국방부에서는 2012년도에 클라우드 컴퓨팅을 시범적으로 도입하는 것으로 계획하고 추진하고 있는데 군과 같이 고도의 보안이 요구되고 전시 임무 등을 고려할 때 자칫 잘 못 설계될 경우 국가안보와 국가이익에 엄청난 피해가 예상된다. 특히, 남북이 대치되어 있고 평시에도 보안사고가 지속적으로 발생하여 보안취약점이 대군불신을 유발하고 있음에도 불구하고 보안대책 검토 없이 무조건 도입하는 것은 보안관련 법규에 위반될 뿐만 아니라 국내ㆍ‘외적인 여러 부작용을 유발할 수 있다. 따라서, 본 논문에서는 국방업무 중에서 클라우드 컴퓨팅을 적용해도 가능한 업무와 보안기술, 보안관리, 보안사고 처리 방법 및 보안관련 법적 해결 조건 등을 제시하면서 도입조건을 정립하였다. The South Korean Defense Ministry is planning and pushing forward to conduct a cloud computing pilot project in 2012. Taking into consideration the high-level security necessary in the military as well as wartime duties, if not designed properly, this project may anticipate severe damage to national security and interest. and interest. In particular, despite the fact that vulnerability due to inter-Korean confrontation and regular security-related incidents have been triggered, unconditionally conducting a cloud computing pilot project without reviewing not only violates security regulations but also causes various security-related side effects in and outside South Korea. Therefore, this thesis found conditions for conduct of this project by suggesting duties that can apply cloud computing as well as security technology, administration, post-accident matters and conditions for legally solving cloud computing in the military.

군의 정보화, 과학화 추진에 따른 환경 변화에 따라 기존 수작업, 오프라인 중심의 제반 군사보안 업무도 효율적이고 체계적인 업무 수행을 지원할 수 있도록 변화와 발전이 필요하다. 이에 본 연구에서는 주요 군사보안 업무 분야에 대한 실태 및 문제점 분석과 미국, 영국 등의 사례 분석을 기반으로, 주요 군사보안 업무를 자동화, 정보화하기 위한 국방통합보안시스템 구축 표준 Model을 제시하였다. 표준 Model은 통합보안체계, 비밀관리시스템, 인원출입 시스템, 차량출입시스템, 첨단경계시스템, 테러 예방시스템 및 보안사고분석시스템 등의 시스템으로 구성되며, 현재 가용한 기술 및 시스템을 기반으로 제안하였는데, 이를 각급부대에 적용하라 경우 군사보안 발전에 기여할 것으로 기대된다. A established military security tast based on existing manual and off-line needs the change and development to support effective and systematic task performance according to environment change of informational and scientific project in the military. Therefore this study suggests to set up the standard model of the defense integrated security system to automate and informationize major defense security task based on actual and problem in the area of major defense of security task and case analysis of these in America, England and other countries. The standard model consist of unit systems were made up integrated security system, security management system, man entrance system, vehicle entrance system, high-tech guard system, terror prevention system and the security accident analysis system and this suggested model based on possible technology and system. If this model is apply to each real military unit, we will epect the development of defense security.

RFID를 이용한 국방 비밀관리시스템 발전방안에 관한 연구

군에서 비밀을 관리하는 것은 가장 중요한 업무 중 하나이다. 그러나 현재의 비밀관리 방식 하에서는 인력과 시간이 많이 소요되고 있을 뿐 아니라 관리 대상의 범위도 점차 넓어지고 있는 실정이다. 본 연구에서는 한국군 최초로 비밀관리시스템에 RFID를 도입한 한국 국방연구원의 'RFID를 적용한 비밀관리시스템 구축 사업'의 사례를 살펴본다. 이 사례를 통해 보안 업무에 RFID 시스템 도입효과를 보안행정의 효율성, 정확성과 편의성 측면에서 분석하고 이를 바탕으로 야전 부대로 확대 도입 시 예상되는 문제점과 그 개선방향을 제안하고자 한다. The secret management of the Korea Military is one of the most significant operation. But the present method of the Korea Military requires much manpower and time, also the range of an object of administration become wider. In this study, We look into an instance of KIDA's 'The Secret Management System Construction Project' which was the first case to incorporate RFID in secret management system. From this instance, We analyze the effect of RFID on security operation in terms of the efficiency, accuracy and usability of security administration. We also present expected problems and possible solutions when it is extended to the field unit.
