        녹색성장 정책의 변화와 법제적 과제

        한국과 프랑스의 전 정권에서 녹색성장정책은 핵심 국정과제였다. 한국에서 이명박 정부는 녹색기술과 녹색산업의 창출, 녹색건축물 및 녹색생활의 정착 등 저탄소 녹색성장을 효율적·체계적으로 추진하기 위하여 2010년 1월 13일 저탄소 녹색성장 기본법을 제정하였다. 프랑스에서도 사르코지 정부는 생산에 대한 에너지 소비와 이산화탄소를 줄일 수 있는 기술과 저탄소 활동의 개발을 핵심 정책으로 삼았다. 이를 위해 과감한 미래지향적인 “환경 그르넬”을 통하여 다양한 목표를 설정하였다. 그러나 정권이 교체되면서 양국의 녹색성장정책은 핵심정책에서 밀려나는 모습을 보였다. 박근혜 대통령은 취임 후 창조경제만을 강조할 뿐 녹색성장이란 용어를 거의 사용하지 않았다. 실제 박근혜 정부 출범 1년차에 온실가스 정책들은 속도가 떨어졌다. 물론 박근혜 정부도 ‘녹색성장 정책이 ‘MB표`` 정책이라는 이미지가 너무 강해서 전면에 내세우지 않는 것일 뿐 완전히 폐기한 것은 아니다’고 한다. 실제 이상일 의원은 2014년 정부예산 중 창조경제 사업을 분석한 결과 이 중 33%가 이명박 정부의 ‘녹색사업’을 그대로 가져온 것이라고 지적하기도 하였다. 프랑스의 올랑드 대통령도 정권 초에는 ‘일자리 창출에만 골몰하고 있고, 녹색성장에 대해서는 신경조차 쓰지 않는다.’는 비판을 받기도 하였다. 하지만 결국은 대세에 따라 2013년 9월 2차 환경회의 이후 올랑드 대통령은 에너지전환 법제의 마련이 5개년 계획에 있어 가장 핵심적인 선결과제임을 강조하였다. 이처럼 녹색성장정책은 이제 더 이상 정권의 성격에 따라서 포기할 수 있는 정책이 아니다. ‘일자리 창출’도 중요하지만 ‘지구온난화에 따른 재난의 방지’도 강조돼야 하기 때문이다. 앞으로 녹색성장정책이 지속적일 수 있도록 녹색성장에 관한 법제를 법전화하는 것도 고려해 봐야 하겠다. La France, et j’en prends ici l’engagement, se mobilisera dans la transition energetique. Voila le cap, la transition. Le 19 decembre 2012, Park Geun-hye remporte l`election presidentielle. La transition entre presidents sud-coreens, tous deux conservateurs, se fait dans un climat tendu, marque par de nouvelles affaires qui ecornent l`image de la future dirigeante Park Geun-hye. Son predecesseur, Lee Myung-bak, avait joue la croissance verte pour relancer le pays. Park Geun-hye parie sur la modernite. Park Geun-hye lance un plan d`economie creative, associant etroitement industrie et culture. La reticence du gouvernement place pour assurer le suivi avec le "bas-carbonne de la croissance verte" politique promu par Lee. L`approche de Park n`est pas sans precedent. il a ete presque de routine dans l`histoire de la politique coreenne pour les nouveaux dirigeants nationaux a degrader leurs predecesseurs et presente l`ordre du jour de la politique differentielle. il a souvent ete le cas. La presidente Park Geun-hye a souligne qu’il y a une necessite de changer le paradigme de notre economie d’une maniere fondamentale par une economie creative afin de surmonter la crise de la croissance sans creation d’emplois. Afin de traverser cette periode de crise, nous avons besoin d’un changement radical de paradigme. La Presidente Park Geunhye, a declare qu’ Il est possible de concretiser le projet d’une economie creative en associant les technologies scientifiques aux TIC, de meme qu’en alliant l’industrie et la culture a la creativite et l’imagination. Malgre le changement du slogan des gouvernements, les perspectives majeurs de l’administration de nouveau gouvernement de Park Geunhye, ne sont pas contradictoires a la politique de la croissance verte concernant la convergence des technologies de l’administration de Lee Myung-bak. Alors que l`administration du president Park Geunhye preconise une economie creative, il a ete revele qu`un nombre important de projets proposes lies a l`economie creative sont identiques a projets de l`economie verte mis en œuvre par le gouvernement de Lee Myung-bak. Malgre les preoccupations qu`elle a affaibli son engagement, la Coree reste determinee a combattre le rechauffement climatique en poussant a travers des projets de reduction de carbone a la maison et le renforcement de la cooperation internationale. La croissance verte doit etre mise en place avec un accent mis sur l`economie creative destinee a creer de nouveaux marches et emplois a travers des idees innovantes et la convergence (des industries)( Le Premier ministre Chung Hong-won, le 21 oct. 2013)Le slogan de Park Geunhye economie creative englobe la croissance verte, et ce sommet et le devouement de GCF sont tous des signes que la croissance verte continue d`etre un enjeu important dans le gouvernement coreen actuel. La constitution et les statuts doivent etre rationalisees pour assurer la stabilite de la mise en œuvre des politiques de croissance verte. Modifications constitutionnelles devraient etre plus souples afin de renforcer la competitivite de la Coree comme un Etat contemporain. Recherche pratique et flexible des attitudes legislatives sont necessaires. Processus de legislation doit etre plus democratique, en permettant la participation des plusieures parties, les parties prenantes et les experts.

