        The Role of Operations Research/Systems Analysis in Defence Policy and Programming Decisions

        The very fact that so many of us are here to participate in this conference on Operations Research is an indicator of the importance we attach to this relatively new and still expanding field. All of us recognize that Operations Research techniques are especially useful tools in problem solving in business, Government and the military. A discussion of the role of Operations Research and the related field of Systems Analysis in national defense policy and programming decision processes seems especially appropriate at the opening session of this conference, As you know, Operations Research as an organized form of research first found application in the review of individual military weapons systems and their effectiveness just over forty years ago. From that relatively narrow beginning has evolved a discipline whose future exploitation and utility you will explore over the next several days. I plan to review very briefly the historical development of Operations Research and Systems Analysis as tools in the defense decision-making process. Then, I will give you an overview of their application to today's military and defense problem solving by discussing the use of these techniques at the headquarters level by the United States Navy, Obviously, in such a brief period, I cannot cover all applications, specific techniques, or all of the groups involved in such a complex process. A review of the historical development of Operations Research/Systems Analysts reveals that the use of the basic concepts of Operations Research is not new; it originated with the first attempts to use the scientific approach to solve problems. We are still seeking, through modern analysis, to answer the three questions posed by John Dewey in his examination of the problem solving process in 1910.'1 - What is the problem? - What are the alternatives? - Which alternative is best? As I noted earlier, Operations Research, as an organized form of research, began in Great Britain in the late 1930s with the review of individual weapons systems.

        Optimal Resource Allocation for Fleet Availability Management in Closed Queueing Network

        Interactions of major activities participating in fleet operations are investigated in the framework of a closed queueing network system with finite aircrafts assigned to it. An implementable algorithm is developed, which is useful for computing the distributions needed to evaluate the effects of the interactions on the fleet operations. The availability management program is focused on seeking an optimal resource allocation to multiple repair-shops to maximize the fleet availability subject to the budget constraint.

        Evaluation of an Efficient Approximation to Many-on-Many Stochastic Combats

        A time-varying nonhomogeneous poisson process approximation of the nonexponential stochastic Lanchester model is defined and evaluated over a range of combat parameters including initial force sizes. breakpoints. and interkilling random variables. The proposed approximation is far excellent and takes much less CPU time than the existing models. The sensitivity analysis was peformed to evaluate the efficiency of the proposed model and three recommended factors are suggested to guide the combat operators.

        Development of Distributed Interactive Stochastic Combat Simulation (DISCSIM) Model

        A number of combat simulation models are scattered and the analytic solution approaches have experienced very difficult computational efforts. Today´s computer communication technology let people to do many unrealistic things possible and the use of those technologies is becoming increasingly prevalent throughout the military operation. Both DIS and ADS are welled defined computer aided military simulations. This study discusses a simulation of stochastic combat network modeling through Internet space. We have developed two separate simulation models, one for clients and another for server, and validated for conducting studies with these models. The object-oriented design was necessary to define the system entities and their relationship, to partition functionality into system entities, and to transform functional metrics into realizations derived from system component behaviors. Heterogeneous forces for each side are assumed at any battle node. The time trajectories for mean number of survivors and combat history at each node, some important combat measures, and relative difference computations between models were made. We observe and may conclude that the differences exit and some of these are significant based on a limited number of experiments.

        EXPERT SYSTEM AND ITS PERSPECTIVE

        Expert systems are in an early evolutionary phase, but it already has significant impacts on business operations. More and more organizations are becoming interested in applying expert systems as solutions to their business problems. This paper describes how systems started, what is their current situation, and what are their application areas. It outlines what is expert system and how to develop an expert system. And it analyzes expert system shells and shows some current available expert system shells. Lastly, it concludes and predicts the main attributes of the future expert systems.

