for e-Government systems assimilation through the structuration of its organizational factors. Upon this proposition, we map the factors of e-Government systems assimilation with the organizational meta-structures of signification, domination and legitimization. The framework is then tested for the case of one particular e-Government systems of Korean government. The juxtaposition of the theoretical position and the practical findings leads us to isolate the organizational, technological, and inter-organizational factors that shape the meta-structures for the assimilation of e-Government systems. This framework offers interesting possibilities to researchers in exploring the relationships and insights into the complex interactions that shape the relationships among government, people and technology. Thus, the paper's contribution lies on three axes: first, the furthering of a theoretical perspective of e-Government systems assimilation; second, a detailed exposition of the structuration theory and an illustration of its application to the issues of e-Government systems assimilation in the organizational context; and finally, developed framework through the isolation of a usable set of theoretically grounded factors affecting e-Government systems assimilation that can be applied in future research and practice.