      • 동종 골수이식을 시행받은 환자에서 폐색성 세기관지염에 의하여 발생한 자발성 기종격동과 피하 기종

        저자들은 만성골수성백혈병으로 동종 골수이식과 이식편 부전으로 인하여 추가적인 말초혈액 조혈모세포이식을 시행 받은 환자에서 만성 이식편대숙주질환과 그 폐 합병증인 폐색성 세기관지염에 동반된 자발성 기종격동과 피하 기종이 병발한 1예를 경험하였기에 이를 보고하는 바이다. Obstructive lung disorders following after allogeneic bone marrow transplantation (BMT) in association with graft- versus-host disease (GVHD) contribute significant morbidity and mortality. We report a case of a 28-year-old man who developed spontaneous pneumomediatinum and subcutaneous emphysema complicating bronchiolitis obliterans after allogeneic BMT. He received an allogeneic BMT for chronic phase of chronic myeloid leukemia. Five months after BMT, he was boostered by allogeneic peripheral blood stem cells from the same donor due to graft failure. One month after the boostering, chronic GVHD developed and were treated with cyclosporine and steroid. The patients developed spontaneous pneumomediatinum and subcutaneous emphysema secondary to severe bronchiolitis obliterans 4 months after boostering donor cells. The air-leak syndromes were recovered by conservative management, including high-flow oxygen.

        Analysis of Pattern Generalization Problems of Korean Mathematics Textbook

        The purpose of this study is to better understand the pattern generalization problems posed in the current school curricula of Korea. Twelve of most recently published elementary school (1st to 6th grade) mathematics textbooks and twelve Middle school (7th to 9th grade) mathematics textbooks (a total of 24 mathematic textbooks) were selected for the analysis. First, the different types and characteristics of pattern generalization problems based on previous research were categorized. Within these categories, we analyzed which pattern problems were emphasized in the school curriculum. The results indicate that ‘relating problems’ were mainly introduced in elementary school textbooks. ‘Searching for the same relationship’ and ‘procedure problems’ increased across the grades. ‘Pattern searching problems’ decreased across the grades, while ‘result searching’ and ‘pattern extension problems’ were rarely introduced. ‘Justification problems’ were inconsistently emphasized across the grades. With respect to the situational characteristics of the pattern generalization problems, ‘factual pattern generalization problems’ were consistently introduced across the grades, while ‘contextual pattern generalization problems’ and ‘symbolic pattern generalization problems’ were introduced only to a limited extent. Regarding the various types of pattern problems, only limited types of problems were proposed in both the elementary and middle school mathematic textbooks. From this study, we hope to address how the pattern generalization problems in the Korean mathematics curriculum lack pattern exercises in the curriculum core. We also hope to provide data which could lead to the development of a variety of pattern generalization problems in Korean mathematics textbooks in the future.

        Semantic Structures of Epistemic Modals: Teachers’ Understanding and Teaching Experience1

        Youn-Kyoung Lee. 2021. Semantic Structures of Epistemic Modals: Teachers’ Understanding and Teaching Experience. Studies in Modern Grammar 109, 83-104. The study aimed at examining native English teachers’ and Korean EFL teachers’ understanding and teaching experience of epistemic modals. For the study, a total of 51 teachers participated in the online survey, and 11 of them had a follow-up interview. The results revealed that Korean teachers’ understanding was surprisingly low, indicating 10.94% of accuracy rate on average while native English teachers showed 94.74% of accuracy rate. The two groups’ mean score was statistically significant (p<.05). Concerning both groups of the teachers’experience of epistemic modals, while 78% of them had teaching experiences, both groups of the teachers merely focused on forms and meanings, not semantic system, which concerned a hierarchy for logical meanings. Finally, significance of understanding and using functions of epistemic modals was discussed.

