      • A Study on Transition of Cultural Industry Policy of China

        문화산업정책은 국가의 경제와 문화 발전을 위해서 경제 수단, 법적 수단 과 행정 수단을 이용해서 조정문화 산업 관계와규범 문화 산업 활동을 위한 정책 이다. 그러나 문화 산업 정책 과 다른일반 산업 정책이랑 다르다고 생각한다. 문화 사업 정책은 문화사업의 특성을 고려해야한다. 측 문화 산업 정책은 경제성이 있는 것이 뿐만아니라 정치성와 의식형태성도 있다. 정부 산업 정책은 문화산업한테 미친 영향이 있다. 개혁 개방 30 년 동안, 중국 정부가 문화 사업 발전 시키는 청책을 많이 만들었다. 심지어 매년 끝없이 이어 지 는 새로운 정책 만들었다. 30 년간 정책 실천을 보면중국 문화 산업 정책은 문화 산업 발전한테 큰 역할을 해 온 것은 주장한다. 본문은 중국 개혁개방 이후 문화산업 정책 발전의 과정은 문화산업 정책의 현황과 문제점에 미친 영형을 분석하고 의견을 제출하고 자 한다. Cultural industry policy is different from the general industrial policy, it needs to take the peculiarities of cultural industry into full consideration depending on the cultural industry has economic attributes as well as strong political and ideological attributes. The cultural industry policy plays an important role on the healthy development of cultural industry. Since the reform and opening up especially after WTO entry, the Chinese government introduced a great deal of policies and measures to promote and regulate the development of cultural industry. This paper tease apart the present situation and problems of cultural industry policy and further to put forward some suggestions through introducing the development process of cultural industry policy after the reform and opening up in China.

      • A Study of the Cultural Policy of the Communist Party of China towards Ethnic Minorities in the New Century

        China has been a united, multi-ethnic country since ancient times, in addition to the Han, 55 ethnic minorities have created other ethnic cultures with their own rich content, distinctive features, and diverse forms in the long history of development. The Communist Party of China (CPC) has attached great importance to the culture construction of ethnic minority since its foundation. In the new century, China views the prosperity of ethnic culture is an important part of the implementation of the scientific concept of development and the comprehensive construction of a well-off society. This also endows ethnic minority cultures with new contents. This article not only discusses the new contents but also surveys the development process of cultural policy of ethnic minorities and sums up the historical experiences of the development of cultural policy covering ethnic minorities in China.

        MiR-221 promotes trastuzumab-resistance and metastasis in HER2-positive breast cancers by targeting PTEN?

        HER2-overexpressing breast cancers are characterized byfrequent distant metastasis and often develop resistance aftershort-term effective treatment with the monoclonal antibodydrug, trastuzumab. Here, we found that the oncogenic miRNA,miR-221, inhibited apoptosis, induced trastuzumab resistanceand promoted metastasis of HER2-positive breast cancers. Thetumor suppressor PTEN was identified as a miR-221 target;overexpression of PTEN abrogated the aforementionedmiR-221-induced malignant phenotypes of the cells. Thesefindings indicate that miR-221 may promote trastuzumabresistance and metastasis of HER2-positive breast cancers bytargeting PTEN, suggesting its role as a potential biomarker forprogression and poor prognosis, and as a novel target fortrastuzumab-combined treatment of breast cancers.[BMB Reports 2014; 47(5): 268-273]

      • The Research and Implementation of Temporal Quasi-order Data Index

        This study proposed a quasi-order-based temporal data structure (QOTDS) which differed from conventional, algebraic data management models. Based on this QOTDS, a temporal data index called the temporal quasi-order index (TQOindex) was established. Firstly, the study proposed the concepts of temporal quasi-order (TQO) and linear order partitioning (LOP) of time period sets and discussed the construction algorithm of LOP and the optimum (minimum) properties. On this basis, a temporal data structure was established based on LOP. This structure realized the set-at-a-time data operation-like relational data structure and improved the inquiry efficiency by using multiple threads. Subsequently, in the structural framework of TQO, we discussed the temporal data index (TQOindex) based on quasi-order extensions. This index was effectively applicable to various conventional database platforms depending on the disk (external memory)-based data management and also to big data dynamic index technology relying on the incremental updating mechanism. Finally, a corresponding experimental simulation and comparative evaluation were designed to verify the feasibility and effectiveness of TQOindex. Research and experiments showed that QOTDS were effective at temporal inquiry and management in cases involving the temporal processing and integration mechanisms in new data, such as semantic data, XML data, and moving object data.

