        아세안(ASEAN)의 보건 위기 대응과 협력: 감염병과 보건안보(Health Security)

        이 글은 10개국(브루나이, 캄보디아, 인도네시아, 라오스, 말레이시아, 미얀마, 필리핀, 싱가포르, 태국, 베트남)으로 구성된 동남아시아국가연합, 즉 아세안(Association of Southeast Asian Nations)의 보건협력에 주목한다. 이 글의 목적은 1967년에 아세안이 창설된 이후 회원국들이 보건 이슈에 어떻게 대응해왔으며 국가 간 협력이 어떠한 형태로 진행되어 왔는가를 파악하기 위한 것이다. 그리고 이러한 지역 수준에서의 협력이 코로나19의 대응 과정에서 어떠한 성과와 한계를 보여주고 있으며 향후 과제가 무엇인가를 검토해보고자 한다. 아세안의 보건협력이 제도화되기 시작한 것은 2000년대부터이며, 사스(SARS) 사태 이후 지속적인 감염병의 위기를 “국가안보(national security)”의 문제로 인식했기 때문에 가능했다. 코로나19 대응 과정에서 아세안 지도자들은 국가 간 연대와 지역협력을 통한 집단적인 대응을 보다 강화하기로 합의했다. 하지만, 그 실질적 대응의 양상은 국경 폐쇄, 민족주의, 그리고 개별국가의 보건 역량에 따른 진단과 방역 등으로 나타났다. This paper focuses on the health cooperation of the Association of Southeast Asian Nations(ASEAN). The purpose of this paper is to understand how member states have responded to health issues since ASEAN was founded in 1967 and how the regional cooperation has progressed. In addition, I would like to review the achievements and limitations of this regional level of cooperation in the progress of responding to COVID-19 and what will be the future challenges. Since the 2000s, ASEAN’s health cooperation has begun actively institutionalizing regional frameworks for the prevention and control of infectious diseases such as HIV/AIDS, SARS, bird flu, and influenza A. The success of the institutionalization of collective response and regional health cooperation was due to the recognition of health as matter of “national security”. In the process of responding to COVID-19, ASEAN leaders agreed to further strengthen collective responses through national solidarity and regional cooperation. However, the pattern of its practical response was implemented according to border closures, nationalism, and the health capabilities of individual states.

        Effect of Paretic and Non-paretic Side Spine Taping on Balance Ability in Patients with Stroke

        Background: A number of researchers have attempted to improve the balance of stroke patients, however there is still a question as to whether taping is effective in increasing balance. Objective: To determine the effect of paretic and non-paretic side taping on the balance ability in patients with stroke. Design: A single-blind randomized controlled trial Methods: This randomized single-blind controlled clinical trial with a repeated measures study included 45 subjects who were randomly assigned to paretic side taping groups (n=15), non-paretic side taping groups (n=15), and trunk exercise groups (n=15). Trunk exercise and paretic side taping groups had taping on the paralyzed erector spinae, while the non-paretic side taping group had taping on the non-paralyzed erector spinae. Trunk exercises were performed for 30 minutes to promote core muscles. The balance ability measured the center of pressure movement (paretic side, non-paretic side,forward, backward, limit of stability) in the sitting position. All measurements were evaluated using BioRescue. Results: All three groups showed significant increase in all variables after 4 weeks. The paretic and non-paretic side taping groups had a significant increase in all variables after 30 min of attachment. However, there was no significant difference among the three groups. Conclusions: Paralysis and non-paralysis taping improved the balance ability of patients with stroke in an immediate effect of 30 min. However, after 4 weeks of intervention, taping with trunk exercise did not differ from single trunk exercise. In future studies, various analyses need to be conducted through more diverse evaluations.

      • Explaining National R&D Effects on Renewable Energy: Evidence from 33 OECD Countries

        The purpose of this paper is two-fold: to measure national R&D elasticity of renewable energy and to identify various factors that enhance the national R&D effects on renewable energy. The R&D elasticity of renewable energy for each country and year is empirically estimated from the input demand function of renewable energy theoretically derived from the production function. The national R&D elasticity of renewable energy is estimated using data from 33 OECD countries between 1996-2012. We find that various determinants such as trade openness, Gross Domestic Production (GDP), energy source and portfolio significantly affect the national R&D elasticity of renewable energy. Regression analysis on the relationship between the national R&D elasticity of renewable energy and its determinants are new to the literature, and yield implications for establishing an effective strategy for renewable energy.

