        Towards network governance: educational reforms and governance changes in China (1985–2020)

        Network governance has become a widely recognized and increasingly utilized instrument for leading and managing public service delivery, especially in the education sphere. However, beyond mainstream Western contexts, network governance in education is under-researched. With reference to network governance theories, this study explored the evolution of education governance in China from 1985 to 2020. Based on a thorough analysis of policy documents and scholarly research, this article argues that the Chinese central state has changed its governance mode from centralization to network governance by incorporating peripheral actors, including local governments, schools, and societal forces, as active agents in governing education. However, despite these peripheral actors’ increasing autonomy and participation, the central state still retains the ultimate power and authority over education governance in China. This study aimed to deepen the theoretical and practical understanding of China’s governance over education while also contributing to mapping the global landscape of network governance.

      • A Fast Immune Recognition Model based on Immune Response

        This paper proposes a fast immune recognition model based on immune response. Inspired by biological immune system, AIS for anomaly detection has been adopted widely because of its analogy with body resistance in the immune system provided against agents which causes diseases. This paper mainly studies correspondence between immune response and anomaly detection. Compared with traditional AIS, the change of antigen type is judged by statistical techniques, which ignores the differences of the different systems. Antibody recognition is initiated by the proposed model only when the type of antigen has changed, which improves the efficiency of the algorithm. Complexity analysis shows the proposed algorithm is a linear algorithm. The usefulness of the proposed model is demonstrated through experiments. The experiments illustrate the availability and feasibility of the model.

        Nickle nanoparticles highly dispersed on reduced graphene oxide for ammonia decomposition to hydrogen

        The Ni/reduced graphene oxide catalysts are synthesized by an in situ hydrothermal method, using thegraphene oxide as the support precursor. The textural and structural properties of the prepared Ni/reduced graphene oxide catalysts are characterized by X-ray diffraction, scanning and transmissionelectron microscopy, thermogravimetric analysis, H2-Temperature-programmed reduction, andelectrochemical impedance spectroscopy. The catalytic performances of the prepared Ni/reducedgraphene oxide catalysts for ammonia decomposition display the enhanced activity. The effect ofreduced graphene oxide support and the influence of nickel content on catalytic activity are evaluated,and the Ni/reduced graphene oxide catalysts exhibit higher catalytic activity than reduced grapheneoxide support and the pure NiO. The ammonia has a conversion of 81.9% and 27.4 mmol/min gcat H2 rateat 700 8C when the 10%-Ni/reduced graphene oxide catalyst used.

        金融市场开放对金融服务贸易竞争力影响的实证分析

        서비스 무역은 전 세계 경제 발전의 새로운 원동력이 되었으며, 그 중에서도 금융서비스 무역은 고도성장을 이루었다. 금융서비스무역의 경쟁률 높이는 것은 각국의 관심사가 되었다. 따라서 본 연구는 세계 43개 국가와 지역의 2000년∼2017년의 패널 데이터를 사용하여 금융개방이 금융서비스 무역경쟁력에 미치는 영향요인을 실증분석 연구를 통해서 밝히고자 한다. 연구결과를 보면 전체적인 수치에서나 선진국가과 개발도상국가 및 지역의 패널 데이터에서 보면 금융개방이 금융서비스 무역경쟁력과 현저히 관련이 있음을 알 수 있다. 또한 선진경제권의 금융서비스무역경쟁력 제고는 금융개방에 따른 충격을 견딜 수 있고, 금융개방과 금융서비스 경쟁력제고는 정의 상관관계를 나타났다. 그러나 일부 학자들은 개발도상국가의 경제충격에 대한 제한으로 금융개방과 금융서비스무역 경쟁력 제고 간의 꼭 정의 상관관계가 아닐 수 있다는 견해도 있다. 그러나 본 연구에서는 개발도상국의 금융개방과 금융서비스경쟁력과 현저히 정의 상관관계가 있는 것으로 나타났다. 이는 중국 등 개발도상국의 금융개방의 귀감이 될 수 있다. Service trade has now become a new driving force for economic development around the world, in which financial services trade has achieved rapid growth, and improving the competitiveness of financial services trade has also become a concern of all countries. This thesis uses panel data of 43 countries and regions from 2000 to 2017 to conduct empirical research on the impact of financial liberalization on the competitiveness of financial services trade. Both the empirical results of overall data and the panel data of developed and developing countries and regions show that financial liberalization has a significant positive influence on the competitiveness of financial services trade. Some scholars believe that the financial services trade of developed economies is highly competitive and can withstand the impact of financial openness, so financial openness of developed economies is significantly positively related to the competitiveness of financial services trade, but the ability of developing countries to withstand shocks is limited, and the relationship between service trade competitiveness and financial openness of developing countries is not necessarily positively. The research in this paper shows that there is significant positive correlation between the financial opening of developing countries and the competitiveness of financial services trade, which is of reference for the financial opening of developing countries such as China.