        Clustering Technique for Multivariate Data Analysis

        The multivariate analysis techniques of cluster analysis are examined in this article. The theory and applications of the techniques and computer software concerning these techniques are discussed and sample jobs are included. A hierarchical cluster analysis algorithm, available in the IMSL software package, is applied to a set of data extracted from a group of subjects for the purpose of partitioning a collection of 26 attributes of a weapon system into six clusters of superattributes. A nonhierarchical clustering procedure were applied to a collection of data of tanks considering of twenty-four observations of ten attributes of tanks. The cluster analysis shows that the tanks cluster somewhat naturally by nationality. The principal componant analysis and the discriminant analysis show that tank weight is the single most important discriminator among nationality although they are not shown in this article because of the space restriction. This is a part of thesis for master's degree in operations research.

        A Study on the Regression Models of Success and Failure of Tenders for Plant and Construction Exports

        This paper is to suggest strategic options for improving the export performance of the plant and construction industry. The overall objective of this study is to explore the feasibility of a sustained export performance in the plant and overseas construction industry by an analysis of its international competitiveness and technological competence. The empirical work of this study relates to a chosen sample of Korean and non-Korean firms in the plant and construction industry sector. Primary data was collected through a comprehensive questionnaire survey administered to plant and construction firms in twelve countries, including Korea. The actual number of firms for which full information at a sufficient level of disaggregation was obtained was 62, a response rate of 44.6%. Of these, 42 firms were drawn from Korean plant and construction firms and the remaining 20 firms from 11 other countries. The structure of responding firms by industry shows a total of 29 plant exporters and 33 construction firms. Data analysis was carried out using SPSS statistical technique such as Multiple Regression in order to examine the linear relationship among variables. The findings of the study indicate that export success and failure in plant and construction export markets is determined by firm size and by various qualitative variables. The high export volume (export success) of Plant and construction exporters is more strongly influenced by mutual economic cooperation and number of employees than by sales volume and competent knowledge of the plant and construction markets. It was also found that weak political and diplomatic relation between countries, low sales volume and lack of bid experience have an adverse effect and represent serious barriers to exports.

        Mathematical Programming Models for Establishing Dominance with Hierarchically Structured Attribute Tree

        This paper deals with the multiple attribute decision making problem when a decision maker incompletely articulates his/her preferences about the attribute weight and alternative value. Furthermore, we consider the attribute tree which is structured hierarchically. Techniques for establishing dominance with linear partial information are proposed in a hierarchically structured attribute tree. The linear additive value function under certainty is used in the model. The incompletely specified information constructs a feasible region of linear constraints and therefore the pairwise dominance relationship between alternatives leads to intractable non-linear programming. Hence, we propose solution techniques to handle this difficulty. Also, to handle the tree structure, we break down the attribute tree into sub-trees. Due to there cursive structure of the solution technique, the optimization results from sub-trees can be utilized in computing the value interval on the topmost attribute. The value intervals computed by the proposed solution techniques can be used to establishing the pairwise dominance relation between alternatives. In this paper, pairwise dominance relation will be represented as strict dominance and weak dominance, which ware already defined in earlier researches.

        An Application of a Hybrid Genetic Algorithm on Missile Interceptor Allocation Problem

        A hybrid Genetic Algorithm is applied to military resource allocation problem. Since military uses many resources in order to maximize its ability, optimization technique has been widely used for analysing resource allocation problem. However, most of the military resource allocation problems are too complicate to solve through the traditional operations research solution tools. Recent innovation in computer technology from the academy makes it possible to apply heuristic approach such as Genetic Algorithm(GA), Simulated Annealing(SA) and Tabu Search(TS) to combinatorial problems which were not addressed by previous operations research tools. In this study, a hybrid Genetic Algorithm which reinforces GA by applying local search algorithm is introduced in order to address military optimization problem. The computational result of hybrid Genetic Algorithm on Missile Interceptor Allocation problem demonstrates its efficiency by comparing its result with that of a simple Genetic Algorithm.

        A Least Squares Iterative Method For Solving Nonlinear Programming Problems With Equality Constraints

        This paper deals with an algorithm for solving nonlinear programming problems with equality constraints. Nonlinear programming problems are transformed into a square sums of nonlinear functions by the Lagrangian multiplier method. And an iteration method minimizing this square sums is suggested and then an algorithm is proposed. Also theoretical basis of the algorithm is presented.
