학술연구 : 공동체문화 형성을 위한 작은도서관 운영 모형

공공도서관이 불특정 다수를 위해 체계적으로 준비된 정보서비스를 제공하고 있다면 작은도서관은 지역 공동체를 대상으로 필요에 의해 만들어가는 서비스를 제공한다. 이러한 점에서 작은도서관은 그 운영 방식이나 서비스에서 공공도서관과 차별화가 필요하다. 본 연구는 최근 급속하게 증가하고 있는 작은도서관의 설립과 운영 모형에 관하여 지방자치단체별 운영 사례를 조사하여 작은도서관 운영 유형을 도출하고, 아울러 지역 공동체로 운영되는 작은도서관의 모습을 시설, 자료, 운영자, 자원활동가, 이용자 등 사례를 통하여 공동체문화를 형성하는 공간으로 작은도서관 운영을 위한 제언을 제시하였다. A small library has been providing to make the special program services needed for the local community while public library has been providing well systemized library and information services for unknown people. In this point the small library should need specialized management system and information services differ from public libraries. This study investigated a model of establishment and management of small libraries supporting by local governments for the managerial model of a small library. This study suggests some solutions for the small library as a culture space formatting culture community through the view of small libraries operating by a community such as a buildings, materials, managers, volunteers, users.

독서프로그램의 기획

도서관이 많이 생겼다. 공공도서관은 물론 ``걸어서 10분`` 이라는 슬로건에 어울리게 작은 도서관도 숫자 면으로는 부족하지 않다. 그렇다면 이에 비례해 독서인구도 늘어났는가 묻는다면 누구도 자신 있게 대답할 수 없을 것이다. 부족한 예산과 한정된 인원으로 어떻게 해야 도서관을 알차게 운영할 수 있을 것인가, 또 높아지는 이용자의 욕구를 어떤 프로그램으로 채워야 하는가 현장에서 직접 진행하며 반응이 좋았던 프로그램을 알아보고 실질적으로 맞닥뜨리게 될 여러 어려움을 짚어본다. 외국 도서관의 프로그램이 정적이며 긴 호흡을 자랑하는데 반해 우리는 활동적이며 결과물을 얻는 데에 치중되어 있다. 도서관 프로그램은 그 지역의 특성을 살린 실험적인 프로그램이어야 한다. 학교가 아닌 이상 누구나 강사가 될 수 있고 이용자들은 자기가 좋아하는 분야의 전문가가 되어 다른 이용자를 교육시킬 수 있도록 유도해야 한다. 또 도서관은 추억의 공간으로 남겨져야 한다. 시설을 새것으로 바꾸고 흔적을 지우는 것이 아니라 오랜 역사와 전통을 이어가도록 관리해야 한다. 기억에 남는 도서관이 되려면 고유한 스토리텔링이 있어야 한다. 도서관 건물의 특정이나 설립하면서 쌓은 에피소드, 지역 이야기 등을 이용자와 함께 만들어 나가야 한다. 도서관 마다 하나의 주제를 갖고 특성화 하며 프로그램을 운영한다면 이용자들이 더욱 즐겁게 책을 접할 수 있을 것이다. 훌륭한 강사는 먼 곳에서 힘들게 찾을 필요가 없다. 이용자 중에 전문가가 많다. 지역과 호흡하며 함께 할 인재를 찾는 것 또한 사서선생님들의 중요한 일이다. Currently, public libraries increase. In addition, small-sized libraries are also increasing under the policy of “having a library within 10 minutes on foot.” Nevertheless, we are unsure of the number of reading population. This paper examines how to run libraries with insufficient budget and limited staffing and how to fulfill library visitors’ needs. Furthermore, this study describes exemplary programs in practices and diagnoses the challenges that librarians may face. Whereas library programs have long histories in developed countries, Korean counterparts focus mainly on visible outcomes. Library programs should be innovative and responsive to local characteristics. In this sense, anyone is able to share various knowledge with other community members because the teaching qualification for instructors is not rigid. Additionally, libraries should provide visitors with memories. Tradition should be respected rather than deleting stories through renovating old facilities. Memorable libraries embrace unique storytelling like episodes related to library buildings and share community folk tales with local visitors. Moreover, when each library is specialized on a theme, people can meet books in joyful mode. It is not difficult to find instructors because library visitors can be professionals in their own fields. Librarians are responsible for discovering instructors who can share stories with their community.

