        Since human beings have lived in small tribes or cities, they have always contacted with exteriors or groups. They also have given influence to other groups and been influenced by them. A lot of small and large groups have constituted and disappeared through those processes. Human history has been unification and amalgamation process socially, and military conquer and invasion history. Change of nation foreign policy gives important influence on its defense policy. Especially, the foreign policy of the past was developed based on military Power. Therefore, if the foreign policy that made without considering defense policy or defense policy did not fit in with foreign policy, war was occurred and nation's sovereignty was lost. Considering the relation between Korean major foreign and defense policies of the past, both the relation between Kogurue and Sue and Korue and Yoe was a reasonable foreign and defense policy. However, the relation between Chosun and Yoejin was a failed case. A desirable relation between foreign and defense policy should give an answer on "Our nation security can defend by ourselves." The most important matter that the ROK(Republic of Korea) must deals with in the 21st century is to improve Korea's security capabilities and guarantee nation's survivability, prosperity, and unification through providing against the current North Korea's threat and uncertainty future situations. Under new global system. the self-defense capability for nation security is absolutely needed for nation security and preparing the new international circumstances. The ROK'S defense policy has to be changed from the North Korean oriented policy to the friendly coordination concept with countries around the Korean peninsula. The military size also be changed to fit with this concept and the unit must restructured from quantity to technical and information centered unit.

        현재 우리가 살고 있는 현실에서 가장 중요한 것을 꼽는다면 미래의 삶을 위한 준비 제 2의 인생을 준비하는 것이라고 말하는 것에 아니라고 대답하는 사람들은 없을 것이다. 누구에게나 장년기를 지나 노년기가 오게 마련이다. 지금의 노인들은 우리나라의 눈부신 경제성장을 이끌었던 주역들이나 그 당시의 법과 제도가 미래를 위한 삶에 대한 준비에 아직 눈 뜨지 못해 극히 소수인 공적연금수혜자를 제외하고는 딱히 노후를 위한 안정적인 삶의 경제적 방편을 마련하지 못했던 것이 현실이다. 또한 앞으로 인간의 평균수명은 점차적으로 늘어나고 있으며 이에 비해 출산율은 계속적으로 줄어들어 노인인구는 나날이 증가하고 있는 추세이다. 고령화 사회란 전체 인구 중에서 노인인구가 차지하는 비율이 7%를 상회하면 고령화 사회에 속한다고 UN의 분류기준에서 정한바 있다. 그래서 우리나라 노인인구의 비율은 2000년에 7.2%로 이미 고령화 사회에 포함되었으며 2018년에는 14.3%로 고령사회로, 2026년까지는 20.8%를 상회할 것으로 예측하여 초고령사회가 될 것이다. 특히 우리나라 노인인구의 고령화는 급속하게 진행하고 있어 앞으로의 고령화 사회에서의 노인문제가 더욱 심각해질 것으로 예상된다. 따라서 노인복지정책에 대한 새로운 접근방식으로 보완 발전된 정책을 수립하지 않게되면 현실적으로 더 심각한 사회문제로서 국가 및 국민들에게 반드시 해결해야할 사회적 이슈 및 문제로 야기될 것으로 판단된다. 본 연구는 한국의 노인복지정책의 현황과 문제점을 고찰하여 큰 범주에서의 노인소득보장, 노인의료보장, 노인사회복지서비스 측면을 중심으로 노인복지정책의 발전을 위한 정책적인 대안을 제시하고 정책의 방향성을 갖도록 하는데 있어 이번 연구의 목적이 있다. 이러한 연구목적을 효과적으로 달성하기 위해 문헌조사를 통한 연구자료분석과 노인복지관련 단행본을 통해 이론적 배경에 대한 연구를 기본적으로 실시하였다. 또한 노인복지정책에 대한 중요하고 핵심적인 개념은 노인복지관련 연구서적 및 선행연구자들의 국내 학위논문, 정책보고서, 국가통계포털의 통계자료를 활용하였으며 노인복지와 관련된 최근 정보수집을 위해 관련 인터넷 홈페이지에 접속하여 자료를 확인하여 이번 연구의 범위를 설정하였다. 일단 초고령화시대에 대비하여 우리나라가 안고 있는 노인복지와 관련한 당면한 문제점을 파악하고 선진국 노인복지정책들의 시사점을 확인하여 우리나라 정책과 비교 및 분석함으로써 현재 한국노인복지정책을 보완할 정책들의 방향성을 제시하고자 하였다. 본 연구논문의 주요 내용을 살펴보면 다음과 같다. 제 1장에서는 이번 연구를 하게 된 연구목적 과 연구범위 및 방법에 대해 기술하였다. 제 2장에서는 연구의 이론적 배경이 되는 고령화 사회 및 노인복지의 이해를 돕기 위해 고령화 사회와 노인복지의 필요성에 관한 주요 학자들의 견해를 알아보고 이번 논문에서 언급하는 고령화 사회와 노인복지의 기준이 되는 개념을 정립하였고 또한 현실적으로 닥쳐온 노인복지의 위기를 극복하기 위해 노인복지정책 개혁의 필요성을 기술하였다. 그리고 우리보다 먼저 노인복지정책을 시행하고 있었던 주요 선진국의 노인복지정책 사례를 알아보고 선진국의 사례가 주는 교훈 및 시사점을 도출해 보았다. 마지막으로 연구의 분석틀을 설정하기 위하여 연구에 대한 중심을 유지하도록 주요 연구요소를 선정하여 기술하였다. 