Analysis of Imported Cargo Radiation Monitoring System in Korea

After the Fukushima nuclear accident in Japan in March 2011, many Koreans were concerned that products exposed to radioactive materials released from the nuclear power plant would be imported into Korea. Systematic radiation monitoring was required for food and daily necessities imported from the nuclear accident area. The need for a legal system to support systematic radiation monitoring was also demanded. The Act on Protective Action Guidelines against Radiation in the Natural Environment was enacted to resolve concerns regarding environmental radiation in Korea in July 2011. According to this law, radiation monitoring equipment has been installed and operated at major airports and ports nationwide. This paper aims to review the radiation monitoring system of the Korean government comprehensively. The legal system and the legal basis for radiation monitoring of imported cargo conducted by each department were investigated by analyzing the laws and regulations of radiation monitoring for the relevant cargo items. In addition, the current status of radiation monitoring by the government departments was examined to determine how radiation monitoring for imported cargo is performed within the legal system. The investigation of the current radiation monitoring system for imported cargo in Korea confirmed that radiation monitoring is conducted by classifying cargo items under the jurisdiction of each government department for all imported cargo. However, the reduction in efficiency of radiation monitoring of imported cargoes, unclear legal grounds for radiation monitoring of imported cargo by some departments, the occurrence of overlapping inspections by departments, and the difficult process of issuing the radiation test certificate required for customs clearance by the Korea Customs Service were also identified. As a result of the analysis, it was found that the current radiation monitoring system for imported cargo in Korea ought to be improved, taking into account efficiency, overlapping inspection, legal background, and the difficult process of issuing the certificates.
대학평생교육 참여지속 과정에 따른 학습자와 교육기관 요인의 영향력 비교

이 연구는 대학 평생교육기관에 참여하고 있는 성인학습자의 참여지속 과정에 영향을 미치는 학습자 및 교육기관 관련 변수들을 탐색하고, 두 요인들의 영향력을 비교하는 데 목적이 있다. 이를 위해 선행 연구 및 학습자 면접을 토대로 참여지속 관련 요인을 추출하고, 전국의 4년제 대학 평생교육기관에 2학기 이상 등록한 성인학습자 891명을 대상으로 설문조사를 실시하였다. 연구 결과, 과거에서 현재까지의 참여지속 정도를 나타내는 참여지속 수준에 대해서는 성별, 연령, 결혼여부, 교육기관의 역사, 교육기관 경험 중 가치와 이념, 프로그램 만족, 학문적 지원 분위기, 동료와 상호작용, 동료 협력 경험 등이 의미있는 영향을 미치고 있다. 반면 앞으로의 참여지속 계획에서는 결혼여부, 월수입, 참여비용 및 시간 부담, 다중역할수행 부담, 학습에 대한 심리 상태, 학습지향·목적지향적 동기, 기관의 사회적 평판, 가치와 이념, 프로그램 만족과 학문적 지원 분위기가 영향을 미치는 것으로 분석되었다. 또한 성인학습자의 참여지속 과정에서 학습자 또는 교육기관 중 어느 한 요인이 일관되게 영향을 미치는 것이 아니라, 현재까지의 참여지속 정도에는 학습자 요인이 더 많은 영향을 미치고, 앞으로의 참여지속 계획에는 교육기관 요인이 더 크게 작용하는 영향력의 변화가 나타났다. 즉 성인학습자의 초기 참여와 지속 과정을 과거에서 현재 그리고 미래로 이어지는 연속적인 과정으로 볼 때, 앞으로의 계속적인 평생교육 참여 가능성에 있어 교육기관의 영향력이 중요하다는 것을 알 수 있다. 따라서 이 연구에서는 성인학습자의 참여지속 과정에 영향을 미치는 대학평생교육기관의 역할을 중심으로 첫째, 참여를 지속하는 학습자 집단에 대한 정보 관리 체제 마련, 둘째, 대학 평생교육기관 고유의 가치지향성, 이념 및 목적 설정, 셋째, 참여지속자를 위한 교육 프로그램 개발, 그리고 교육기관별로 구체적인 참여지속 프로그램을 개발하여 적용할 것을 제언하였다. The purpose of this study was to compare the influence of variables concerning adult learners' personal factors with variables concerning institutional factors on the adult learners' persistence in lifelong education institution in universities. Researcher selected factors and variables concerning adult learners' persistence based on literature and structured interview, and collected data through surveying 891 adult learners of lifelong education institutions which were offered by four-years universities in Korea. The results of the data analysis revealed that the adult learners' attended sessions in lifelong education institutions were affected by sex, age, marital status. Institutional factors such as tradition, values and missions, satisfaction in program, academic support, interaction of co-learners were found to be significant. Otherwise, the adult learners' intent on persistence in institution was affected by marital status, income, cost-coverage, time-allocation, multiple role playing, their affective state of their learning, learning-oriented and goal-oriented motivation in adult learners' factor. Reputation of institution, values and missions, satisfaction in program, and academic support were analyzed to be affective. And the institution factors rather than learner factors influenced on the decision making process of adult learners' persistence in lifelong education institution at universities. Therefore, the findings of the study have a few implications on lifelong education institution in universities. The result of this study gives some suggestions on the management, planning, and implements of lifelong education institutions in universities. First of all, systemization of accumulative informations about adult learners would be helpful. Second, lifelong education institutions should provide their own values, missions, and purposes which give distinctive features to the institutions from others. Third, the quality of educational programs and various practical persistence programs are required to help adult learners continue learn.
교장의 미시 정치적 결합기제와 교사의 대응방식에 관한 문화 기술적 사례 연구

