The Study on a Policy Named “Giving Police Favored Treatment” in China

In China, a policy named “giving police favored treatment”, means that public security organs with the guidance of relevant laws, principles and policies, according to the changing social situation, actively create conditions to provide police officers with preferential measures, good conditions and favorable treatment better than the general executive staff of other governmental parts. The policy is not only an important principle of the construction of the police force, but also a necessary part of the police political work, which is closely related to the overall situation and the construction of the police force. In the new historical period, public security organs are facing more serious domestic and international situation and arduous tasks. Police officers are ready to face tests of life and death; they will be likely to sacrifice at any time. However, due to various factors, the policy named “giving police favored treatment” can not be carried out smoothly to a certain extent because of the lack of a strong operation mechanism. If this problem cannot be solved well for a long time, fighting capacity of police force will be seriously weakened, thus the entire police work is affected. Therefore, how to make effective policies to implement the policy is becoming a necessary and imperative task for police organs especially their leaders at all levels. First of all, this article indicates the specific contents and the role of the policy, and discuss that its role cannot be replaced by any other management tools on enhancing the management level the fighting capacity of police force. The following is to further analyze the main problems in process of implementing the policy, namely, the political treatment of police officers is lower than other government departments staff; legitimate interests of law enforcement are often violated; health care, insurance, and pension are under funded; normal rest time can not be guaranteed, as affects the physical and mental health of police officers seriously. This article focuses on putting forward to a series of concrete measures to implement the policy on right way, including establishing a separate police functions series to ease police political treatment; preventing the police power of law enforcement from violating; quickening the step of law system construction and so on. In a word, the purpose of this article is to strengthen the research on the policy as to further enhance the enthusiasm of police officers and improve efficiency and fighting capacity of police force.

In this paper, CoCrFeNiMo0.2particles reinforced titanium matrix composites were prepared by hot pressing sintering in thevacuum, and the volume fraction of CoCrFeNiMo0.2particles was 7%. The microstructure of the composites was analyzed byX-ray diffraction, scanning electron microscope and electron probe, and the micro-mechanical properties of the compositeswere studied by nano indentation technology. Based on the combination of experimental research and numerical simulation,the deformation process and damage behavior of the composites were studied. The tensile strength of the compositeswas 689 MPa, and the strain at break was 12.2%. The damage behavior and stress–strain curve of the composites in thein-situ tensile process were compared with the simulation process to verify the accuracy of the modeling results. Throughthe analysis of the simulation results, it is found that the particles bear a larger load than the matrix during the deformationprocess. When the composites reach the peak stress, the average stress on the particles is about 580 MPa, the average stresson the interface is about 620 MPa, and the average stress on the matrix is about 446 MPa.

In this paper, we investigate the sampling theorem for frame in multiwavelet subspaces. By the frame satisfying some special conditions, we obtain its dual frame with explicit expression. Then,we give an equivalent condition for the sampling theorem to hold in multiwavelet subspaces. Finally, a sufficient condition under which the sampling theorem holds is established. Some typical examples illustrate our results.

GH3536 nickel-based superalloy was prepared using selective laser melting (SLM) to study its hot deformation behavior,microstructure evolution, and recrystallization mechanism during hot compression. GH3536 superalloy was hot compressedby a Gleeble-3800 hot simulation testing machine. The compression temperature was 900℃~1050℃, and the strain rate was0.01s− 1~10s− 1. The results show that the deformation conditions will significantly affect the flow stress, dislocation density,and the development of grain boundary and subgrains boundary. The dynamic recrystallization (DRX) mechanism is alsoeasily affected by the deformation conditions and different deformation regions. The alloy has experienced work hardening(WH), dynamic recovery (DRV), and DRX in hot deformation and finally entered the steady-state rheological stage. Thedynamic softening effect is more evident at a low strain rate. The temperature will strongly affect the migration of dislocationsand limit the transformation from LAGB to HAGB, thus affecting the formation of grain boundaries and finally affectingthe DRX mechanism. It is found that DRX is not a single process, and discontinuous dynamic recrystallization (DDRX)and continuous dynamic recrystallization (CDRX) exist at the same time. DDRX is the primary nucleation mechanismcharacterized by grain boundary expansion. CDRX is an auxiliary nucleation mechanism characterized by gradual rotationof subgrains, and CDRX is easier to activate at low temperatures.

Application of Gray System Model on Quantified Forecast for General Aviation Accidents

This paper uses gray system on the quantified forecast for general aviation accidents. The gray system forecast model is constructed for forecasting the general aviation accidents. The error between the forecast result of the constructed model and the factual value is only about 3%. This paper proves that the method has the merits of high forecast precision, easily applicable, and instructive sense on the forecast and control for the general aviation accidents.

