Public enterprise owns the dual characters that one is "the public" and the other is "enterprise". The basic point of the control is to make appropriate adjustment between the two sides in order to bring enterprise into fully function. The execution of control should be based on the ground of responsibility. In democratic countries, the executive responsibility is mainly constituted by democracy, legality of expenditure, effectiveness. The essence of responsibility varies with the variety of official functions. Public enterprise endowed with the trait of business enterprise especially emphasizes the importance of efficiency. Among the public enterprises, the responsibility specified is different according to the function handled and organization form of each enterprise. Generally speaking, the economic production-business focuses on efficiency, while the public utility places more attention on the democracy. The organzation and control of the government enterprise is almost identical to the general excutive agency. As to the public corporation set up on the base of special regulations and the mixed enterprise established on company act, expressing the nature of independent autonomy, particularly reinfore efficiency, and the control is more complex. The way and degree of control of the public enterprise organized in company form are continuously changing and developing with the variance of time and the different situation of every country. Commonly speaking, the essential points of control are personnel, organization, finance and official affairs. The control agents are mainly the authority concerned the ministry of finance, parliament and the orthers such as the the judiciary, the public. Every country attaches much importance to the control of the public enterprise. Some issues require the keeping-on research and study, suck as what the enterprise autonomy that maintains the efficient management is, the differences distinguished between the general policy and the day-to-day affairs, the appropriate relationships among the enterprise, the authority concerned and the parliament. Form the viewpoints of this dissertation, the control of the public enterprise at least schould hold several principles as follows: the verification of the responsiblity, the control Personnel with specialty, and rationalization of the evaluation of the enterprise achievement.

Objective: This study strived to evaluate the relationship between degree of pulmonary emphysema and cardiac ventricular function in chronic obstructive pulmonary disease (COPD) patients with pulmonary hypertension (PH) using electrocardiographic-gated multidetector computed tomography (CT). Materials and Methods: Lung transplantation candidates with the diagnosis of COPD and PH were chosen for the study population, and a total of 15 patients were included. The extent of emphysema is defined as the percentage of voxels below -910 Hounsfield units in the lung windows in whole lung CT without intravenous contrast. Heart function parameters were measured by electrocardiographic-gated CT angiography. Linear regression analysis was conducted to examine the associations between percent emphysema and heart function indicators. Results: Significant correlations were found between percent emphysema and right ventricular (RV) measurements, including RV end-diastolic volume (R2 = 0.340, p = 0.023), RV stroke volume (R2 = 0.406, p = 0.011), and RV cardiac output (R2 = 0.382, p = 0.014); the correlations between percent emphysema and left ventricular function indicators were not observed. Conclusion: The study revealed that percent emphysema is correlated with RV dysfunction among COPD patients with PH. Based on our findings, percent emphysema can be considered for use as an indicator to predict the severity of right ventricular dysfunction among COPD patients.

A fine-grid (3 km ${\times}$ 3 km), three-dimensional nowcast system of sea levels, currents, temperature, and salinity is being developed for the Taiwan Strait. The project takes a balanced approach relying equally on models and observations, will have the capacity of real-time data assimilation, and is aimed at both practical and scientific applications. To determine boundary conditions and verify model results, eight coastal tide-gauge stations were first established along both sides of the strait. Strait-wide hydrographic surveys were conducted by research vessels. Currents are being measured using bottom-mounted ADCP moorings in a meridional deep channel off southwest Taiwan and along a traverse section in the central part of the strait. In addition to a fine-resolution three-dimensional model of the Taiwan Strait, an adjoint model and a larger-domain two-dimensional model were used to better determine boundary conditions in the northern and southern boundaries of the strait. In the first stage of model development, barotropic tides were successfully simulated in a hindcast mode. The protocol product has been released to general public, including government agencies, universities and general users.
A Fast Kernel Regression Framework for Video Super-Resolution

A series of kernel regression (KR) algorithms, such as the classic kernel regression (CKR), the 2- and 3-D steering kernel regression (SKR), have been proposed for image and video super-resolution. In existing KR frameworks, a single algorithm is usually adopted and applied for a whole image/video, regardless of region characteristics. However, their performances and computational efficiencies can differ in regions of different characteristics. To take full advantage of the KR algorithms and avoid their disadvantage, this paper proposes a kernel regression framework for video super-resolution. In this framework, each video frame is first analyzed and divided into three types of regions: flat, non-flat-stationary, and non-flat-moving regions. Then different KR algorithm is selected according to the region type. The CKR and 2-D SKR algorithms are applied to flat and non-flat-stationary regions, respectively. For non-flat-moving regions, this paper proposes a similarity-assisted steering kernel regression (SASKR) algorithm, which can give better performance and higher computational efficiency than the 3-D SKR algorithm. Experimental results demonstrate that the computational efficiency of the proposed framework is greatly improved without apparent degradation in performance.