      • 광미를 사용한 폴리머 시멘트 콘크리트의 강도 특성 및 내약품성

        본 연구는 세골재의 일부를 광미로 치환하고 혼화제로 SBR 라택스를 사용하여 폴리머 시멘트 콘크리트 공시체를 제작한 후 강도특성 및 내약품성을 실험적으로 구명한 것이다. 그 결과 광미를 사용하지 않고 P/C비가 10%일 때 압축강도가 323㎏/㎠로 최고 값을 나타냈으며, 휨강도는 P/C비가 증가할수록 증가하여 P/C비가 10%일 때 89㎏/㎠를 나타냈다. 그리고 광미를 사용한 경우는 P/C비가 10%일때 압축강도가 357㎏/㎠, 휨강도가 92㎏/㎠로서 광미를 사용하지 않은 경우보다 높게 나타났다. 한편 10% HCI, 20%, NaOH 10% NaCl 수용액에 공시체를 3, 7, 14, 21, 28일간 침적 시킨 후 중량변화를 측정하여 내약품성을 실험한다. 광미를 사용한 경우가 우수한 내약품성을 나타냈다. 즉광미를 사용하지 않은 경우 P/C=0%일 때 28일 후 중량 변화가 11%였으나 P/C=20%일 때는 2%였고, 광미를 사용한 경우는 P/C=0%일 때 질량 변화가 6%였으나 P/C=20%일 때는 1.5%였으며 20% ,NaOH 10% NaCl 수용액에서는 질량이 증가하는 경향을 보였다. Polymer cement concrete is made by the modifying ordinary cement concrete with polymer additive. Until now polymer cement concrete is not used for the structural member, but it is growing to be considered as developing uses such as a waterproof of roof slab, and a road pavement. The polymer cement concrete, being used for those uses, is superior to the cement concrete against the inorganic, organic acid, salt of acetic acid and organic solvents generally. In this paper, the polymer cement concrete was made by the ratio of 1:1 of sands and metal-mine waste rocks in fine aggregate in order to solve the environmental pollution which causes the social problem by metal-mine waste rocks. It was measured for the compressive strength, flexural strength, and chemicals resistance was tested by dealing with 10% HCI, 20% NaOH and 10% NaCI aqueous solution.

      • 암석 슬러지를 이용한 건자재 개발

        본 연구는 1993년부터 춘천시 신동면 형돌리 산 62번지 내에서 흑운모 화강암 및 편마암 암석을 원자재로 사용하여 건설기초재료인 쇄설골재 및 인공모래를 생산하는 업체로부터 제품 생산 후 발생하는 토양 스러치 케익이 연간 약 10만 입방정도 발생한다는 사실에 기초하여 석산에서 채취된 페잔토(석분)의 화학적, 물리적, 역학적 특성을 조사하여 석분의 이용 가능성을 확인하기 위한 실험으로 단위 시멘트량을 400kg, 잔골재율을 45% 그리고 물-시멘트비를 65%로 고정하고 잔골재 중 석분을ㄹ 0%, 10%, 20%, 30%, 40%, 50% 및 60%로 치환하여 제조된 콘크리트의 기초적 성질을ㄹ 시험하였다. 그 결과 석분의 치환율이 높을 수록 공기량은 증가하고 슬럼프값이 감소하였는데 이는 미세한 입자인 석분을 잔골재의 일부로 치환함으로써 비표면적이 증가하였기 때문인 것으로 사료된다. 압축강도와 휨강도는 모두 석분의 치환율이 증가할수록 압축강도와 휨강도는 다소 감소하는 경향을 나타냈으나 큰 성능차이는 보이지 않는 다는 것을 알 수 있었다. 이상의 실험을 통해 석분을 시멘트 콘크리트에 사용했을 경우 약간의 성능저하는 있지만 잔골재로의 활용이 가능하다는 것을 알 수 있었다. 그러므로 앞으로 건조수축, 균열, 크리이프 특성 및 내구성에 과한 연구가 더욱 심도있게 이루어져야 폐자원인 석분의 이용이 가능하리라 판단된다. This study aims to make cement concrete using crushed stone fines which are produced at Chuncheon city, Hyuldongri and find it's applications. According to the experimental results, when ratio of crushed stone fines was increased, air contents were increased and slump values were decreased. Also, the compressive strength and flexural strength were decreased when ration of crushed stone fines was increased. Although these strengths are decreased, the crushed stone fines can be used to construction materials because the decreased amounts are not so much.