      • Shuffle Reduction Based Sparse Matrix-Vector Multiplication on Kepler GPU

        GPU is the suitable equipment for accelerating computing-intensive applications in order to get the higher throughput for High Performance Computing (HPC). Sparse Matrix-Vector Multiplication (SpMV) is the core algorithm of HPC, so the SpMV’s throughput on GPU may affect the throughput on HPC platform. In the paper, we focus on the latency of reduction routine in SpMV included in CUSP, such as accessing shared memory and bank conflicting while multiple threads simultaneously accessing the same bank. We provide shuffle method to reduce the partial results instead of reducing in the shared memory in order to improve the throughput of SpMV on Kepler GPU. Experiments show that shuffle method can improve the throughput up to 9% of the original routine of SpMV in CUSP on average.

      • Association Study of Single-Nucleotide Polymorphisms of STAT2/STAT3/IFN-γ Genes in Cervical Cancer in Southern Chinese Han Women

        Objective: Interferon-${\gamma}$ (IFN-${\gamma}$) and signal transducers and activators of transcription (STATs) each play an important role in carcinogenesis associated with viral infection. Cervical cancer is almost invariably associated with infection by human papillomavirus (HPV), and previous studies suggested that dysregulation of the signal pathway involved in IFN-${\gamma}$ and STATs is associated. Our objective was to evaluate the association of SNPs in STAT2, STAT3, and IFN-${\gamma}$ with cervical cancer susceptibility in Chinese Han women in Hunan province. Materials and Methods: Genomic DNA was extracted from peripheral blood samples of 234 cervical cancer patients and 216 healthy female controls. STAT2 and STAT3 genotyping was performed using polymerase chain reaction-restriction enzyme (PCR-RE) analysis. IFN-${\gamma}$ genotyping was detected by PCR-amplification of specific allele (PASA). Results: For STAT2 rs2066807 polymorphisms, there was no significant difference of genotype distribution (P=0.827) and allele frequencies (P=0.830, OR=1.09, 95% CI: 0.51-2.31) between cases and controls. For STAT3 rs957970 polymorphisms, there was no significant difference of genotype distribution (P=0.455) and allele frequencies (P=0.560, OR=0.92, 95% CI: 0.71-1.20) between cases and controls. For IFN-${\gamma}$ +874A/T polymorphisms, there was no significant difference of genotype distribution (P=0.652) and allele frequencies (P=0.527, OR=1.12, 95% CI: 0.79-1.59) between cases and controls. Conclusion: These results suggest that polymorphisms in STAT2, STAT3 and IFN-${\gamma}$ genes are not likely to be strong predictors of cervical cancer in Han women in southern China.

