The current local laws states that not only should the head of a local assembly and local government be constituted or elected by the direct election of the residents, but also should be composed of two opposing agencies of a local government and assembly, not as a parliamentary system. Korea lacks experience in local self-government, and the financial affairs of a local government relies on national grants and the national subsidy making it a poor circumstance for a head of local government to realize one"s Eigenverantwortlichkeit and Allzustadigkeit.<BR> The Japanese renovation of power decentralization by the Law for Power Decentralization can be said as reduction and alleviation of central government"s involvement in local governments. The details of major actions of the renovation include abolition of government delegated business, establishment of local business and court delegated business, abolition and reduction of central government"s involvement in the basic local governments like doh, bou. hyun, establishment of regulations for central government"s involvements in local affairs and establishment of arbitration procedures to handle disputes between the central and local governments. In addition, applicable laws for reconstruction of placement regulations. abolition of local officer system, reestablishment of relations between doh, bou, hyun and shi, jung chon communities and rationalization of adjustment of government subsidized money were legislated. For adjustments of local administration systems, establishment of special model city, merges of shi, jung. chon, and activation of local parliaments were also implemented.<BR> As stated, Japan has made a major restructuring in the entire area of the local government system for the first time in 50 years with the renovation of power decentralization based on Laws for Power Decentralization and changed the prospects of local government systems.<BR> Korea has a short history of 10 years since it started local government system and it is the time to insure substantiality of true decentralization of power as it has established election systems for the head of the local government and representatives of the local parliament.