2016년 전체 한국 방문 외국 관광객 중에서 중국 관광객의 비중은 46.74%로 전체 외국인 관광객수의 절반에 가까운 수치를 보이고 있다. 중국어로 관광객이라는 뜻인 “유커”라는 단어는 이미 국내에서도 통용될 정도로 중국인 관광객의 국내 관광산업에서의 영향력은 매우 크다고보아도 과언이 아닐 것이다. 하지만 2017년부터 시작된 사드배치 문제로 중국인 관광객 수는 현격히 줄게 되었고 이로 인하여 국내에서는 해외관광객 수요예측에 관한 연구가 시급한 실정이다. 본 연구는 그레이 시스템이라는 수요예측 모델을 통하여 향후 5년 간 (2017년~2021년) 한국을 방문하게 될 중국 관광객의 수요예측을 하여 한국 관광산업 연구에 많은 기여를 할 것으로 기대된다. 본 연구의 그레이 시스템 모델을 통해서 2021년까지 한국을 방문하게 될 유커들은 2500만명으로 예상되고 한국 정부와 관광산업 전반으로 이에 대한 대비책을 마련해야 할 것이다. This paper tries to analyze the possibility of the realization of the Chinese tourism demand to Korea. China and South Korea’s FTA came into force from December 2015; and in South Korea, the number of Chinese students maintain the first place for many years; furthermore in 2016 South Korea held Korea tourism year in China, which will attract about 8 million Chinese tourists to visit Korea. China"s population will continue to grow in the future, especially the release of the two-child birth policy from last year. Lastly, the quantified forecast of China’s GDP growth and the quantitative trends of China"s per capita GDP growth may increase steadily in the next few years, the results show that the next 5 years (2017~2021),Chinese tourists will have the ability to travel to South Korea. The results provide an important reference for the Korean tourism industry and other relevant departments.
An Empirical Study on Usage of Business Jets and Financial Performance of Chinese Firms

본 논문은 242개 중국 기업의 지속가능한 재무성과를 분석해서 전용기 항공산업을 활용한 기업이 비활용 기업에 비해 더 나은 성과를 낼 수 있는지를 분석해 보았다. 이런 유형의 연구는 최근 전용비행기를 활발하게 도입하게 된 중국을 배경으로 분석되었기에 큰 의미 가 있다고 볼 수 있다. 본 논문의 재무적 분석기법으로 경제적 부가가치(EVA)기법을 활용해서 분석했다. 이 기법은 기업들이 영업을 통해 얼마만큼의 경제적 가치를 부가 했는지를 평가하는 데 사용된다. 주요 데이터는 2011~2016년 6년간 242개 중국 기업들의 재무제표를 통해 수집되었다. 본 논문은 비즈니스 항공의 활용이 기업의 생산성을 높이는 데 도움을 줄 수 있다는 것을 정량적 분석을 통해 검증하였다. 이는 전용기를 이용하는 기업이 비활용 기업보다 EVA측면에서 더 많은 수익을 낼 수 있다는 점에서 큰 의미를 부여할 수 있다. 이미 미국, 캐나다, 유럽 등 선진국들에서도 전용기의 활용도가 높은 만큼 경제적으로 고성장 국가인 중국의 기업들이 향후에도 계속 비즈니스 전용기를 활용 할지에 대한 귀추가 주목된다. 비즈니스 제트기를 사용하는 회사가 비사용자보다 더 나은 재무 성과를 경험하는지 여부에 대한 결과는 엇갈렸다. 비즈니스 제트기 사용자에 의한 EVA의 전반적인 성장은 매우 중요했다. 이 그룹을 구성하는 80개 회사의 EVA는 총 평균 26.4% 증가했다. 세계 무대에서 가장 큰 일부 회사와 비교할 때 비즈니스 제트기 사용자는 탁월한 성과를 보였다. 그러나 '비즈니스 제트 사용자' 그룹에 대해 긍정적인 EVA를 생산하는 회사의 수는 2011년 68%에서 2016년 56%로 감소했다. This paper analyses sustainable financial performance of 242 Chinese companies, to see if the companies that utilize business aviation produce better results compared with non-users. This type of research has been done in North America and Europe but has not yet been done in China. The companies were analyzed using the economic performance metric Economic Value Added (EVA). This indicator was used to assess if the companies added or destroyed economic value through their operations. Primary data was gathered from published financial statements of all companies for the six-year period 2011-2016. This paper contributes to quantify the argument that the use of business jets helps companies to be more productive. The main finding of this study is that companies that utilize Business Jets added more collective value to EVA than non-users. In line with similar studies in the USA, Canada and Europe, it is concluded that companies that use business jets produce superior economic growth to non-users. The results were mixed as to whether the companies utilizing business jets experience better financial performance than non-users. The overall growth in EVA by business jet users was very significant. The 80 companies that made up this group grew their EVA by a collective average of 26.4%. When compared with some of the biggest companies on a world stage, business jet users performed outstandingly. The 81 Chinese companies from the Forbes Global 2000 destroyed-17.8% in economic value over the period studied. Any injection of government money into these companies does not seem to be helping them produce added value. However, the number of companies producing positive EVA for the ‘Business Jet User’ group fell from 68% in 2011 to 56% in 2016.
Effects of different coupling models of a helical gear system on vibration characteristics

Time-varying mesh stiffness (TVMS) and the dynamic coupling between the helical gears have a great influence on the vibration characteristics of a helical gear rotor system. Considering the effects of TVMS and adopting two coupling models (lateral-torsional coupling model and lateral-torsional-axial-swing coupling model), the dynamic behavior of a helical gear system was studied. First, an analytical model was used to analyze TVMS of a helical gear pair where the helical tooth is simulated by many spur tooth slices along the direction of the tooth width and the mesh stiffness of each slice is calculated using the energy method. Then, considering the effects of the TVMS excitation, the finite element model of a helical gear rotor system was established. Gear mesh was simulated by the above-mentioned two coupling models to investigate the effects of coupling forms on the system vibration characteristics. The strain energy was used to distinguish the dominant mode and dominant shaft of a gear system in natural characteristics analysis. The results show that the full coupling model can analyze accurately the vibration characteristics of the system and the axial and swing motions cannot be ignored in vibration analysis. Finally, the effects of helix angle on TVMS and vibration responses of a helical gear system were also studied.