학교전반에 대한 이해와 학교조직의 특성 및 핵심적 실체에 대한 보다 밀도 있는 분석을 위해 교육조직을 보는 시각인 구조적 기능주의와 체제관에 토대를 둔 종래의 조직 패러다임은 학교 교육활동 전반에서 나타나는 교육현실을 해석, 진단, 처방하는데 한계를 드러내고 있다. 이 같은 종래의 전통적 패러다임의 한계를 극복하기 위하여 정치적 갈등론적 관점을 가져와 학교 공동체의 구성원인 교장이 사용하는 결합기제와 교사의 대응방식을 미시 정치적 관점에서 문화적 의미를 분석해 내기 위하여 문화기술 연구방법인 심층면담과 참여관찰 방법이 사용되었다. 본 연구를 통하여 드러난 교장의 결합기제와 교사의 대응방식은 크게 교육 지도적 측면의 결합과 대응, 학교 관리적 측면의 결합과 대응의 두 가지 형태로 도출되었으며, 교육 지도적 결합과 대응에는 교과지도, 생활지도 등의 영역으로 세분되며, 학교 관리적 결합과 대응에는 학교관리, 교원의 인간관계 영역으로 드러났다. The purpose of this study was to investigate the elementary school principal's linkage mechanisms with teachers in daegu. Since the image of loosely coupled system was popularized by Weick(1976), the coupling or linkage mechanisms have seldom been empirically examined. Principals use linkage mechanisms and teachers use corresponding method is determines the climate of a school organization.<br/> Major analysis method was participant observation and ethnography interview were mainly used. A sample of 42 teachers and administrators in "sky elementary school" participated in this study.<br/> The main conclusions from the study are as follows: First, principals tended to place more value on informal and democratic linkage mechanisms than on formal and bureaucratic ones in influencing teachers' performance. Educational leadership and school management leadership linkage mechanisms and teachers' corresponding method are appeared. Second, Teachers' act against their principal by mutual consent, compliance, demonstration and public criticism on the principal or intentional negligence. Teachers' use other teachers to show their complaints about the principal linkage mechanisms. Third, Principal-teachers relationship is calculus based trust level. Based on this findings, several suggestions for improving the school community of primary school are proposed.
경유의 윤활 성능 향상을 위한 식물유 기반 알칸올 아마이드의 합성

초저유황 경유의 윤활성능을 향상시킬 목적으로 식물유 기반 알칸올 아마이드 유도체를 합성하여 윤활성능을 평가하였다. 알칸올 아마이드 유도체는 폐식물유(다크오일), 팜유, 코코넛유를 메탄올과의 연속 전이에스테르화 반응을 통하여 합성한 지방산 메틸에스테르와 디에탄올아민(DEA)의 아마이드화 반응을 행하여 합성하였다. 합성한 알칸올 아마 이드 유도체는 1 wt% 범위 내에서 초저유황 경유에 잘 용해되었으며, 이 유도체를 120ppm 포함한 초저유황 경유의 윤활성능을 HFRR법으로 측정하였다. 그 결과, 초저유황 경유의 마모흔의 직경이 581 um에서 아마이드 첨가 후 305∼ 323 um으로 현저히 작아져 초저유황 경유의 윤활성능을 향상하는 것으로 확인되었다. 한편, 식물유의 종류에 따른 마모흔의 차이는 크지 않아 알칸올 아마이드 유도체의 알킬기의 구조에 따른 윤활성능의 차이는 크게 나타나지 않았 다. 알칸올 아마이드 한 종류를 선정하여 첨가 농도에 따른 윤활성능을 평가한 결과, 농도에 따라 마모흔의 직경이 현저히 작아지는 결과를 얻었는데 이는 윤활성능이 첨가 농도에 따라 향상되는 것을 의미한다. To improve the lubricity of ultra low sulfur diesel, vegetable oil-based alkanol amide derivatives were prepared and their lubricity properties were studied. To synthesize the alkanol amides, we conducted the amidation reaction of diethaolamine High Frequency Reciprocating Rig (HFRR) and the fatty acid methyl esters, obtained by the continuous transesterification of methanol and several vegetable oil, such as soybean oil, palm oil and coconut oil. The synthesized amides were soluble in ultra low sulfur diesel in the concentration range of ca. 1 wt%; the lubricating properties of ultra low sulfur diesel containing 120ppm of amides were measured using an HFRR method. It was found that the wear scar diameter in the pure ultra low sulfur diesel decreased significantly from 581 um to 305∼323 um upon the addition of the amides, indicating that lubricating properties of the diesel were improved. On the other hand, the types of vegetable oils did not affect the wear scar diameters, implying that lubricating properties of the diesel did not depend strongly on the structures of alkyl groups of alkanol amide derivatives. When we measured the lubricating properties of the one type of diesels containing various amounts of alkanol amide, we observed that the wear scar diameter decreased drastically with increasing the amide concentration, meaning that the lubricity improved with the amide concentration.
3D AR Glasses를 이용한 마커 기반 검출 알고리즘 설계