제 3장에서는 한국 노인복지정책 현황을 제시하고 그에 따른 문제점을 분석하기 위해 현재까지의 노인복지정책 발전과정과 노인복지예산 사용 현황을 알아보았고 노인복지 정책 중 현재 주요하게 시행하고 있는 소득보장정책, 의료보장정책, 사회복지서비스정책에 대해 확인하였으며 정책 시행간 발생할 수 있는 문제점을 도출하여 기술하였다. 제 4장에서는 앞에서 확인된 현황과 자료를 기초로 큰 틀에서의 노인복지정책의 개선 방향을 제시하였고 노인복지 정책 중 노인복지정책 예산, 소득보장정책, 의료보장정책과 기타 사회서비스정책에 대해 개선해야할 부분들에 대한 정책적 방향을 제시하였다. 제 5장에서는 결론으로 위에서 고찰한 내용들을 요약하여 정리해 보고 본 연구의 시사점과 향후 추가 연구방향에 대해 제시하였다. 현재 우리나라가 추진하고 있는 노인복지정책에 대해 고찰해본 결과 고령화시대에서 노인문제는 단순히 노인들 개개인의 문제점만은 아니다. 세상에 어느 누구라도 노화는 피해갈수 없고 인생의 황혼기인 노년기는 반드시 찾아오게 된다. 그래서 개인의 노력으로는 절대 해결할 수 없고 적극적으로 중앙정부와 지방자치단체가 나서서 문제를 해결해야 한다. 그러기 위해서는 추가적으로 필요한 사회보장제도의 정비가 반드시 필요하며 그에 따라 법과 제도라는 장치가 선행하여 마련되어야 할 것이다. If one were to decide what the most important thing in his or her life is at the moment, hardly anyone would be able to disagree with: preparing for a better future, a chance to change the way of life. Everyone ages eventually into senescence. Those who have entered their late stage of life used to be the main driver of our economy. But the regulations and policies that were in place in the past could hardly prepare them for the stable future. Consequently, except for the few beneficiaries of public pension, most of the population have not been able to financially prepare for old age. In addition, while the average life expectancy has been gradually increasing, the birth rate has been falling, leading to an aging population. An "aging society" as defined by the classification criteria of the United Nations is that which more than 7 percent of the total population is over 65 years of age. Korea has already been listed as an "aging society" in 2000, with the senior population reaching 7.2 percent of the total population. Korea is expected to become an "aged society" by 2018, with the senile population surpassing 14.3 percent, and a "super-aged society" by 2026, with the senile population reaching 20.8 percent. As the world's fastest aging society, the problems of aging population are expected to worsen in the future. It is thus essential that new approaches to providing social welfare for the elderly are devised and put in place, if the social issues of aging population are to be avoided. Otherwise, the people and the country will face even worse situations leading to serious social problems. This study examines the current status and issues of Korea's senior welfare programs, focusing on the subjects of income security, medical security, and social welfare services, with the purpose of providing policy suggestions for senior welfare policies. In order to accomplish this purpose effectively, theoretical research based on literature review was used as a research method. The important core concepts of the welfare policy of the elderly were the monographs related to the welfare of the elderly, the domestic dissertations of the previous researchers, the policy report, and the statistical data of the national statistical portal. In order to collect the latest information related to the elderly welfare, when we checked the data, we confirmed the scope of research by the previous researchers and selected the scope of this study. The purpose of this study is to present the direction of policies that complement the present welfare policies of the elderly in Korea. The main content of this research paper is as follows. The first chapter presented the introduction to the issue of filing and research purposes and the scope and methodology of the problem. In Chapter 2, the theoretical background of the study described the concepts of the aging society and the elderly welfare and the necessity for reform of the elderly welfare policy, and to learn about the trends in the welfare polices of the developed countries and the analysis