서울시 서초구의 클러스터경쟁력 분석에 관한 연구: 양재 R&D 클러스터 조성을 중심으로

This study focused on the competitiveness analysis of industrial cluster using econometric method and competency analysis method to measure the situation of Seocho-gu industrial cluster and Yangjae R&D cluster at Seoul. The econometric method used the data such as the number of firms, the number of employee, GRDP. The competency analysis method measured the level of agglomeration of cluster for years through LQ(Location quotient) index. In addition, the characteristics and structure of each industry in Secho-gu and Yangjae-dong R&D cluster. The circumstance of location and business, the competency of potential ability of industries were analysed by SWOT. In sum, this study has the following conclusion. First, Seocho-gu and Yangjae-dong region has an advantage in the circumstance for R&D related industry and man power. Second, Seocho-gu and Yangjae-dong region has a good potential for development in R&D related industries. These region has a good relationship the four major R&D related industry of Seoul. Third, these region also has a advantage in the potential development of R&D related researchers in the corresponding industries. 서울시 서초구 산업클러스터 경쟁력을 분석하기 위해 계량분석과 역량분석을 실시하였다. 사업체수, 종사자수, GRDP 추계(전국, 서울시, 서초구, 양재동) 등 주요 산업경제지표를 계량분석하였고 LQ지수를 통한 클러스터 집적도를 연도별로 분석하였다. 서초구와 양재동 R&D 클러스터의 산업별 특징을 분석하였고 R&D 관련 산업구조 분석을 하였다. 그리고 입지여건, 비즈니스 여건, 산업잠재력의 역량을 SWOT 분석하였다. 연구분석한 자료를 종합적으로 분석하여 보면 다음과 같은 결론을 제시할 수 있다. 서초구 및 양재지역은 국내 최고의 R&D 클러스터의 인프라와 산업발전 역량을 보유하고 있는 것으로 분석되었다. 첫째, 서초와 양재지역은 R&D 관련 산업과 인력인프라가 매우 우수한 것으로 분석되었다. 둘째, R&D 관련 산업의 발전 잠재력 분석에서도 우수한 것으로 분석결과로 나타났다. 이는 서울시 4대전략산업의 R&D 관련 산업과도 가치사슬로 잘 연계되어 있다. 서초구 및 양재지역은 국내 최고의 R&D 클러스터의 인프라와 산업발전 역량을 보유하고 있다. 셋째, R&D 관련 산업 연구자수 발전잠재력 분석에서도 양재지역이 우수한 것으로 나타났다.

지역산업육성에 관한 연구: 세종특별자치시 첨단수송기기부품 산업을 중심으로

세종시는 출범 직후 지역산업육성 기반이 부족한 가운데 다른 지역과 같이 지역산업육성 정책을 투입하였다. 대표 주력산업인 첨단수송기기부품 산업 기업지원서비스 사업 지원 성과 분석 결과 고용, 매출은 성장하고 있으나 수혜기업은 관련 산업의 집적도는 낮은 것으로 인식하고 있다. 첨단수송기기부품 산업은 세종시 자체적으로는 대표성이 있으나 다른 지역과의 경쟁우위에선 떨어진다고 볼 수 있다. 첨단수송기기부품 산업 육성을 위해 산업이 일정 규모를 형성하기까지 기술개발, 마케팅 등의 직접 지원 정책 투입 외에도 지역산업생태계 구축을 위한 지속적인 인프라 조성이 필요하다. Immediately after its launch, Sejong City had no basis to encourage local industries, but like other regions, it implemented policies to encourage local industries. Employment and sales are growing, but beneficiary companies recognize that the concentration of related industries is low as a result of analyzing the performance of supporting the high-tech transport equipment parts industry. The high-tech transport equipment parts industry is representative of Sejong City itself, but it can be seen as being inferior in competitive advantage with other regions. In addition to the introduction of direct support policies such as technology development and marketing, it is necessary to continuously create infrastructure to build a local industrial ecosystem until the industry forms a certain size to foster the high-tech transport equipment parts industry.