      • Clinical Significance of BCR-ABL Fusion Gene Subtypes in Chronic Myelogenous and Acute Lymphoblastic Leukemias

        Background: Some reports have suggested that chronic myeloid leukemia (CML) patients have a higher prevalence of M-bcr than acute lymphoblastic leukemia (ALL) patients, which show a higher prevalence of m-bcr. However, the relationship between BCR-ABL subtypes and progression of CML and ALL remains unclear. Materials and Methods: 354 CML chronic phase (CML-CP) patients, 26 CML blastic phase (CML-BP) patients and 72 ALL patients before treatment with BCR-ABL positive were recruited for blood routine examination and bone marrow smear cytology. Some 80 CML-CP and 32 ALL patients after imatinib (IM) treatment were followed-up for BCR-ABL relative concentrations detected after treatment for 3, 6 and 9 months and 1 year. Results: Before treatment, CML-CP patients showed lower BCR-ABL relative concentrations with a higher proportion of M-bcr (42.7%) compared to CML-BP and ALL patients while ALL patients had a higher BCR-ABL relative concentration with high expression of m-bcr (51.4%). Patients with M-bcr demonstrated higher WBC counts than those with m-bcr and the mixed group and higher PLT counts were noted in the CML-CP and ALL groups. After imatinib (IM) treatment, patients with m-bcr showed higher BCR-ABL relative concentrations in both CML-CP and ALL groups. Conclusions: This study identified the BCR-ABL gene as an important factor in CML and ALL cases. The M-bcr subtype was associated more with CML while the m-bcr subtype was associated more with ALL. Patients with m-bcr seem to have a poorer response to IM in either CML or ALL patients compared to M-bcr patients.

        Clonging and Expression of Heparinase III Gene from Flavobacterium heparinum

        To enhance solubility of heparinase III when expressed in recombinant E. coli, the heparinase III gene (HepC) of 1980 bp from Flavobacterium heparinum was amplified by the PCR method, and then it was in inserted in the prokaryotic expression vector pMAL-c2x with the gene of maltose binding protein (MBP) which was identified by colony PCR, restriction enzyme digestion and gene sequencing. The results showed that the fusion strategy by using maltose binding protein (MBP) was effective to enhance solubility when induced at low temperatures, such as 15°C. By shake flask cultivation, the specific enzyme activity of MBP-hepC fusion protein could reach about 46.41 IU/mg which was higher than previous reported results. By one-­step affinity purification with amylose resin, the MBP-hepC fusion protein was easily purified to more than 95% purifty and the enzyme characteristics were studied. The optimum reaction pH value of MEP-hepC was 7.3. The optimum reaction temperature was 42-48°C, which was different from the native heparinase III from Flavobacterium heparinum. This enzymatic reaction to heparine followed Michaelis-Menten equation. The all above realize the process intergration of the enzyme production, separation, purification and applications in LMWH production for reducing the enzyme cost. The study laid the foundation for industrial production of low molecular weight heparin.

        MoO3 modified CeO2/TiO2 catalyst prepared by a single step sol–gel method for selective catalytic reduction of NO with NH3

        A MoO3 modified CeO2/TiO2 catalyst was prepared by a single step sol–gel method for selective catalyticreduction of NO with NH3. The experimental results indicates that MoO3 modified CeO2/TiO2 catalystexhibited higher SCR activity and resistance to 10% H2O and 1000 ppm SO2. From the characterizationresults, it can be concluded that good physical properties, highly dispersed active species of Ce and Mo,more appearance of Ce3+ and chemisorbed oxygen, strong interaction among ceria, molybdenum andtitania, and high oxygen storage capacity might contribute to the excellent deNOx performance of CeO2–MoO3/TiO2 catalyst prepared by a single step sol–gel method.

        Review : Present Situation and Prospects of Sericulture in China

        Since 1970, China has become the biggest cocoon producer in the world, and made the highest historical record of cocoon output for 759,800 tons in 1995. However, in 1996 cocoon production reduced sharply to 470,900 tons. After a ten-year adjustment and reform, sericultural areas have shifted from developed regions to developing regions and from the east to the west. From 2000, the cocoon output has started to increase restoringly. By 2004 it recovered to 547,091 tons. With the development of market economy, sericulture management has been changed, including mulberry fields concentrated to the specializated households and cooperatives, cocoons produced in larger scale instead of individuals, Silkworm egg producing enterprises gradually changed into non-governmental joint-stock ones. The mechanism of market cocoon price has been gradually established. The management model of combination of trade, industry and agriculture is pushing and improving. It is the fruit of modern science and technology, especially sericultural basic research, that provides China`s sericulture with the opportunity and vital force. China`s sericulture, therefore, will continue to develop steadily in future.

        Novel Microwave Absorption Materials of Porous Flower-Like Nickel Oxide@Polyaniline in the X-Band

        Porous flower nickel oxide@polyaniline (NiO@PANI) composites as excellent microwave absorption (MA) materials in the X-band were synthesized via a two-step strategy in this work. The porous NiO flower is uniformly dispersed and homogeneous in particle size after Ostwald ripening process. Coating conductive PANI on the surface of porous NiO microspheres could improve interfacial polarization and dielectric loss property that will lead to a great improvement of MA properties. Electromagnetic (EM) parameters of NiO@PANI composites with different NiO contents were investigated by a vector network analyzer and the reflection loss (RL) values with varied thickness were also calculated. The results showed that the effective absorption bandwidths (RL < -10 dB) of all NiO@PANI composites can cover the whole X-band. Especially, the NiO@PANI0.1 composite is able to attenuate microwave energy in the X-band with the thickness of 2.5mm. The NiO@PANI0.2 has a maximum RL of -32.8 dB at 10.1GHz and the effective absorption bandwidths cover 4.64GHz (11.12–15.76GHz) at 2.0mm. The excellent MA absorption performance may be ascribed to the polarization effect, dielectric loss and structure of porous flower-like NiO@PANI. Our work confirms that the synthesized NiO@PANI composite is an attractive candidate as a highly efficient MA material in the X-band.