framework for the research. In Chapter 3, we have analyzed the issues of the elderly welfare budget, the current state of the elderly welfare policy, the income guarantee policy, the health care policy, and the social services policies that are currently being implemented by the government. In addition, based on the current status and data identified, the Chapter 4 presented the development direction of the elderly welfare policy in a larger framework. The needs to improve the elderly welfare policy, the senior income security, health care and other social services are highlighted. The Chapter 5 summarized and concluded the above-mentioned content. The implications of the study and the direction of future research were presented. After examining the senior welfare policies implemented in Korea, what can be learned from this research is that the problem of aging society is not a personal matter but a social one. Therefore, the issue can only be solved with the help of the central government and local community. The implementation of laws and policies aimed at providing additional support for establishing a social security system is a prerequisite to solving the issue at hand.

        Climate change response policy has so much impact on its severity, resoluteness and transmission if it relies on hastily implemented policy system. The world has been irreversibly affected by climate change, which has been causing negative impacts on many regions. Therefore, the analysis of climate change response policy is necessary to solve the global challenges seriously threatening all the creatures and livelihood in the world. This study has a purpose to be aware of this problem and to look into current climate change response policy. The direction of national policy toward climate change is relaxation and adjustment, which could be helpful to reduce the risks of climate change. In this study, the impacts of the governance on climate change response policy were analyzed. Especially, the factors affecting cooperative governance in the central government, between central and local governments, and between public and private sectors were set as ① policy adjustment system, ② policy linkage, ③ relation with the public, and how each factor affects climate change response policy depending on the governance was examined. As a result of analysis, firstly regarding climate change policy adjustment system, although the Presidential Committee on Green Growth, which was established under direct control of the president in the beginning of 2009, externally looks like it is powerful, it has weak policy adjustment system to makes people have interests or be cooperative since it is not playing a critical and ultimate role. Secondly, in terms of the policy linkage, both of central and local governments had weak points. This is because it lacks of a strong transmission system that efficiently solves policy linkage between central and local governments or cooperation between ministries and offices. Thirdly, the reason might be the weak cooperative governance toward climate change response policy. This can be solved by expanding campaigns against climate change after organizing cooperative networks regarding climate change responses between the government and civilians and by expanding civil movements to cope with the climate change. Thus, the cooperative Green Governance gives an strong impact on climate change response policy since it makes civilians participate in it who could influence people and promotes the policy based on establishment of effective policy adjustment system and policy linkage.