뿌리산업 집적지 활성화 방안에 관한 연구

국내 뿌리산업은 주력산업 경쟁력을 좌우하며, 신산업 창출의 뒷받침이 되는 역할을 하고 있다. 그럼에도 불구하고, 디지털·친환경 모빌리티로의 전환에 따른 뿌리기술 적용부품의 감소와 기술 혁신을 통한 선진국 견제 및 범용 기계·장비분야의 중국 추격 등 국가 간 뿌리산업 기술경쟁이 격화되고 있다. 또한 자동차·조선 등 수출 제조업의 경영 악화에 따른 수익성 악화, 만성적 구인난 등으로 인해 뿌리기업의 성장 정체가 장기화 되어가고 있다. 지금까지 ‘뿌리산업 특화단지’를 지정하고 지원하여 뿌리기업의 경쟁력 및 생존성 강화를 위한 집적화 촉진과 업종 특화를 통한 지역 주력산업과의 연계 및 수요 창출, 단일 기업이 대응하기 어려운 공동인프라·혁신활동 지원으로 지원 효과 극대화 및 효율성 제고를 위해 많은 노력이 투입 되었다. 하지만 그 효과는 동일 업종 집적화를 통한 에너지, 물류 비용 절감 등의 성과에 치중되어 있어, 향후 ‘뿌리산업 특화단지’의 확대를 위해서는 정책 및 지원사업의 변화가 요구되고 있다. 이에 본 연구에서는 뿌리산업의 입지 및 산업생태계 분석을 통해 뿌리산업 집적지 활성화 방안을 모색해보았다. 그 결과 뿌리산업 집적화 활성화를 위해 정책적으로는 동일업종의 집적을 중시하는 특화단지 개념의 확장, 뿌리산업 특화단지의 클러스터화를 위한 협의체 구성, 뿌리기업간 네트워크형 협력 강화 등이 필요하고, 특화단지 특성에 맞춘 지원사업 모델 개발, 지원 대상 및 방식의 다각화 등이 필요한 것으로 도출되었다. Domestic Ppuri-industries influence the competitiveness of major industries and supporting the creation of new industries. Nevertheless, technology competition in Ppuri-industries between nations is intensifying, such as the decrease in parts applied with Ppuri-technology due to the mobility transition to digital and eco-friendly, the containment of advanced countries through technological innovation, and the pursuit of China in the field of general-purpose machinery and equipment. In addition, growth stagnation at Ppuri-companies is prolonging due to deterioration in profitability due to worsening management of export manufacturing industries such as automobiles and Korea, and chronic shortages of job openings. Until now, a lot of efforts have been made to maximize support effects and improve efficiency by designating and supporting “Ppuri-industry specialized complex” to strengthen the competitiveness and viability of Ppuri-companies, creating connections and demand with local major industries through industry specialization, and supporting joint infra-structure and innovation activities. However, the effect is focused on the reduction of energy and distribution costs by spatial integration the same industry, and changes in policies and support projects are required for the expansion of “Ppuri-industry specialized complex” in the future. In this research, I tried to find a plan to revitalize the Ppuri-industry cluster through analysis of the location of the Ppuri-industry and the industrial ecosystem. As a result, it is necessary to expand the concept of specialized complexes that emphasize the same industry, form a consultative body for clustering root industries, strengthen network-type cooperation among root companies, develop a support business model that matches the characteristics of each type of the industry specialized complexes, and diversify support targets and methods.

지식산업센터 활성화를 위한 입주기업 정책 지원 실태 및 수요 분석

최근 지식산업센터는 중소기업의 핵심적인 입주공간으로 부상하고 있다. 이 논문의 목적은 지식산업센터 입주기업 대상의 정책 지원 실태 및 정책 수요를 분석하고 지식산업센터 활성화를 위한 정책적 개선점을 도출하는 것이다. 그 결과는 다음과 같다. 첫째, 정책 지원 측면에서 입주기업의 수요는 세제감면, 마케팅 및 회계 금융지원, 규제완화와 같은 기업지원서비스 부문에서 높게 나타났다. 둘째, 시설 지원 측면에서 병원·보건지소 등의 의료시설을 포함한 복지시설과 주차장과 같은 공공지원시설 수요가 높게 도출되었다. 셋째, 지식산업센터 입주기업 네트워크 활성화 지원 측면에서는 입주기업 간 정보공유를 위한 정책적 지원이 가장 필요하며, 향후 추가적인 입주기업 간 연계·협력 수단 확충이 필요하다. Recently, The Knowledge Industry Center (the Center or KIC) has emerged as a key site for SMEs. This article aims to analyse the status of policy support for and policy demand from tenant enterprises in the Center and to draw out policy improvements that are designed to revitalise the Center. The results are as follows: First, in terms of policy support, the demand was high for corporate support services such as tax reduction, financial aid for marketing and accounting, and deregulation. Second, regarding facility support, there was a high demand for welfare facilities - including medical facilities such as hospitals and health centres - as well as public facilities such as parking lots. Third, in terms of strengthening enterprise networks in the Center, while policy support that can facilitate information sharing among enterprises is most needed, additional means to broaden the linkage and cooperation among enterprises are also needed for the future.

