This article examines Taiwan’s new hedging policy toward China and its evolving relations with Japan. Taiwan under President Ma Ying-jeou focused on hedging its bets against China’s rise through engagement, accommodation, and soft balancing. Meanwhile, Taipei and Tokyo are also forging a strategic partnership as they cautiously achieve low-commitment agreements for deeper cooperation, including signing an important fisheries agreement. Nevertheless, both international and domestic challenges may constrain the flexibility of Taipei’s hedging strategy. Given the uncertainty and complexity in East Asia, Taipei will continue its hedging strategy as a way to expand its external cooperation in the region.
Coping with China in Hard Times: Taiwan in Global and Domestic Aspects

This paper argues that in the post-democratization era, the Taiwanese state devotes itself to create a comprehensive division of labor with China in favor of Taiwan. Both the DPP and KMT administrations have endeavored to re-intervene in fields like research and development to strengthen and upgrade industrial competitiveness. The Ma administration tries to adopt a policy of globalization with comprehensive engagements with China. However, political costs come with the efforts in deepening and institutionalizing such unique relationship. On the domestic front, the redistribution effect of the trade pact buttresses opposition forces to request a halt to further integration. To cope with the rise of China in hard times, the Taiwanese state chooses to adopt two-track policies to re-intervene into economic spheres of influence while searching for political compromise with China. From this aspect, the power of the Taiwanese state is not shrinking in the era of globalization. It requires more subtle ways to enhance capacities to co-exist with social forces in the domestic soil, and promote trust with major international players in the region. The state power is thus transformed and readjusted in a more complicated manner.
RC Coupling Beams with Different Amount of Confinements under Cyclic Wind and Seismic Loading Tests

철근콘크리트(RC) 연결보는 고층건물에서 효과적인 에너지소산 시스템으로 작동한다. 고층건물은 1차 모드에서 낮은 진동수를 가지기 때문에 설계 시 지진하중보다 풍하중이 지배적으로 작용하는데, ASCE 7에서 제시된 풍하중설계에 따라 탄성설계만이 허용된다. 본 연구에서는 다양한 철근상세를 가지는 RC 연결보에 대해 지진하중 및 풍하중 반복가력 실험을 수행하여 그 구조적 거동을 살펴보았다. Reinforced concrete (RC) coupling beams can form an efficient energy dissipating system for tall buildings. The design of high rise buildings is primarily governed by wind loads rather than seismic loads due to low frequencies at the first mode, but only linear elastic design is permitted according to the wind design procedure of ASCE 7. Thus, this project investigates the structural responses of RC coupling beams with different amount of confinements which are subjected to cylic wind and seismic loading.
Production of Space and Space of Production: High Tech Industrial Parks in Beijing and Shanghai

The development of high-tech industrial parks (HTIPs) has become a salient phenomenon in China’s economic and urban development. Current studies regarding the development of HTIPs tend to focus either on the active role of the local government or on the consequences of technological innovation that those parks may have brought about. Very few studies have paid attention to the intrinsic relationship between the process of space production in building HTIPs and the effect on urban development. To fill this theoretical gap, this article considers developing HTIPs as a territorial project through which both central and local states seek to promote economic growth by reorganizing their territories so as to facilitate capital accumulation based on building high-tech industrial parks. The authors use Beijing’s Zhongguancun and Shanghai’s Yangpu areas as examples to show the active role played by district governments in promoting and using the symbol of “high tech” to develop industrial estates. In the end, due to the HTIPs’ quick tax-generating potentiality, their construction has given rise to commodity housing and commercial projects which district governments are much more enthusiastic to pursue. The property-led high-tech development projects have paradoxically generated a negative impact on sustainable high-tech development.

We have developed superconducting mixer receivers for 129 GHz VLBI observation in Korean VLBI Network (KVN). The developed mixer has a radial waveguide probe with simple transmission line L-C transformer as a tuning circuit to its 5 series-connected junctions, which can have 125 - 165 GHz as the operation radio frequency (RF). For intermediate frequency (IF) signal path a high impedance quarter-wavelength line connects the probe to one end of symmetric RF chokes. The double side band (DSB) receiver noise of the mixer was about 40 K over 4 - 6 GHz IF band, whereas we achieved the uncorrected single side band (SSB) noise temperature of about 70 K and better than 10 dB image rejection ratio in 2SB configuration with 8 - 10 GHz IF band. Insert-type receiver cartridges employing the mixers have been under commission for KVN stations.
Female Breast Cancer Incidence Among Asian and Western Populations: More Similar Than Expected

<P><B>Background:</B></P><P>Previous reports suggested that female breast cancer is associated with earlier ages at onset among Asian than Western populations. However, most studies utilized cross-sectional analyses that may be confounded by calendar-period and/or birth cohort effects. We, therefore, considered a longitudinal (forward-looking) approach adjusted for calendar-period changes and conditioned upon birth cohort.</P><P><B>Methods:</B></P><P>Invasive female breast cancer data (1988–2009) were obtained from cancer registries in China, Hong Kong, South Korea, Taiwan, Singapore, and the United States. Age-period-cohort models were used to extrapolate longitudinal age-specific incidence rates for the 1920, 1944, and 1970 birth cohorts.</P><P><B>Results:</B></P><P>Cross-sectional age-specific incidence rates rose continuously until age 80 years among US white women, but plateaued or decreased after age 50 years among Asian women. In contrast, longitudinal age-specific rates were proportional (similar) among all Asian countries and the United States with incidence rates rising continuously until age 80 years. The extrapolated estimates for the most recent cohorts in some Asian countries actually showed later ages at onset than in the United States. Additionally, over successive birth cohorts, the incidence rate ratios (IRRs) for the longitudinal curves converged (narrowed) between Asian and US white women.</P><P><B>Conclusions:</B></P><P>Similar longitudinal age-specific incidence rates along with converging IRRs indicate that the age effects for invasive breast cancer are more similar among Asian and Western populations than might be expected from a solely cross-sectional analysis. Indeed, the Asian breast cancer rates in recent generations are even surpassing the historically high rates in the United States, highlighting an urgent need for efficient prevention and treatment strategies among Asian populations.</P>