      • 다문화가정 지원정책 개선방안 연구

        The study is intended to seek the methods to improve the support policies for multicultural families by comprehending the currently adopted laws and rules for the support and the policies of the government and local governments and analyzing the problems, which are especially focused on support & delivery, operational, financial and personnel aspects. As a result, the purposes to seek which support policies for multicultural families have to be improved by the government and local primary authorizes may be summarized as follows. First of all, the current laws and systems suggest the principles that marriage emigrants enter, exit and acquire the nationality and what they could benefit as a national from the society. The Act on Treatment of Foreigners Residing in the Republic of Korea and the Multicltural Families Support Act, however, restrict the subjects to be protected as ones who legally reside; the latter act also excludes foreign workers, North Korean migrants and foreign students as the subject to be protected. It is desirable that the act, as the primary act to demonstrate the attitude of our society, should be revised to contain the definition, scope and supports for the excluded by expanding the subjects to be protected and proclaiming the security of human rights, cultural diversity and the significance of social integration. In addition, the newly revised Act on Regulation of Marriage Brokerage Agency should be able to secure the enforcement personnel against the agencies, which have showed illegal acts, resulting in damages thus far, inter-departmental cooperation and international cooperative system. Next, the social integration program mastering should be mandated and the programs should be improved. Finally and more importantly, to benefit from such improving acts and systems, the law-supportive rescue system should be followed. To promote the efficient policies of multicultural families on the part of the government, a new department should be established by integrating works relating to them, which are presently scattered in order that the policies can be generally and systematically performed and then, once the government sets out the directions, the local authorities should be able to establish and promote the policies reflecting the local features in detail. As long as the cooperative system is established, the wasted budget owing to duplicate services can be reduced, subsequently improving the efficiency of service. For the improvement alternatives of local authorities, firstly in the aspect of operation, it is true that communication related services such as integrated operation for supporting the multi-cultural families, civil affairs office, provision of customized program by the former nationality and more information are not enough and that social life support services such as multilateral employment support, medical service promotion and mother care service, which are intended to support fostering and school life, and social adaptation are insufficient, so the improvements should focus on the above-mentioned problems. However, even though policies are reinforced and services are improved, it will be more important that the society warmly care and consider them. Therefore, it is suggested that we should respect the diversity, improve the recognition to the multicultural families through multicultural education that is necessary to maintain the coexisting and harmonized society, and educate the natives about the families in order to improve the recognition. Meanwhile, regarding the financial aspect, it will be important to support them in proportion to the number of family members and differentiate the support by city or rural life. Finally, regarding the field of personnel, it will be necessary to develop the professional with the expertise on the families and the education systematically.

        Recently, thanks to the medical development and the improvement of a living standeard, the average life apan became extened, so the preportion that the aged's population took up in the total population has gradually increased. The population aging is one of pressing issues that every nation in the world is confronted with in the 21st centry. As people's average life-span widens due to the improvement of the health medical services as well as the overall livingcondition, and fewer babies are born or dead, the absolute number of old population increase. On the contrary, as the nuclear family system is being more established in line with the industrialization had urbanization of our society, people's sense of support of their older parents is being faded away. Therefore, such problems involving the old population as poverty, diseases and sense of alienation are required to be solved not by individual families but some comprehensive social welfare programs. In particular, old people's of poverty and health are most essential ones which should first be improved. At any time in the past, these problems were always featured as national priorities. These problems has been also increased, and so that, the problem of aged is now recognized as the most interesting one among the fields of social welfare. Today, the social welfare policy for aged in Korea is more that a complementary measure for the total policies of the old people's population. In the respect, we should approach and recognize the problem in the view point of not only the layer of present aged people but also the one of next generation. The policy for the aged, therefore, should be established. synthetically in order not to be a temporary counter-measure for sustaining the hungry men's life, but to make their needs satisfied in their total life, with supporting them in the various fields of the spiritual, and cultural sides, as well as economical one. Presupposing the above problems, this thesis consists with six chapter including preface and conclusion. To summarize it ; As a theoretical approach, first of all, I survey the concept of the welfare of the aged and the background of the problemetic through data and theories. Basing one the theory, I study the reality of welfare of the aged, and investigate in Korea. With this, I tried to find the problems of the welfare of the aged that I could not overlook here. Through the process, I tried to establish the fundamental improving direction of the old people's welfare policy in Korea. I should say it is here that there is a core of this study. Studies on the welfare of the aged must be lasted and inquired without stopping, for this is the most serious problem in modern society. It could be said that this study is the humble attempt to encounter with it.

