This research note explores an increasingly prominent, but often neglected, communication group in China's cyberspace—the online “influential” (big Vs or verified users)—who shape public perceptions, including on foreign policy issues. Examining threads on Sino-Japanese relations on Weibo reveals a diverse ecosystem that includes not only established media agencies and government agencies, but public intellectuals, whose role and presence are quite central. An analysis of the content of posts finds that influentials have similarly diverse viewpoints on Sino-Japanese relations; some have broken with the conflict-focused discourses that have prevailed on Weibo, reflecting a competing narrative espousing the need for greater pragmatism towards Japan. The findings call into question the argument that social media necessarily trends toward greater nationalism.
An Optimized Nonlinear Extended State Observer for Sensorless IPM Synchronous Motor Drives

a nonlinear Third-Order Extended State Observer (TESO) is proposed for the estimation of the rotor position and speed for sensorless Interior Permanent Magnet (IPM) synchronous motor drives. An optimized parameter tuning method is deployed to reconcile the needs of expanding the disturbance observation bandwidth and suppressing the measurement noise effectively. Both the steady state and transient performance of the TESO are verified through the experimental tests. In comparison with the performance of a conventional Linear Extended State Observer (LESO), the proposed observer is proved to have better noise suppression ability and disturbance observation performance in wide operating range.
2nd Use Battery Energy Storage System Power Reduction Operation

The battery energy storage system (BESS) is an ideal feld of batteries retired from Electric Vehicle (EV)/Hybrid Electric Vehicle (HEV). The operation cost and service life is important for BESS operation. In order to solve these problems, this paper proposes a 2nd use BESS power reduction operation method. The BESS power allocation is optimized using Particle Swarm Optimization (PSO) algorithm to search the global optimization result. The state of health (SOH) caused cost increase is taken into consideration to minimize operating cost. Besides, in order to further improve the fault-tolerant operation ability and prolong the service life of 2nd use BESS, a power reduction operation method is proposed. Battery Systems (BSs) with diferent SOHs could work together, and avoid accelerated aging. Besides, BESS could continue working in power reduction mode when there exists BS that could not work anymore. This enhances system reliability and supplies more power throughput. Simulation results demonstrate that both scheduling time and power throughput are increased using the proposed power reduction operation method.