지역별 바이오산업의 성장 유형 분석

이 연구의 목적은 시도별 바이오산업의 현황을 분석하고 성장 유형을 구분하는 데 있다. 첫째 우리나라 지역별 바이오산업의 2000년과 2020년 현황을 비교해 분석하였다. 바이오기업 수, 종사자 수, 유형자산, 부가가치 생산액 및 노동생산성 등을 분석한 결과, 경기도, 충북, 충남 지역의 산업 규모가 크게 나타났다. 한편 대기업의 대규모 자본 투자를 받은 인천의 유형자산과 생산성 향상이 크게 두드러졌다. 둘째, 바이오산업 부가가치 생산액을 기준으로 2000∼2020년간 변이할당 분석을 시행한 결과, 성장지역은 인천을 비롯해 7개, 성장둔화지역은 서울, 강원 등 7개 시도가 나타났고 열위 지역으로 울산과 경남이 도출되었다. 셋째, IPA 분석기법을 이용하여 바이오산업의 현황 중 노동생산성 변량 지표와 변이할당 분석의 지역 할당 효과를 교차 분석한 결과, 총 4개 유형이 도출되었다. The purpose of this study is to analyze the current status of the bio-industry by province and to classify the growth characteristics. Firstly, the biggest and most significant concentration of bio industry is found in Gyeonggi-do, Chungbuk, and Chungnam and Incheon. Secondly, 7 provinces of growing areas, 7 provinces of slowing growth areas, and 2 provinces of declining areas were found by shift share analysis. Thirdly, importance-performance analysis using the regional share effect and labor productivity derived 4 types of growth characteristics.

한국 의료기기산업 발전에서 제도적 환경과의 관계 고찰

이 논문은 제도적 환경과 의료기기산업의 발전과의 관계를 고찰하는데 목적이 있다. 이를 위해, 건강보험제도를 중심으로 의료기기산업은 어떠한 상호작용 과정을 거치며 발전하였는지를 살펴보았다. 그 결과는 다음과 같다. 첫째, 게임의 룰을 제공해주는 건강보험제도와 관련된 제도적 여건은 급여와 비급여로 구분되는 의료기기제품 유형에 따라 병원의 수익창출 구조에 영향을 주며 이는 다시 의료기기산업 부문별 발전에 영향을 미친다는 점이다. 둘째, 의료기기산업 부문별로 의료서비스기관의 형태에 따른 교섭력 여부가 차별적으로 나타났다는 점이다. 즉, 의료서비스 기관이 병·의원급, 대형병원급에 따라 의료기기 기업과 구매 기관의 교섭력에 영향을 미친다는 점이다. 이는 의료서비스기관에서 제품에 대한 친밀성이 부문별 성장에도 영향을 미칠 수 있다는 점이다. 셋째, 제품 간 경쟁구도와 관련된 시장진입 구조이다. 의료서비스 소비자인 국민 혹은 환자는 의료기관과의 일방적 관계에서 상호적 관계로 변화되는 흐름도 산업 부문별 성장에 영향을 줄 수 있다. The purpose of this paper is to examine the relationship between the institutional environment and the development of the medical device industry. To this end, we examined how the medical device industry developed through the process of interaction, focusing on the health insurance system. The results are as follows. First, the institutional conditions related to the health insurance system that provide rules of the game affect the hospital’s profit-generating structure according to the type of medical device product divided into salary and non-payment, which in turn affects the development of the medical device industry sector. Second, the medical device industry sector showed discriminatory bargaining power according to the type of medical service institution. In other words, medical service institutions affect the bargaining power of medical device companies and purchasing institutions depending on the level of hospitals, clinics, and large hospitals. This is that intimacy with products in medical service institutions can also affect growth by sector. Third, it is a market entry structure related to the competitive structure between products. The trend of changing from a one-sided relationship with medical institutions to a mutual relationship between the public and patients, who are consumers of medical services, can also affect the growth of each industry sector.