      • 노인복지 정책의 발전방안에 관한 연구 : 곡성군을 중심으로

        As of 2003, our country has already become an aging society. In 2019, it is expected that the population of the aged will increase more; 14.4% of the total population. Due to rapid increase of the aged population, the problems involved in the aged should be considered as the ones to be solved by all the members of our society. Therefore, the federal government and local governments should seek for more confirming plans for the improvement of the welfare policy of the aged. This study examined the current welfare policy of the aged by bibliographical research. In particular, this study identified the present condition of the policy and its problems of Gokseong county in the Jeolla provinces with the high indices of aging, and using the results, presented plans for improvement. Moreover, as aging of the rural areas has something to do with the community itself, all of us should pay more attention to it. Various problems the aged face include: poor income, high medical expenses for treatment of senile or chronic diseases, isolation from society, conflict with society and loss of roles in their society. The government has provided welfare policies related to the guaranty of income, medical care and residence, but it is not enough to satisfy the demands of the current society. This study referred the present policies of the following three foreign countries: England, the U.S.A. and Japan, in order to improve oui policy. First, in the aspect of income guaranty, national pension should be reinforced. And pension for the aged and financial support should be expanded to make a substantial contribution to the guaranty of income. More dynamic policy should be developed for expansion of employment opportunities for the aged. Second, in the guaranty of medical care, more flexible insurance policy for the aged should be developed. For the chronic diseases with high occurrence rate to the aged, an improved insurance policy is necessary, which is different from the existing policies. And non-accessibility in the support of medical expenses is considered as one of the problems in the current policy and should be renovated; for example, in making medical insurance cards, different forms of the cards should be prevented to mitigate the feeling of isolation the aged have. To the aged, visiting to too many medical institutions is bothering and to assist medical finances, a policy should be developed to provide a differentiated system of medical fee. Third, in the guaranty of residence, the policy should consider the conditions of health and financial status of the aged. And then, through financial and political supports, welfare facilities for the aged should be expanded. Fourth, in the aspect of social welfare service, the range of the beneficiaries should be expanded to provide much broader service and more professional programs should be developed, considering the desires of the aged. All of us should consider welfare for the aged as our duty: the government, business, social organizations should cooperate for its improvement and productive aged life.

        Last 11th Sep, 2001, Twin Tower(World Trade Center) and Pentagon in U. S. A were attacked by air plane of terrorist and as many as several hundred thousand victims had happened. Like this nowadays the world is charged almost everyday with all forms of terrorism, and yet such terrorism has existed as a political and social phenomenon ever since history of human beings was described in the old testament. It's been a long time historically when so-called terrorism phenomenon started, and the term, terror or terrorism, stems from the horrible ruling of Jacobin Party right the French Revolution. But today terrorism has been expanded as a useful method to get rid of an enemy or an antagonist on the most part of politic, economics, societies and religions. Moreover, it commits to the non-connected people over the world recently, so it makes difficult for the human beings to live without a danger of terrorism. Therefore, it is a kind of problem in which all the nations must cooperate together to tackle such as a nuclear war, trespass on the civil right, the population problem, environmental pollution, starvation, a disease and so on. I scrutinized relevant unopened information data released by the Agency for National Security Planning and the office of Police, trying to apply the documentary method based on academic data about international terrorism as well as my own career in counter-terrorism mission to this paper. This paper consists of six chapters. Six chapters are as follows : First chapter : Introduction, Second : General reflection on terrorism, Third : Traits and movement of terrorism, Fourth : International threat of terrorism and Counter-Terrorism Policy of U. S. A, Fifth : Threat of terrorism in Korean peninsula and its development direction of Counter-Terrorism Policy, Sixth : Conclusion. As stated above, the characteristics of the post Cold War can be condensed into (1) decrease in the Left Terrorism (2) steady increase in Nationalism and Separatism (3) world-wide expansion of Regional Terrorism (4) increasing Terrors against Foreigners (5) continuance of Terrorism for gaining power in domestic politics (6) advent of Post-Nationalism Terrorism. Then how's probability of terrorism in korean situation? In the light of unitary race in Korean society, and generosity of religious groups, terrors related t o racialism and separatism are not likely to take place in South Korea. Nevertheless the likelihood of terror is not low. As is generally known, despite world-wide post Cold War, confrontation of South versus North Korea still remains active. The result of analysis and research suggests that it be required to reinforce Counter-Terrorism policy in this post Cold War. For this, Counter-Terrorism policy must include preparation, prevention, operation, jurisdiction, education and international cooperation. On the premise of above viewpoint, Counter-Terrorism policy plans are follows : (1) formulation of Counter-Terrorism principles (2) establishment of simplified Counter-Terrorism department (3) supplement of fundamental laws and regulations related t o Counter-Terrorism. The methods t o reinforce operational executive capability of military task forces are as follows : (1) development of Counter-Terrorism doctrine (2) advancement of Counter-Terrorism educational exercise system (3) strengthening Counter-Terrorism equipment (4) establishment of the integrated combat management system of Counter-Terrorism.

