Staatliche Infomationsmaβnahmen, die als planmaβiges politisches und administratives Mittel zur Verwirklichung offentlicher Zwecke eingesetzt werden, sind fester Bestandteil des Offentlichen Rechts geworden, Ihre rechtsstaatliche Bandgung hat in den vergangenen Jahren Fortschritte gemacht, es zeichnet sich zunehmend eine handhabbare domatische Kontur fur diess Handlungsform ob. Verbleibende Unsicherheiten hangen vor allem mit dem Instument selbst zusammen. Die offentliche Information hat viele Gesichter: Sie zielt nicht nur auf den verfolgten Zweck, sonderm dient auch der Selbstdarstellung des hoheitlichen Akteurs, mitunter stehen andere Motive wie Offentlichkeitsberuhigung oder die Erbringung politischer Handlungsbelege im Vordergrund. Marktinformationen, ja alle Verhaltensappelle zielen auf eigenwillige Adressaten und komplexe Zusammenhange, Steuerungseffekte sind deshalb schwer vorhersehbar. Der Rechtsstaat bleibt schon aus diesem Grund reserviert gegenuber prazeptoraler Informationstatigkeit und einer sich modisch kleidenden Staatsgewalt, die mit der offentlichen Meinung gezeilt intergiert und von der solchens auch von den Massenmedien eingefordert wird. Die einsetzende Juridifizierung hat hier und da auch schon zu Unsicherheiten bei Behorden bis hinein in die Ministerien gefuhrt und bremst die allzu leichthandige Verwendung der neu entdeckten "Steuerungsreserve". Bei alldem wird man in einer "Wissens-und Kommunikationsgesellschaft" dem Staat auch nicht zu enge Zugel anlegen durfen, sonst wird er in einer immer lauter und bunter werdenden Medienwelt kein rechtes Gehor mehr finden.
Te-aru Resultatives in Japanese: A Non-lexical Approach in HPSG

This paper examines the structure of fe-aru resultatives in Japanese in the framework of the Head-driven Phrase Structure Grammar (HPSG) as laid out in II, 21 by referri ng to the data of honorification to argue that fe-aru has a biclausal structure and that the resultative predicate aru is a raising verb. Te-aru construction involves a complex predicate consisting of a gerundive verb and the resultative auxiliary verb uru. Complex predicates have always stimulated the controversy over whether they are to be derived lexically or non-lexically, and correspondingly, whether they are to be analyzed as monoclausal or biclausal. One type of the {e-uru resultative allegedly presents problems for this dichotomy because it presents data which favor a lexical analysis and those which support a non-lexical analysis at the same time. A recent study in LFG attempts to solve this problem by having recourse to an operation at a pre-syntactic level (131), and yet it leaves certain crucial problems unsolved. In this paper I investigate into the honorification operation and demonstrate that fe-uru resultatives do not in fact support a lexical analysis. The data of honorification are further explored to show that the resultative auxiliary aru is a raising verb rather than an equi-type control verb. Given this proposal. the very puzzling behaviors of fe-uru resultatives find a straightforward unifed account.
A Multiple Inheritance Analysis of the Internally-Headed Relative Clause in Japanese

This paper proposes a mutliple inheritance type-hierarchical analysis of the Japanese "Internally-Headed Relative Clause" (IHRC) in Head-driven Phrase Structure Grammar (HPSG). It has been a long standing issue whether the IHRC shares syntactic properties with the EHRC or it is basically a clausal complement structure. This paper claims that such bipartite debate is misguided. It is undeniable that IHRC is similar to EHRC in one respect, and to clausal complement clause in another. defining it categorically as either one only distorts the reality. It will be proposed, therefore, that IHRC is a subtype of both a relative clause and a clausal complement. The hybrid structure of IHRC is quite a marked type of multiple inheritance, and I claim that this accounts for the restrictive availability of IHRC and its unstability as an independent grammatical construction. as well as for the IHRC`s intermediacy between the EHRC and the clausal complement structure. This discussion is done on Japanese alone; however, the analysis with minor modifications will accommodate the Korean IHRC as well.