학술연구 : 프랑스 도서관을 중심으로 살펴 본 도서관의 미래

이 글은 본인이 프랑스에 5년 6개월을 살면서 프랑스의 도서관에 깊은 관심을 가지고, 보고, 듣고, 이용하면서 느낀 점을 서술하였다. 국내에서 도서관 관리자로 지내다 프랑스에서는 도서관 이용자의 입장에서의 관리자와 이용자 사이를 오가며 예리한 눈으로 프랑스 도서관들을 보았음을 알린다. 이 글이 우리나라 도서관에 관심 있는 많은 분들께 조금이라도 안목을 넓히는 계기가 되길 바란다. This article shows some observations on the libraries in France, while paying deep attention to the French libraries by watching, listening to, and using libraries during my stay in France for five years and six months. In Korea, my main job was a manager in several libraries, however in France I put myself into user and watcher of French libraries. I observed the system and operation of French libraries from the balanced perspectives of user and manager. I hope that this paper would give good opportunities to people who have interests in the development of Korean libraries.

평생학습사회 거점공간으로서의 작은도서관

도서관은 평생교육 또는 평생학습사회에 있어서 중요한 기능과 역할을 수행한다. 특히 작은도서관은 생활공간의 편의성과 접근성으로 또 주민밀착형 생활공간으로 평생학습 프로그램 제공자로서 나름의 역할과 기능을 수행해 왔다. 앞으로 평생학습사회를 실현하려면 거점공간과 창의적인 다양한 프로그램이 무엇보다 요구된다. 그런데 최근 우리 사회에 수적으로 팽창해져 있는 작은도서관을 활용하면 평생학습사회를 실현하는데 유용한 자원으로 활용될 것이다. 작은도서관은 그 성격과 특성상 다양하고 창의적인 프로그램이 생성되고 유통되기에 지역사회의 평생학습 프로그램을 확대 재생산할 수 있는 유용한 거점 공간으로 활용될 수 있기 때문이다. 전국에 산재해 있는 작은도서관 5,000여개가 학습동아리와 독서동아리 모임을 운영하고 활성화되어진다면 작은도서관의 수만큼 다양하고 특색 있는 평생학습 프로그램이 운영될 수 있다. 따라서 작은도서관을 평생학습 사회의 거점공간으로 활용하기 위해 제도적으로 마련되어져야 할 필요성이 요구된다. Libraries play important roles in life-long education or life-long learning communities. In particular, small libraries have been fulfilling their functions as life-long learning program providers as well as serving as community-based living spaces with convenience and good accessibility. For implementation of life-long learning communities, the libraries need to provide a variety of creative programs and be core spaces in their communities. Small libraries, which have greatly increased in number, can be helpful for realizing the life-long learning community as useful resources. Since small libraries have been generating and distributing a variety of creative programs based on their characteristics and features, they can be used as strategic and useful points to expand and reproduce the life-long learning programs in a community. If the approximately 5,000 small libraries distributed throughout Korea could operate and activate learning and reading clubs, as many unique life-long learning programs can be implemented. Accordingly, the institutional system needs to be established to utilize small libraries as the strategic point for the life-long learning community.