      • 성공적인 노후에 대한 인식이 노후대책 및 은퇴태도에 미치는 영향 : 조선업 근로자를 대상으로

        ABSTRACT The Effect Recognition of Successful Aging on Old Age Planning and Attitude toward Retirement -Focusing on Shipbuilding Workers- Moon, Hyung Kwon Adviser : Prof. Park, Hwie Seo, Ph.D. Department of National Defence Policy Graduate School of Policy, Chosun University The average life expectancy of humans continues to be affected by the development of medicine, improved eating habits, and rapid economic growth. In this social environment change, it is meaningful to grasp the effect of degree of preparation level of oldage and perception level of successful old age on retirement measures and retirement attitude. In particular, the shipbuilding industry has become increasingly anxious about the future due to the pressure from the recession and retirement due to the recession, and the stable economic life is getting harder due to the decrease of the wage income. At this point, we studied the changes in the level of successful retirement awareness, retirement measures, and retirement attitude for shipbuilding workers, and provided basic research data on the preparation of retirement workers for shipbuilding workers with suggestions on policy implications for the preparation of retirement. This study was conducted to analyze the data from 263 out of 300 questionnaires distributed between April 9th to April 27th, 2018 to A shipyard workers in Geoje area of ​​yeongnam province. The collected data were analyzed using SPSSWIN 23 statistical program, reliability analysis, correlation analysis and regression analysis were used. The results of this study are as follows: First, according to the demographic characteristics of the survey subjects, high school graduates was the highest from the educational level; married was the highest from relationship status; and 2-3 million Won was the highest monthly income from the current job. The longest duration of current job tenure was between one to three years and the longest years of total work experience was 10 years. Secondly, we used successful perception of retirement as a single dimension variable. In retirement measures, we classified them into 5 factors of physical measures, activity measures, post measures, emotional measures and housing measures. Retirement attitude was measured by retirement expectation and the willingness to participate in economic activity. Third, the effects of successful perceptions of retirement on retirement measures and retirement attitudes have shown that successful retirement perceptions have influenced retirement measures and retirement attitudes. Fourth, among the demographic characteristics, there was a statistically significant positive correlation between the degree of successful retirement recognition, retirement measures, and retirement attitude according to age, education, marital status, monthly average income, tenure and job experience. Fifth, although the income level was decreased for 10 months, the perception of successful retirement was very high, whereas the retirement measures and