외상으로 인한 심정지는 우리나라에서 발생하는 주요 사망원인 중 하나이다. 심정지 상태에서는 심폐소생술과 같은 응급처치를 시행해야만 사망에 이를 확률이 크게 줄어드나 대부분의 일반인은 이를 숙지하고 있지 못하므로 실제적인 교육 방법이나 효과적인 환경이 요구된다. 본 논문에서 제안하는 방법은 응급상황에서 구급활동을 직접 시뮬레이션 할 수 있는 교육 시스템이다 본 시스템에서는 사용자가 AR Glasses를 이용하여 증강된 영상을 통해 응급 처치 교육을 받으며 사용자는 교육 스토리에 따라 마커를 확인하며 검출된 마커위에 출력된 3D 모델을 통해 효과적으로 현실감 있는 교육을 받을 수 있다 실험 결과에서는 제안된 차원 안경 시스템에 맞는 마커의 최적의 크기를 찾는 알고리즘을 설계하고 실험을 수행하였으며 56㎟의 마커 크기에서 90%의 인식률을 나타내었다. Cardiac arrest caused by trauma is one of the leading causes of death in Korea. It is more likely to reduce the possibility of death inclined by cardiac arrest by running first aid properly but most people is not well acquired with initiating the process of fist aid therefore we need to build more efficient instruction way and environment. This paper represent a realistic and instructive system for augmented reality-based first aid education where users can use AR glasses to see augmented images to effectively learn first aids by following the story-based marker detection. 3D AR through education, emergency activities must be able to anyone in an emergency. Experimental results show that the detection rate is 90% with 56㎟ by our method which is designed to find the marker size especially optimized for 3D AR glasses.

Background/Aims: Sofosbuvir plus ribavirin is a standard treatment for patients infected with chronic hepatitis C virus (HCV) genotype 2 in Korea. The purpose of this study was to examine the efficacy and safety of this treatment in Korean patients with chronic HCV genotype 2 infection. Methods: We retrospectively analyzed clinical data of patients treated with sofosbuvir plus ribavirin for chronic HCV genotype 2 from May 2016 to December 2017 at eight hospitals located in the Daejeon-Chungcheong area. Results: A total of 172 patients were treated with sofosbuvir plus ribavirin. Of them, 163 patients completed the treatment, and 162 patients were tested for sustained virologic response 12 weeks after treatment discontinuation (SVR12). Mean age was 59.6±12.3 years (27-96), and 105 (64.4%) patients were female. Of the total patients, 49 (30.1%) were diagnosed with cirrhosis, and 31 of them were treated for 16 weeks. Sofosbuvir plus ribavirin was the first-line treatment for 144 (88.3%) patients. Eleven (6.7%) patients were intolerant to previous interferon-based treatment. Eight (5.0%) patients relapsed after interferon-based treatment. HCV RNA non-detection rate at 4, 8, and 12 weeks was 97.5%, 99.1%, and 99.3%, respectively, and SVR12 was 98.8% (161/163). During treatment, 18 (11.0%) patients had to reduce their administrated dose of ribavirin because of anemia. One patient stopped the treatment because of severe anemia. Other adverse events, including dizziness, indigestion, and headache, were found in 26 (16.0%) patients. Conclusions: A 12-16 week treatment with sofosbuvir plus ribavirin is remarkably effective and well tolerated in Korean patients with chronic HCV genotype 2 infection. We experienced a case of infectious mononucleosis with facial palsy in 14 month-old male, who was admitted with chief complaints of fever, cervical lymphadenopahty and facial deviation with swelling. Peripheral blood showed absolute lymphocytosis with 61% atypical lymphocytes. Although Heterophil antibody test was not significant, EBNA (Epstein-Barr nuclear antigen) antibody test was positive. So, We reported this case and review related literatures briefly.