        Yield Prediction for Integrated Circuits Manufacturing Through Hierarchical Bayesian Modeling of Spatial Defects

        <P>Accurate yield prediction to evaluate productivity, and to estimate production costs, is a critical issue in the highly competitive semiconductor industry. We propose yield models based on hierarchical Bayesian modeling of clustered spatial defects produced in integrated circuits (IC) manufacturing. We use spatial locations of the IC chips on the wafers as covariates, and develop four models based on Poisson regression, negative binomial (NB) regression, zero-inflated Poisson (ZIP) regression, and zero-inflated negative binomial (ZINB) regression. Along with the hierarchical Bayesian approaches, spatial variations of defects within one wafer as well as among different wafers are effectively incorporated in the yield models. Wafermap data obtained from an industrial collaborator are used to illustrate the proposed models. The results indicate that the Poisson regression model consistently underestimates the true yield because of extraneous Poisson variation caused by defect clustering. On the contrary, NB regression, ZIP regression, and ZINB regression models provide more reliable yield estimation and prediction in real applications.</P>

        Detection of Spatial Defect Patterns Generated in Semiconductor Fabrication Processes

        <P>Spatial defect patterns generated during integrated circuit (IC) manufacturing processes contain information about potential problems in the processes. The detection of these defect patterns is crucial to improve yield and reliability in IC manufacturing. This paper proposes a multistep defect analysis approach that provides clustering results with different levels of accuracy. A defect denoising step, based on the <I>K</I> th nearest-neighbor noise removal technique, determines the existence of any clustered local defects on a wafer. If local defects exist, the denoising step separates local defects from global defects. A defect clustering step applies a similarity-based clustering technique to group the local defects into clusters according to their spatial locations. A pattern identification step identifies the pattern for each of the local defect clusters (i.e., linear, curvilinear, amorphous, or ring-shaped patterns) via various model selection criteria. Finally, a fine tuning step is applied in order to improve the accuracy of the clustering performance. The fine tuning step is based on model-based clustering with a fixed number of clusters and known patterns for each cluster. The results of both simulated and real wafer map data demonstrate the potential of our approach, both in terms of computational speed and detection accuracy, for analyzing general defect patterns generated during the IC fabrication process.</P>

        Anesthetic Management and Outcomes of Endovascular Treatment of Basilar Artery Occlusion: Results From the ATTENTION Registry

        Background and Purpose To examine the clinical and safety outcomes after endovascular treatment (EVT) for acute basilar artery occlusion (BAO) with different anesthetic modalities. Methods This was a retrospective analysis using data from the Endovascular Treatment for Acute Basilar Artery Occlusion (ATTENTION) registry. Patients were divided into two groups defined by anesthetic modality performed during EVT: general anesthesia (GA) or non-general anesthesia (non-GA). The association between anesthetic management and clinical outcomes was evaluated in a propensity score matched (PSM) cohort and an inverse probability of treatment weighting (IPTW) cohort to adjust for imbalances between the two groups. Results Our analytic sample included 1,672 patients from 48 centers. The anesthetic modality was GA in 769 (46.0%) and non-GA in 903 (54.0%) patients. In our primary analysis with the PSM-based cohort, non-GA was comparable to GA concerning the primary outcome (adjusted common odds ratio [acOR], 1.01; 95% confidence interval [CI], 0.82 to 1.25; <i>P</i>=0.91). Mortality at 90 days was 38.4% in the GA group and 35.8% in the non-GA group (adjusted risk ratio, 0.95; 95% CI, 0.83 to 1.08; <i>P</i>=0.44). In our secondary analysis with the IPTW-based cohort, the anesthetic modality was significantly associated with the distribution of modified Rankin Scale at 90 days (acOR: 1.45 [95% CI: 1.20 to 1.75]). Conclusion In this nationally-representative observational study, acute ischemic stroke patients due to BAO undergoing EVT without GA had similar clinical and safety outcomes compared with patients treated with GA. These findings provide the basis for large-scale randomized controlled trials to test whether anesthetic management provides meaningful clinical effects for patients undergoing EVT.