retirement attitude were lower than the retirement perception. The results suggest the following. First, in order to improve the preparation of old workers for the aging workers, it would be more effective to increase the aging measures than the programs to raise the recognition level of successful aging. Second, the application of the retirement program to improve the retirement measures of shipbuilding workers is urgent and important. Third, it is necessary to develop a service program for re - employment to shipbuilding workers who have more frequent turnover and re - employment than other industries. Fourth, it is necessary to develop a flexible operating policy for pensioners in shipbuilding workers who have difficulty in economic measures for aging due to unstable labor income. The results of this study are as follows. First, the scope of the study was restricted to the subcontractor workers of Geoje Island A shipyard in the depressionperiod. Therefore, in the future study, we propose to study the shipbuilding workers in the boom period and compare them with each other. Second, it would be meaningful to study the comparison between shipbuilding workers and certain regional workers. Third, it is necessary to compare the effect of a retirement program before and after its implementation. Fourth, more research on the components of retirement attitude affecting retirement preparation is needed. . If the study is complementary to thelimitations of this study, it can be used as a basic data to improve the quality of retirement measures and retirement preparation of shipbuilding workers key word (주제어 )........................................................................................ - Ole age recognition - Old age Measures - retirement attitude - shipbuilding workers 의학이 발달하고 식생활이 개선 및 급격한 경제성장 등의 영향을 받아 인간의 평균 수명은 계속 연장되고 있다. 이러한 사회적 환경변화에서는 노후에 대한 준비 수준 정도 및 성공적 노후에 대한 인식 수준이 노후대책과 은퇴태도에 미치는 영향을 파악해 보는 것은 의미가 있다 하겠다. 특히 최근 조선업은 불황에 따른 이직과 퇴직의 압박으로 미래에 대한 불안감이 고조되고, 임금 수입의 감소로 인하여 안정적인 경제생활이 어려워지고 있다. 이러한 시점에서 조선업 근로자들에 대한 성공적 노후인식의 수준과 노후대책과 은퇴태도에 어떠한 변화가 있는지를 연구하여 조선업 근로자들의 노후 준비에 기초연구 자료를 제공하고 조선업 근로자들의 노후 준비에 필요한 정책적 시사점을 제시하자 한다. 본 연구는 실증조사를 위하여 경남 거제 지역이 A 조선소 근로자들을 대상으로 2018년 4월9일부터 27일 까지 설문지 300부를 배포하여 최종 263부를 분석 자료로 사용하였다. 수집된 자료는 SPSSWIN 23 통계프로그램을 이용하여 분석하였고, 신뢰도분석과 상관분석과 회귀분석을 사용하였다. 본 논문에서 여러 가지 연구문제를 연구한 결과는 다음과 같다. 첫째, 조사대상의 인구통계학적 특성에 따른 연구결과 최종학력은 고등학교 졸업이 가장 많았고, 결혼 유무에서는 결혼이, 현 직장에서의 월 평균 소득은 200만원~ 300만원이 가장 높았고, 현 직장에서의 현 직장 근속 기간은 1년 이상~3년 미만이 가장 많았다. 총 직무 경력은 10년 이상이 가장 많았다. 둘째, 성공적 노후인식을 단일 차원의 변수로 사용했고, 노후대책에 있어서는 신체대책과 활동대책과 사후대책과 정서대책과 주거대책의 5가지 요인으로 분류 하여 연구했으며, 은퇴태도는 퇴직 후 기대감, 퇴직 후 경제활동의지 2가지 요인으로 분류 하였다. 셋째, 성공적인 노후인식이 노후대책과 은퇴 태도에 미치는 영향을 연구 분석한 결과 성공적 노후인식이 노후대책과 은퇴태도에 영향을 미쳤다. 넷째, 인구통계학적 특성 중에서 연령과 학력과 결혼 유무와 월 평균 소득과 근속 기간 및 직무 경력에 따른 성공적인 노후인식과 노후대책과 은퇴태도에 있어서 각각의 수준차이는 통계적으로 유의한 정(+)의 관계가 있었다. 다섯째, 소득수준이 10개월 동안 감소 상태에 있었음에도 성공적 노후인식 수준이 매우 높게 나타났으며, 이에 비해 노후대책과 은퇴태도는 노후인식보다 수준이 낮게 나타났다. 결과를 통한 제안은 다음과 같다. 첫째, 조선업 근로자의 노후 준비를 높이기 위해서는 성공적 노후인식 수준을 높이는 프로그램 보다 노후대책을 높이는 프로그램이 더 효과적일 것이다. 