        Library Professionals' Perception on the ICT Applications in Engineering College Libraries: A study on Tamil Nadu, India

        This study discusses the library professionals' perception of the ICT Applications in engineering college libraries in Tamil Nadu. The relevant data was collected from the library professionals in the self financing engineering colleges situated in Kanchipuram and Thiruvallur district of Tamil Nadu. 625 questionnaires were distributed, 504 replied with a response rate of 80.64%. It was found that the respondents with experience 'Below 5 years'gave 'Lack of infrastructure' as the first priority. 'Lack of interest on the part of users' and 'No support from administration in training library professionals' were the second and third preferences indicated by the respondents. The least preferences were given for 'Fear of ICT application'. Similarly, respondents with experience '6-10 years' indicated 'No support from administration in training library professionals' as the first priority. The least preference was given for 'Inadequate training in ICT applications' by the above respondents. It can be inferred that the professionals accepted and need the training in ICT applications.

        Intention Classification for Retrieval of Health Questions

        Healthcare professionals have edited many health questions (HQs) and their answers for healthcare consumers on the Internet. The HQs provide both readable and reliable health information, and hence retrieval of those HQs that are relevant to a given question is essential for health education and promotion through the Internet. However, retrieval of relevant HQs needs to be based on the recognition of the intention of each HQ, which is difficult to be done by predefining syntactic and semantic rules. We thus model the intention recognition problem as a text classification problem, and develop two techniques to improve a learning-based text classifier for the problem. The two techniques improve the classifier by location-based and area-based feature weightings, respectively. Experimental results show that, the two techniques can work together to significantly improve a Support Vector Machine classifier in both the recognition of HQ intentions and the retrieval of relevant HQs.

        Comparison between Possibilistic c-Means (PCM) and Artificial Neural Network (ANN) Classification Algorithms in Land use/ Land cover Classification

        There are several statistical classification algorithms available for land use/land cover classification. However, each has a certain bias or compromise. Some methods like the parallel piped approach in supervised classification, cannot classify continuous regions within a feature. On the other hand, while unsupervised classification method takes maximum advantage of spectral variability in an image, the maximally separable clusters in spectral space may not do much for our perception of important classes in a given study area. In this research, the output of an ANN algorithm was compared with the Possibilistic c-Means an improvement of the fuzzy c-Means on both moderate resolutions Landsat8 and a high resolution Formosat 2 images. The Formosat 2 image comes with an 8m spectral resolution on the multispectral data. This multispectral image data was resampled to 10m in order to maintain a uniform ratio of 1:3 against Landsat 8 image. Six classes were chosen for analysis including: Dense forest, eucalyptus, water, grassland, wheat and riverine sand. Using a standard false color composite (FCC), the six features reflected differently in the infrared region with wheat producing the brightest pixel values. Signature collection per class was therefore easily obtained for all classifications. The output of both ANN and FCM, were analyzed separately for accuracy and an error matrix generated to assess the quality and accuracy of the classification algorithms. When you compare the results of the two methods on a per-class-basis, ANN had a crisper output compared to PCM which yielded clusters with pixels especially on the moderate resolution Landsat 8 imagery.

        A Study on Perception of Librarian's Job Prospects

        The purpose of this study is to investigate awareness of librarian's job prospects, and to do this a survey was conducted with 502 college students in 14 Departments of Library and Information Science around Korea and 753 librarians in libraries and related agencies. The study results are as follows. First, satisfaction with educational curriculum was higher in students than librarians. Second, both students and librarians regarded workplace based practical training as employment requirements and also evaluated certifications and academic performance as important requirements. Third, both groups asked that information on employment rates be available in a timely manner, and perceived that the librarian's job prospects were not bright. Therefore, in order to improve employment of librarians, it will be necessary to establish a job information system, reorganize the current educational curriculum into a practice-oriented curriculum, and introduce the national curriculum statements (NCS)-based curriculum.

        Legal Deposit in the Sultanate of Oman: The Law of Printing and Publishing and its Role in Building Oman's Culture of Democracy

        Omani citizens participate in building the culture of democracy through the implementation of the legal deposit or the Law of Printing and Publishing. Legal deposit is the law that requires individuals and agencies who are responsible for printing and applying the law in Oman, whether they are publishers, printing houses or authors, to submit certain copies of their work or publications to a repository, usually a library. The present study aims to explore the reality of the Omani Law of Printing and Publishing and discover how the law defines the term "publications". In addition to the role of this law in building the Omani culture of democracy, the study uses an interpretive research paradigm of applied unstructured interviews and content analysis. Twenty-four printing houses were interviewed. The findings determined that definition of the term "publications", according to the law, is very general and covers different items, and the Law of Printing and Publishing plays an essential role in the building of Oman's culture of democracy. The study also found that all of the printing houses interviewed participated in creating the Omani culture by depositing the requested copies of their publications, although four of them had negative beliefs about the law of "Printing and Publishing". In addition, the study found (19=79.1%) of the sample interpreted the term "culture of democracy" in a positive way.
