How to Reinforce the Regional Employment Agencies' Network : A Case Study for Future Direction

<P>The objective of this article is to examine the present status and networking issues among Korea's regional employment agencies in order to prepare for a future job crisis and weakened national competitiveness caused by pressure from a super-aged society and the expected fourth industrial revolution. The results are as follows. First, in addition to government departments and regional governments, many employment agencies in Busan are also part of this community such as the regional human resource development (HRD) committee, training institutions, industrial councils, management groups, schools, companies, and research centers. Second, many of the agencies participate in low-level networking, however, on a scale of networking intensity, as the intensity increases, the number of agencies participating decreases. Third, according to degree centrality and eigenvector centrality, Busan and the Busan Regional Job Center play a central role in regional employment. Fourth, the Busan HRD Committee, the vocational training institutions, and the employment service agencies act as facilitators.</P>
User Continuance Intention Towards Mobile Internet Service: The Case Of WiMAX in Korea :

<P>The usage of mobile Internet service has been on the rise as more people become to use mobile devices. WiMAX, a mobile Internet service, was first commercialized in Korea in 2006. However, after first six months, a number of users discontinued the service and switched to other Internet services. Because customer retention is important for the success of any business, this research examines the factors that affect the continued usage of mobile Internet service. A user of a mobile Internet service is both a user of technology and consumer of services. Therefore, to examine the continued usage of mobile Internet service, the authors combine the value adoption model, representing the service consumer perspective, with the information systems continuance model, representing the technology user perspective. The study is conducted in the context of WiMAX. The data was collected from 200 WiMAX users. The model developed in this study is a unique contribution to theory as it discusses the continued adoption of a commercial information system.</P>
Energy and Latency Efficient Access of Wireless XML Stream :

<P>In this article, we address the problem of delayed query processing raised by tree-based index structures in wireless broadcast environments, which increases the access time of mobile clients. We propose a novel distributed index structure and a clustering strategy for streaming XML data that enables energy and latencyefficient broadcasting of XML data. We first define the DIX node structure to implement a fully distributed index structure which contains the tag name, attributes, and text content of an element, as well as its corresponding indices. By exploiting the index information in the DIX node stream, a mobile client can access the stream with shorter latency. We also suggest a method of clustering DIX nodes in the stream, which can further enhance the performance of query processing in the mobile clients. Through extensive experiments, we demonstrate that our approach is effective for wireless broadcasting of XML data and outperforms the previous methods.</P>
Korea’s Strategies for ICT Standards Internationalisation : A Comparison with China’s

<P>Korea and China are among the rising challengers in the international ICT (Information Communication and Technology) standards regime. They are attempting to internationalize their home-grown technologies. As latecomers they share similarities and display differences. This paper examines two Korean cases (WIPI and WiBro), and compares with Chinese cases. Thereby it helps to conceptualize and evaluate latecomers’ strategies for international standardization. Comparison of the two countries’ strategies for international standardization is useful and timely particularly considering forthcoming FTA negotiations between the two countries where TBT (technical barriers to trade) including standards becomes a critical part of the agreement. The cases of the two countries share some commonalities in terms of origination (local R&D), government leadership and motivation (reduction of royalties). The main difference is that while Korea is oriented towards the outside, China is towards the inside, at least by now. Due to its huge domestic markets and global influence, China’s standards form a real threat to the incumbent standards from traditional players like US and EU.</P>
An Integrated Query Relaxation Approach Adopting Data Abstraction and Fuzzy Relation :

<P>This paper proposes a cooperative query answering approach that relaxes query conditions to provide approximate answers by utilizing similarity relationships between data values. The proposed fuzzy abstraction hierarchy (FAH) represents a similarity relationship based on the integrated notion of data abstraction and fuzzy relations. Based on FAH, the authors develop query relaxation operators like query generalization, approximation, and specialization of a value. Compared with existing approaches, FAH supports more effective information retrieval by processing various kinds of cooperative queries through elaborate relaxation control and providing ranked query results according to fitness scores. Moreover, FAH reduces maintenance cost by decreasing the number of similarity relationships to be managed.</P>

<P>To assure new services attain a certain level of quality, services should be developed and tested systematically like products or software. In practice, this is rarely the case, especially in regards to the testing of service concepts due to appropriate solutions, processes, and methodology seem to be missing. In this paper, the authors propose an approach to how service testing can be realized in practice and present supporting processes, methods, and technologies for testing services in laboratory environments.</P>

<P>This study surveyed mobile users in the United States and Korea to determine the key differences between the two countries. Survey questions, developed in two languages, were presented in each country to explore the influences of informativeness, entertainment, interactivity, and availability on mobile user dimensions. The study design methods were based on the revision of a uses and gratifications approach, and a relational model of antecedents and consequences was tested with a structural equation modeling approach. Mobile Internet service uses and gratifications were analyzed cross-nationally in a comparative fashion focusing on the differences in the composition of motives in the two countries. Based on the results of this study, practical implications for marketing strategies in mobile service markets and theoretical implications for cross-country studies are recommended accordingly.</P>
Cell Segmentation in Phase Contrast Microscopy by Constrained Optimization

<P>Utilization of automatic cell segmentation process is difficult to identify in a cell due to halo and shade-off distortions when observing the phase contrast microscopy images. Therefore, it is an important step to restore artifact-free images made ready for segmentation process. The main focus of this paper is to define a gradient projection algorithm to restore images based on the minimization problem of quadratic objective function with non-negative constraints. The proposed algorithm converges to a global minimum solution independent on initialization. The experimental result shows that the proposed algorithm can restore artifact-free images, which could produce high quality segmentation results using a simple thresholding method.</P>