The problem of tracking control for stochastic nonlinear systems is investigated in this paper. Because of the randomness and nonlinearity of stochastic nonlinear systems, the existing methods are sometimes difficult to achieve the desired tracking performance. In this paper, a new network controller (multi-dimensional Taylor network) is proposed, which only relies on the output of system. Firstly we give the structure of multi-dimensional Taylor network (MTN), and then prove the MTN has a good approximation performance. Secondly, Design a MTN control strategy relying on the system output, which will guarantee the tracking of system output to desired output. An example is given to illustrate the effectiveness of the proposed design approach.

This study presents a new portable eight-output light emitting diode (LED) driver. The eight output-channels are divided intotwo equal groups, and their output powers can be controlled individually by three active switches. In addition, a simplecapacitor-based passive current balancing circuit (CBC) is employed in each port to guarantee that the currents of the four LEDsare the same. When compared with the conventionally used separate two-output isolated converters, the proposed one uses oneless active switch. Moreover, zero-voltage-switching (ZVS) is achieved, which improves the power efficiency of the driver. Finally, a highly compact prototype is built, which can reach an efficiency of 94.6%.
Study on an Optimal Control Method for Energy Injection Resonant AC/AC High Frequency Converters

In energy injection resonant AC-AC converters, due to the low frequency effect of the AC input envelope and the low energy injection losses requirement, the constant and steady control of the high frequency AC output envelope is still a problem that has not been solved very well. With the aid of system modeling, this paper analyzes the mechanism of the envelope pit on the resonant AC current. The computing methods for the critical damping point, the falling time and the bottom value of the envelope pit are presented as well. Furthermore, this paper concludes the stability precondition of the system AC output. Accordingly, an optimal control method for the AC output envelope is put forward based on the envelope prediction model. This control method can predict system responses dynamically under different series of control decisions. In addition, this control method can select best series of control decisions to make the AC output envelope stable and constant. Simulation and experimental results for a contactless power transfer system verify the control method.

Silkworm pupae are a source of edible lipid with a high content of unsaturated fatty acids (UFAs) (70% of total lipid content) and are becoming a focus of pharmaceutical and dietary research in the functional oil field. To study the nutritional value of different silkworm strains, principal component analysis (PCA) was used to establish a mathematical model and cluster analysis on silkworm pupae lipid (SPL) in 90 strains based on Z-score. Single-factor correlation analysis indicated that the PUFAs content was significantly positively correlated with the α-linolenic acid (ALA) (ρ=0.98) and negatively correlated with the oleic acid (OA) (ρ=−0.73) contents, and comprehensive of principal components mathematical model (PC =0.148ZX1 +0.00 2ZX2 −0.197ZX3 −0.338ZX4 +0.220ZX5 +0.304ZX6 +0.314ZX7, ZXi is the standard score (Z-score) of X1, which was calculated as follow: ZXi = (Xi −−X )/S, where X1: palmitic acid, X2: palmitoleic acid, X3: stearic acid, X4: OA, X5: linoleic acid, X6: ALA, X7: PUFAs.−X is the arithmetic mean content of variable i, and S is the standard deviation of variable i for all samples included in the analysis.) showed the amount of ALA and PUFAs were the key factors determining the nutritional value of the pupae lipid. Cluster analysis on the composite scores calculated by the model of the principal component divided the 90 strains into three groups. A cluster of 6 strains (XHR, XIFF, ZX, YT, YO and BTN) with the best nutritional value was characterized by high contents of ALA and PUFAs and a low content of oleic acid.
Experimental and numerical studies of miniature bar-typed structural fuses with Teflon pads

Many studies have proved that structural fuses could improve the seismic performance of structures efficiently. A structural fuse named the miniature bar-typed structural fuse (MBSF) has been proposed and investigated by the authors, which consists of a central core bar, a confining tube. To further improve the mechanic performances of the MBSFs under compressive loadings, Teflon pads are introduced to adjust the contact and friction status between the core bar and the confining tube. Three groups of specimens were discussed including the specimen with a single cutting line (SC), the specimen with double cutting lines (DC), and the specimen with triple cutting lines (TC). The results show that the hysteretic performances of the fuses are improved with the help of Teflon pads. The compression strength adjustment factor declines when Teflon pads are appended. Numerical and theoretical analyses are also conducted which expounded the effect of the Teflon pads. Different plastic buckling deformation principles of the core bars are compared by the theoretical analysis. It is shown that Shanley’s theory fits the numerical results well, which is recommended for the theoretical calculation of the proposed MBSFs.