둘째, 조선업 근로자들의 노후대책을 높이는 퇴직프로그램의 적용이 시급하고 중요하다고 판단된다. 셋째, 다른 업종에 비해 이직과 재취업이 잦은 조선업 근로자들에게는 재취업에의 적용 프로그램의 서비스 개발이 필요하다고 판단된다. 넷째, 근로수입 불안정으로 노후의 경제적 대책에 어려움이 있는 조선업 근로자들에게 연금에 대한 탄력적 운영 정책 개발이 필요하다고 판단된다. 본 연구의 결과, 이에 대한 후속 연구를 위한 제안은 다음과 같다. 첫째, 본 연구의 조사대상자들은 불황기에 있는 거제도 A 조선소 하청업체 근로자로 연구의 범위를 한정하였기에 추후 연구에서는 호황기에의 조선업 근로자에 대한 연구를 진행하여 서로 비교 연구하는 것을 제안 한다. 둘째, 조선업 근로자들과 일정지역의 근로자 조합을 비교 검토하는 연구도 의의가 있을 것이다. 셋째, 퇴직 프로그램을 실시하여 실시전과 비교하여 어느 정도 효과가 있는지에 대한 연구가 이루어 져야 할 것이다. 넷째, 은퇴준비에 영향을 미치는 은퇴태도의 구성요소에 대한 연구가 더 필요하다고 판단된다. . 본 연구가 안고 있는 한계점을 보완하여 후속연구가 진행된다면 조선업 근로자들의 노후대책 및 은퇴 준비를 하는데 질적 향상을 위한 기초자료로 활용할 수 있을 것이다. 주제어 (key word)........................................................................................ 노후에 대한 인식- Ole age recognition 노후에 대한 대책- Old age Measures 은퇴태도- retirement attitude 조선업 근로자- shipbuilding workers

Namely, the Life quality is increasing and Average Life extending by the income's increasing and Medical technology development. On the other hand, the over 65 aged person rate more higher in total population by the Birth ratio reduction. This is a result of industrialism rightly. Our society has the aged phenomenon of population rapidly by the continuous economic growth, industrialism and capitalism. The Industrialism is connecting to change of social system and polity and also, one's values. As a result, The aged person's problem is serious social problem. The aged phenomenon makes the solitary, loss of role, poverty and disease to aged person. And also, It makes the medicalexpense increase, annuity drain, labor manpower reduction, social welfare service object and expense increase in society. As a result, We will preparing the solution of above the problems positively with changed recognition about aged person's treatment. Therefore, We will preparing usable plan and system for wellbeing life of aged person with enough social care and aged manpower using in society. It is necessary thing for social expense reduction and social security in the future. In this study, First, I will researching the Japan, America, United Kingdom's employment policy and program. those were experienced about aged phenomenon of population and aged person's problem in aged society. Second, I will researching the aged person's employment policy and problem in Korea. Third, I will suggesting the improvement plan of aged person's employment through researching of political improvement plan, legal and systemic improvement plan, program of employment promotion improvement plan and recognition change about aged person's adoption a profession.

        국문초록 일반적으로, 직업을 갖고 있다는 것은 수입을 보장받고, 생계를 유지할 수 있다는 것을 의미한다. 이것이 우리가 노동을 하는 이유이며, 직업자체가 한 개인이 속한 사회속에서 가치를 평가받고, 사회구성원으로서 책임과 역할을 담당하고 있다는 사회적인시과 깊은 연관이 있기 때문이다. 그러나, 중증장애인 한 개인이 직업을 통한 사회활동에 제한을 갖고 있다면 그 개인이 갖는 고유한 인격 그 자체가 사회속에서 평가절하되고, 소외를 경험하게 된다. 따라서 이러한 사회에 만연되 차별과 불평등의 문제는 국가의 정책적대응이 필요하며, 정책수립시 그 당사자의 의견을 충분히 수렴하여야 할 것이다. 특히 국민의 고용보장과 관련되 중증장애인의 고용활성화방안은 국가가 적극적이고, 체계적으로 중․장기 대책을 수립해 나아가야 할 것이다. 그러므로 본 논문은 사회적지위가 약하여 노동의 권리를 마음껏 발산하지 못하고 있는 중증장애인들이 직업을 갖는 것에 대한 국가의 올바른 정책수립과 제도적구조 모순타파에 이바지 하고자 한다.
