Vietnamese is increasingly asserted its strong position in the world. This raises for teaching and compiling documents for language learning more professional and more modern. This article based on the survey and assessment of the designing language assignments and tests in general and, in particular, the current state of this work in Vietnam. Thereby we propose theoretical perspectives as well as specific steps to promote sound assessment Vietnamese capacity increasingly closer and catch up with the powerful languages in the world today. In the last two decades, researchers have made significant changes to the design of language exercises. These remarkable new points focus on the two contents, assessing the role and position of the system of exercises, tests and the methods of designing them in the current period. The question is how the test results of students relate to the actual work they will do after graduation? Is that the selection a few problems in a lot of issues from what they studied can reflect the actual ability of the students or not? From the data collected and observations, combined with scientific arguments, the language exercise designer have to measure and simulate to closest mode of content and volume of work that students have done to measure their language abilities.