This paper discusses semantic factors contributing to the resultative interpretation of predicates in the Japanese te-ir construction. The construction ambiguously takes on either progressive or resultative meanings. This ambiguity is due to the lexical meaning of the verb, and it is the purpose of this paper to single out and characterize the classes of verbs which take on the resultativc meaning. A number of recent studies have focused on the issues of telicity, transitivity, and particularly on unaccusativity and reflexivity, and it has been argued that the resultative interpretation is closely related to the subject``s involvement in the resulting state. While accepting this argument, I will show that notions of unaccusativity and reflexivity alone cannot cover all the data. Similarly, I will argue that Kim``s (1993) account of the analogous construction in Korean, which refers to the concept "possession," fails to accommodate a certain set of data without making unlikely stipulation. I will demonstrate that there are In fact two separate sets of verbs allowing the resultative meaning. The first set is definable in terms of the subject``s involvement, while the second set makes no reference to the subject``s involvement in the resulting state. I will characterize the second set as verbs of spatial configuration (Levin 1993) and propose the notion "affected locative" to optimally characterize the semantic feature licensing the resultative meaning in the second set.
Performance Assessment of a Vibration Control System with Thrust Control by varying Propeller pitch

This paper deals with a vibration control system using propellers for crane load. Vibration suppression of crane load suspended by hoisting rope is an important issue to speed-up crane operation. In this study, a novel vibration control system using propeller thrust as control forces is presented. The pitch of the propeller can be varied so that the attack angle of the propeller blade possesses negative or positive. Changing the attack angle, the direction of thrust can be altered smoothly. Based on previous conceptual design, life-size experimental device was researched and developed. Its performance is investigated through control experiments.
Ultra-Small Electric Vehicle Competition Using Small Rechargeable Batteries

An ultra-small electric vehicle competition using small rechargeable batteries was held at the Kanagawa Institute of Technology in Japan. The competition was called the pico-EV Eco Challenge 2012, and participants competed based on distance travelled within 30 minutes of operation using only six small rechargeable Ni-MH (nickel metal hydride) batteries (7.2V, 1900mAh). Eleven vehicles and about 60 people participated. The winning team was able to travel approximately 3km. This paper will present the administration and the results of the completion.

A sustainable education system using electric vehicles is proposed in this paper. University students are able to learn how to use ecological energy sources and the how to design ecological vehicles in step-by-step processes. Three energy sources are considered; sunlight, hydrogen produced from water extracted using sunlight and electrolysis, and bio fuel squeezed from plant seeds. We will explain the three levels of the program to apply to varying skill levels. Students will begin to learn from a basic level.
The Development of a Power System of the Combination of Diesel Generator and UPS

This paper shows the development of a power supply system to solve the anomalous voltage sag, power failure and peak cut demand. This power supply system includes an UPS (Uninterruptible Power Supply), a standby generator and a Hybrid Switch, which is the integration of mechanical switches and IGBTs with good performance of low conducting loss and fast opening time. The results of a real-time simulation demonstrate its voltage compensation can perform within 2 ms response time when power failure occurs and transfer without voltage down between micro grid operation and gird-connected operation. Also, they are successfully validated by using a prototype system.

Early childhood care and education are not separate issues, but must be considered holistically. The Japanese government started to accredit and promote integrated institutions called Kodomo-en. In order to make political decisions to locate institutions, the provision of the services in local areas needs to be examined. The present study reports the results of experimental and comparative research analyzing how the services are distributed in Akiotacho (an under-populated, intermediate and mountainous area) and Hakataku (an urban area) in Japan. Using a spatial information system, information about the location of the institutions, the distribution maps of the 0-5 year-old population, and characteristics of services provided were computerized. The results made it clear that in Akiotacho, the biggest problem for services was accessibility; the opportunity to get services in convenience. In Hakataku, the main problem was the limited nature of services owing to density of population. In addition, though there are many institutions in Hakataku, it was made clear that the characteristics of services provided in the area are limited even compared to Akiotacho. Our study suggests that more policy studies should be promoted specially dealing with integration and that aspects from local should be promoted.

In the Large Helical Device (LHD), some reactor-oriented experiments, i.e. high beta, high ion temperature, steady state operation, have produced remarkable progress in recent experimental campaigns. By optimizing the rotational transform, an average beta value of 4.3 %, which is the highest on record for helical devices, was achieved. The ICRF sustained steady-state discharges for more than 30 minutes, these were also successfully performed with the aid of the magnetic axis swing technique for the reduction of the heat load to the plasma-facing component. In the discharge, the total input energy to the plasma reached 1.3 GJ, which also established a new record.1