지역혁신사업 추진지역의 산업 클러스터 형성여건과 정책적 함의

이 논문은 우리나라 산업 클러스터 형성여건을 파악하고 정책적 함의를 도출하는데 목적이 있다. 이를 위하여 지역혁신사업 추진 주체들을 대상으로 지역의 클러스터 형성수준을 조사한 설문조사 결과를 활용하였다. 그 결과 수도권과 비수도권, 대도시와 중소도시 간에는 클러스터 형성여건과 발전단계가 상이하다. 집적 등 기반조성기 요인들은 양호하나 형성기 요인들인 전략산업별 연구자, 벤처기업과 대기업 관계, 경영, 금융 및 마케팅 등 기업지원기관 및 분리신설기업 등은 취약한 것으로 나타났다. 따라서 발전된 지역과 저 발전된 지역을 구분하고 지역의 여건과 발전단계에 맞는 다양한 사업을 개발하여 추진할 필요가 있다. 수도권과 지방간의 균형발전이 중요한 현 시점에서 지역혁신사업의 입지는 형평성 보다는 효율성, 분산 보다는 집적, 백화점식 보다는 지역의 특화를 고려하여 선정 추진하는 것이 필요하다. 발전된 지역은 지역내 균형발전 방향, 저 발전된 지역은 지역내 선택과 집중 방향으로 추진할 필요가 있다.

미래 풍력발전산업의 집적지육성을 위한 녹산클러스터 발전방향

현재 풍력에너지는 세계적으로 가장 급격하게 관심이 집중되고 있는 에너지원으로 평가되고 있다. 이러한 환경의 변화와 신재생에너지에의 집중된 관심은 보다 추진력을 얻으며 풍력발전관련 산업체들에 힘을 실어주고 있다. 부산의 녹산 풍력클러스터는 풍력발전기의 요소부품을 생산하는데 있어 주요한 기업체들이 몰려있으며, 과거 몇 년간 세계적인 관심에 편승하여 산업입지가 높아지고 있지만, 이에 반해 관심은 여전히 제한적이었다. 본 논문은 서구에서 이루어지고 있는 풍력발전산업에서 최근까지 이루어졌던 주관심 이슈에 대해 조사하고자 한다. 또한 녹산 풍력클러스터의 현황과 보다 효과적인 집적지를 구성하기 위한 향후 계획에 대한 제안을 하고자 한다.

클러스터의 네트워크 구조와 개별기업의 R&D 투자 - 지식교류 및 경쟁강도가 R&D 투자에 미치는 영향을 중심으로 -

This paper analyzes the effects of networking and competition on individual companies' R&D investment, focusing on pharmaceuticals, PCB (Printed Circuit Board), and auto parts sectors. Data were obtained through a survey on firms operating in Seoul, Incheon, and Gyung-gi metropolitan area. The estimation results suggest the networking with other actors in the clusters tends to increase R&D investments of individual firm's. But competition in a cluster tend to reduce individual firm's R&D investment. These results suggest the public policy promoting networking in a cluster could induce private firms' R&D investments and, therefore, should be maintained.

원주의료기기산업 클러스터의 형성과정에 관한 연구

Wonju Medical Equipment Industry, despite of its short history, poor sales and weak manpower and so on, have shown remarkable outcomes in a relatively short period. At the end of 2007, totally 79 enterprises (only 4.6% of whole enterprises in Korea) made 10% of the nationwide production and 15% of the nationwide exports with an annual average growth rate of 66.7%, contributing domestic medical equipment industry tremendously. In addition, many leading medical equipment enterprises in various fields already moved or plan to move to Wonju, accelerating Wonju Medical Equipment Cluster. Wonju Medical Equipment Industry Cluster now enters into the growth stage, getting out of the initial business setup stage. Especially, the nomination of Wonju cluster project from the government accelerates networking (e.g. the development of the universal parts, the establishment of the mutual collaboration model among enterprises, and the mutual marketing), making a rapid growth in Wonju Medical Equipment Industry. Wonju Medical Equipment Industry Cluster revealed positive outcomes despite of the weakness in investment size and infra-structure comparing with the other medical industry cluster in the advanced country, while many domestic enterprises pursued their own growth models and thus failed to promote the international competitive power. Wonju Medical Equipment Industry has been developed rapidly. However, there are many challenging problems to support enterprises: small R&D investment and thus weak technology power, difficulties in recruiting R&D engineers, and poor marketing capabilities, financial infrastructure & policies, and network architecture. In order to develop a world-competitive medical equipment industry cluster at Wonju, the complement of infrastructures, the technology innovation, the mutual marketing, and the network expansion to support enterprises are further required. Wonju' s experiences in developing medical equipment industry so far suggest that our own flexible cluster model considering the industry structure and maturity for different regions should be developed, and specific action plans from the local and central governments based on their systematic strategies for industry development should be implemented in order to build world-competitive industry clusters in Korea.