        The ammonia leaching of alloy produced from waste printed circuit boards smelting process

        The ammonia leaching tests were carried out to recover valuable metals from alloy obtained from smelting reduction process of mobile phone printed circuit boards. Leaching factors such as kinds of salt, ammonia concentration, and the interaction of metals, which are components of PCB, were investigated to improve the leaching efficiency. In the leaching tests using metal powders such as Zn, Sn, Ni, and Pb to investigate the interaction of metals, zinc was easily dissolved in ammonia solution, whereas Sn and Ni were not detected or the Pb concentration decreased rapidly. The metal concentrations increased with an increase in NH3 concentration from 1 to 5 kmolm23. The content of Cu could increase to 98% under the leaching conditions: 2 kmolm23 NH4Cl and 5 kmolm23 NH3 solution with 0.1 kmolm23 CuCl2 at 200 rpm and 308C with 1% pulp density.

      • Suppresion of Cathepsin A reduces pluripotency and differentiation in mESCs

        Mouse embryonic stem cells (mESCs) are pluripotent cells that possess the ability to differentiate into three germ layers and self-renewal. Because of these characteristics, mESCs play a leading role for stem cell research and are being used in many clinical applications. Cathepsins are lysosomal proteolytic enzymes known to degrade many intracellular or extracellular substrates. Cathepsins have an effect on various tissue diseases, brain disorder, cancer, and immune disease, etc. Among the many Cathepsins, Cathepsin A (Ctsa), a serine protease, affects the function and properties of stem cells. However, this mechanism and phenotype are unknown. Here, we observed a significant increase in Ctsa expression during mESC differentiation at protein levels. Furthermore, we performed to produce establishment of Ctsa knockdown mESCs. We analyzed mESCs pluripotency, which Ctsa knockdown led to Erk1/2 phosphorylation and inhibited the pluripotency of mESCs. Ctsa knockdown mESCs also induced abnormal differentiation and aberrant expression of differentiation markers, ectoderm and endoderm. In addition, we observed that restrain of Ctsa inhibited teratoma formation in nude mice. Our results suggested that Ctsa affects mESC pluripotency, and differentiation, and highlighted the potential of Ctsa to act as a core factor that can regulate various mESC properties. In conclusion, Ctsa keeps the pluripotency and differentiates from ESCs to the three germ layers, which must occur at specific stimuli in the differentiation process. Further, the role of Ctsa in differentiation to cells, such as neuronal cells, is currently under investigation. We believe that our study will assist in identifying the mechanisms via which Ctsa regulates differentiation.

        Implementation of Polyacrylamide in the Agricultural Environment and its Recent Review

        Nonpoint sources of pollution (NPS) is defined as diffuse discharges of pollutants (e.g., nutrient, pesticide, sediment, and enteric microorganism) throughout the natural environment and they are associated with a variety of farming practices. Previous studies found that water soluble anionic polyacrylamide (PAM) is one of the highly effective measures for enhancing infiltration, reducing runoff, preventing erosion, controlling nonpoint source of pollutants, and eventually protecting soil and water environment. Potential benefits of PAM treatment in agricultural soil and water environments have been revealed by many research and they include low cost, easy and quick application, and suitability for use with other Best Management Practices (BMPs) for NPS control. This study reviews the various applications of PAM and discusses its further potentials in agricultural environment.

      • Hot-Carrier Instability of nMOSFETs Under Pseudorandom Bit Sequence Stress

        <P>Hot-carrier instability under stress conditions emulating a random logic operation (random ON and OFF) has been investigated using pseudorandom bit sequence (PRBS) stress patterns. Furthermore, the impacts of PRBS stress on circuit-level operation have been compared with the conventional dc (static) and ac (periodic) stress conditions using hot-carrier-induced random timing jitter. It was observed that the recovery achieved by charge trapping and detrapping under dynamic stress conditions significantly affects the degree of hot-carrier degradation.</P>