        뇌경색후 발생한 Cortical Spreading Depression과 뇌경색 범위에 관한 실험적 연구

        Cortical Spreading Depression(CSD) is a transient depression of neuronal activity that spreads across the cortical surface and is associated with profound changes in blood flow, extracellular ion concentration. Direct Current(DC) potentials and cell membrane potentials. One of the electrophysiological disturbance in the periinfarct surrounding is spontaneous occurrence of repeated CSD like DC shifts associated with increased energy demand. Due to restricted blood flow to the periinfarct border zone, elevated metabolic demand is potentially harzardous. So the authors designed this experiment to verify the correlation between periinfarct cortical spreading depression and ischemic volume following permanent middle cerebral artery (MCA) occlusion in rats. Sprague-Dawley rats(n=27) were anesthetized with 0.5∼1% halothane, and artificially ventilated through a tracheal cannula. Arterial pressure, blood gases and body temperature were controlled. The middle cerebral artery(MCA) was occluded distally to the lenticulostriate branches. Measurements of CSD activity were made for 4 hours in each animal. Infarct volume was determined 6 hours later in 2, 3, 5-triphenyl tetrazolium chloride(TTC)-stained sections. For 4 hours after MCA occlusion, the CSDs were found in all experimental animals with a range of 2∼9 times. Those CSDs wer of varying duration, : "small"(<1 min) and "big"(> 1 min) SDs and mean of total duration of SD was 10.5±10.3 min during 4 hours of MCA occlusion. Neuropathological evaluation of brain infarct in the rats, which had been allowed to survive for 6 hours after MCA occlusion showed a mean volume of 89.7±45.3㎣. Serial observation of duration of CSD showed progressive prolongation only in 8 rats. The rest of them(n=19) did not show any prolongation. Neither the prolongation of duration of CSD nor the frequency of CSD in the penumbral zone correlated with the volume of infarct. However total duration of CSD was slightly related with the infarct volume after 6 hours of the permanent MCA occlusion(r=0.414, p=0.0318).

        크롬(Ⅵ)의 체내 흡수와 소실속도에 관한 연구

        The CrO3 mostly used in plating. metal surface disposal, leather, cosmetic manufacturing, as an experiment material by repeatedly inhaling and exposure the male S.D. rats at a 0.00, 0.2., 0.50, 1.25 mg/㎡ concentration(particle size: 0.5-0.5 aerosol)6hours a day, 5day a week in 13weeks comparing with 2weeks, 8weeks of recovery group about the noxiousness of the experiment animal and the reduce scale of the CrO3 in the internal organ especially in blook and respiratory organ with the period of convalescent and clearance. The experiment results which we received are as follows. 1. In blood the RBC, HGB and HCT experiment, rats with 0.20, 0.50 mg/㎡ concentration showed that there were some decreases but not dependent. The kidneys absolute weight compared with control group was reduced intentionally(p〈0.05) and the lungs absolute weight compared with control group showed intentional increase(p〉0.05). 2. After the exposure of the experiment material, the whole blook, l\blood plasma and red blood cell in blood by (x): the period of convalescent, per (y); the decreasing of Cr concentration, was y=66.51 e -0.057x, y=67.2 e-0.101x, y=70.01 e-0.030 in 0.50 mg/㎡ exposure concentration by calculating the clearance coefficient of correlation, and the half life (day)was estimated 12.0, 6086, 23.0 each. 3, After the exposure of the experiment material, the experiment animals lung, liver and kidneys by(x); the period of convalescent, per (y); the decreasing of Cr conentration, was y=1808 e-0.00493x, y=12.02e-0.0297x, y=67.61 e-0.0292x in 0.50mg/㎡ exposure concentration by calculating the clearance coefficient of correlation, and the half life(day)was estimated 140.6, 23.3, 23.7, each, and including lung, liver with all of the experiment internal organs, the Cr clearance decreased as the exposure concentration increased.