공공도서관의 커뮤니티 거점 역할-맨발동무도서관을 중심으로-

이 연구는 공공도서관의 커뮤니티 거점 역할을 부산시 북구 화명2동에 위치한 맨발동무도서관을 통해 살펴본 것이다. 커뮤니티 거점은 지역주민의 지역사회 참여활동을 지원하고 지역공동체를 강화하는 것으로 공공도서관이 본질적으로 수행해야하는 역할이다. 10년간 공공도서관이 지역구성원과 지역사회를 연결해 온 활동을 참여관찰과 개별면담 방식으로 조사해 우리나라 공공도서관의 커뮤니티 거점 역할 확대에 시사하는 바를 도출하였다. This research aimed to examine how public libraries reflect its local conditions and play a crucial role in building local society with communication. The main object of case study is the Manbaldongmu public library in Hwamyeong 2-dong, one of active movement communities in Busan, the second largest city in South Korea. This study looks at the role of public library with a three-dimensional perspective: social communication; culture; education; information. Each consists of ten-questions` analysis framework.

시각장애인을 위한 디지털도서관의 설계 및 구현

최근 종래의 전통적 도서관은 정보통신기술의 발달로 인하여 새로운 형태의 디지털도서관으로 변모하고 있다. 그러나 장애인의 접근성이나 사용성은 디지털도서관 구축에서 고려되고 있지 않아 관련 연구가 필요한 실정이다. 이 연구에서는 기존의 디지털도서관 기술에서 장애인의 접근성 및 사용성의 분석을 통하여 앞으로 구축될 필요가 있는 디지털도서관의 모습을 설계하고 제안하였다. 웹을 이용한 접근성은 이미 다수 연구가 되어 상당수 논의가 진척되었다. 때문에 본 논문에서는 최근 주목 받고 있는 스마트폰 모바일 기기를 이용하여 물리적인 접근성을 개선하도록 하였고 이를 디지털도서관의 중요한 설계요소로 적용하였다. 이를 통하여 도서관을 이용하려는 장애인들의 도서관 이용불안과 문제를 해소하고자 하였다. 또한 스마트 환경의 장점을 활용하여, 도서관에 익숙하지 않은 사람, 도서관 이용에 불편을 겪는 사람들의 도서관 이용을 극대화하여 문화발전에 이바지하였다. In recent years, traditional library through the development of information and communication technology has transformed as digital library of new form. However, the accessibility and usability of persons with disabilities are not being considered as the elements of a digital library. In this thesis, analyze the accessibility and usability of persons with disabilities from existing digital library technology, and propose the appearance of enhanced digital library. There are already many research result for web accessibility and its improves. Therefore, in this thesis, using smartphone mobile devices to improve the physical accessibility. And the use of the smartphone is significant design points of digital library. By doing so, I suggest the ways to solve the problem of the blind who want use the library. In addition, take advantage of the smart environment, people are not familiar with the library, the library used to suffer the inconvenience of people to maximize the use of the library was contribute to the development of culture.

학술연구 : 학교도서관 개방에 대한 학교도서관 담당자의 인식 연구

본 연구의 목적은 학교도서관 담당자들의 학교도서관 개방에 대한 인식도를 조사하여, 향후 학교도서관이 지역사회 주민에게 정보·문화 서비스를 제공하고, 지역사회 학습·문화 공간으로 활용될 수 있는 바람직한 방향을 모색해 보는데 있다. 이를 위하여 G광역시교육청 국공립 초·중학교 학교도서관 담당자를 대상으로 학교도서관 개방에 대한 인식도, 학교도서관 개방했을 때 운영상의 어려움, 기대되는 효과, 개방의 필요성, 선결 과제에 대해 조사 분석하였다. 본 연구에서는 수집된 자료를 분석하기 위해 SPSS for Windows version 14.0을 이용하여 빈도분석, 교차분석, T-검정, 분산분석(ANOVA)을 실시하였다. The purpose of this study is to survey the awareness of school library staff about school libraries opening, to provide the local residents with informational and cultural service, and to find desirable ways for using school libraries as a place of leaning & culture. For the purpose, a research was carried out from school library staff of National and Public elementary and middle schools in G Metropolitan City. The research was about awareness for school libraries opening, difficulties in managing, expected effects, necessities of the opening, and first-priority tasks. Above questionnaires are surveyed and analyzed. For analyzing collected data, Frequency Analysis, Crosstabs, T-Test, and ANOVA were implemented using SPSS for Windows version 14.0.

2013년 공공도서관 평가지표와 작은도서관 평가 -서울시 작은도서관 평가점검표를 중심으로-

2013년 공공도서관 평가지표를 바탕으로 평가 내용과 방법 그리고 개선방향에 대한 제안과 2013년 서울시 작은도서관 평가 점검표와 평가 결과를 통해 그동안 이뤄진 작은도서관 실태조사방법과의 차별성을 살피고 서울시 작은도서관들의 현실을 진단해본다. 또한 작은도서관이 공공도서관으로서 어떻게 자리매김하는 것이 좋을지 방향성을 모색해본다. This study was to analyze the 2013 Korean Public Library Operation Assessment criteria and suggest improvements on it. It also diagnosed small-sized community libraries in Seoul based on the 2013 Seoul Small Library Operation Assessment criteria, distinguished from the previous assessment systems. Additionally, the current study yielded implications for publicly funding the development of community libraries.

지식 : 도서관(圖書館)에서 저작물이용(著作物利用)과 저작권(著作權)에 관한 연구(硏究) -도서관보상김제도(圖書館補償金制度)를 중심(中心)으로

본 논문은 도서관에서 저작물 이용과 저작권에 관한 연구(도서관보상금 제도를 중심으로)라는 주제로 2007년 8월 경희대학교 국제법무대학원 지적재산권학과 석사학위 졸업논문으로 제출한 것을 일부 수정하였다. 제1장에서는 연구의 방법과 목적을 기술하였고, 제2장에서 제4장까지는 본 연구의 주요내용인 도서관에서의 저작물 이용과 관련한 외국의 입법 사례와 정보서비스에 따른 저작권법상의 쟁점사항을 연구하였다. 국내 저작권법상 도서관과 관련된 조항의 입법과정을 기술함과 동시에 2004년부터 시행되고 있는 도서관보상금 제도에 관한 법 해석을 실시하고 약정체결과 원문DB 이용에 따른 각종 자료를 분석하였다. 결론에 해당하는 제5장에서는 도서관과 권리자간 상호 공존할 수 있는 합법적이고 효율적인 저작물 이용 방안에 대한 제언으로 마무리하였다.

도서관 빅데이터 활용을 위한 분석 플랫폼 구축 및 서비스 방안 - “도서관 빅데이터 분석 활용 체계 구축” 사례를 중심으로 -

최근 차세대 키워드인 빅데이터의 활용은 도서관 분야에서도 이용자의 다양한 니즈를 만족시킬 수 있을 것으로 기대하고 있다. 따라서 도서관에서 발생되는 방대한 양의 데이터를 좀 더 효과적으로 관리하고 이에 기반한 다양한 서비스를 제시할 필요가 있다. 그러기 위해서는 빅데이터의 기술을 파악하고 정보를 축적해서 분석할 수 있는 기반 플랫폼이 제공되어야 한다. 이에 본고에서는 도서관 분야에서 활용가능한 빅데이터 기술을 살펴보고 국내외 도서관 분야 빅데이터 활용 사례를 분석하여 도서관 빅데이터 활용을 위한 분석 플랫폼 구축과 서비스 방안을 제시하고자 한다. 제시한 방안은 현재 문화체육관광부의 지원을 받아 한국과학기술정보연구원에서 수행중인 "도서관 빅데이터 분석 활용 체계 구축" 사업을 사례로 살펴보았다. Recently, the application of big data that is the next generation keyword is expected to be able to satisfy the diverse needs of users in the library field. Therefore, it is necessary to more efficiently manage the vast amount of data generated in a library. This requires the big data platform to analyse and accumulate the library data based on element technology of the big data. The purpose of this paper will be to analyze the big data technologies and best practices in the library field, and presents an analysis platform to build and service plans.
